Essex, Multiple Roads, Temporary Closures Due To Various Works

What is happening?

Essex County Council

(B1393 High Road, Epping) (Temporary No Stopping at any time)

NOTICE IS HEREBY GIVEN that the Essex County Council has made an order under Section 14(1) of the Road Traffic Regulation Act 1984 to continue in force a no stopping at any time restriction on B1393 High Road, Epping between its junction with Theydon Road and its junction with Bury Lane.

The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary “No Stopping at Any Time” restriction and suspend any existing parking and waiting restriction on the said length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The restriction originally came into force on 24 July 2025 and will continue in force for a further 18 months from 3rd September 2025 where appropriate signs are displayed.

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places)

(Civil Enforcement Area) (Amendment No.76) Order 2025

Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 has made the above Order under Sections 1(1), 2(1) to 3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts II and IV of schedule 9 of the Road Traffic Regulation Act 1984.

The effect of the Order:

  1. To introduce No Waiting at Any Time restrictions on the East to West section of Horsecroft road, Harlow for approximately 35m on the South Kerb and 27 m on the North Kerb.

  2. Revoke approximately 27 m of the No Waiting Mon - Fri 7am-7pm on the north kerb of Horsecroft road, Harlow to accommodate the No Waiting at All time restriction.

  3. To introduce No Waiting Mon - Fri 7am - 7pm on the remaining unrestricted south kerb of Horsecroft road, Harlow.

This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019.

Date of operation: The Order will come into operation on 2nd October 2025

Application to the high court: Anyone who wishes to question the validity of the Order or any provisions contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places)

(Civil Enforcement Area) (Amendment No.70) Order 2025

The effect of the Order:

  1. To introduce No Stopping at Any time red route restrictions and No stopping Mon-Fri 8am to 6pm red route restrictions at the below listed locations in Harlow.

    • Joyners Field: on the south kerb near to number 123.

    • Cooks Spinney: on the north and south kerbs between numbers 63 to 67. On the East kerb between numbers 50 to 60. On the West kerb opposite the junction near to 67 Cooks Spinney.

    • Sycamore Field: on the east and west kerbs at the access to 101 to 115.

    • Quarry Spring: on the east and west kerbs in the access road between numbers 113 and 114 and on the north kerb opposite the junction.

    • Great Plumtree: on the Southwest kerb between numbers 117 to 118, on the north kerb near to 69 to 70. On the northeast kerb of the entrance to the garage area.

    • Redruth Close: on the east and west kerbs on the access road near numbers 190 and 166.

    • Morefield: on the turning area road to numbers 256 to 294 and to 224 to 255.

    • Ladyshot: on the south kerb of the turning area near to numbers 123 to 136.

    • Rundells: on the north and south kerbs in the access road between numbers 247 and 248.

    • Riddoll Court: on the curvature of the road on both sides near to numbers 238 and 264.

  2. To amend the existing resident holders parking bay on Hodings Road.

    Resident Permit Holders only bay on the North kerb of Hodings Road between 14 to 25 for 24m. Properties numbered 11 to 25 to be eligible to park in the amended bay.

  3. To amend The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 to allow the properties detailed in Column 2 of the table in the Schedule 1 to this Notice to be able to purchase permits for the proposed zones listed in Column 1 of that table.

This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing the limits column TL440 076 revision 4 replaced by revision 5, replacing title numbers TL440 105, TL430 080, TL436 097, TL455 107, TL460 077, TL465 102 revision 1 to Revisions 2. Replacing title number TL440 062 revision 4 with revision 5, and TL430 100 revision 2 with revision 3. Replace title number TL435 107 revision 0 with revision 1. Replace title TL435 105 revision 3 with revision 4.

Date of operation: The Order will come into operation on 2nd October 2025.

(B172 Coppice Row, Theydon Bois) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).

Effect of the order: To temporarily close the following length of road in Theydon Bois in the District of Epping Forest

The temporary restriction is scheduled to commence on 15 September 2025 between the hours of 07:00 to 19:00 and the same hours on the 16 September 2025 and is required for safety of the public, while overhead tree works take place.

The Order will come into effect on 15 September 2025 and may continue in force for 18 months.

(St Johns Avenue/Old Road/Manor Road/Priory Avenue, Harlow) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close that length of St Johns Avenue, Harlow in the District of Harlow, from its junction with Old Road to its junction with Manor Road a distance of approximately 100m.

  2. To temporarily close that length of Old Road, Harlow in the District of Harlow, from its junction with Bury Road to its junction with Priory Avenue a distance of approximately 310m.

  3. To temporarily close that length of Manor Road, Harlow in the District of Harlow, from its junction with Priory Avenue to its junction with The Hill a distance of approximately 165m.

  4. To temporarily close that length of Priory Avenue, Harlow in the District of Harlow, from its junction with Old Road to its junction with Station Road a distance of approximately 570m.

These works are scheduled to commence on 6th October 2025 for 30 days (works to be completed in phases), or where stated on a valid permit (A25010114004579, A25010114004592, A25010114004627 & A25010114006205 – Cadent). The scheduled dates may vary for these works with appropriate signage showing and/or displayed on site.

The closures are required for the safety of the public and workforce while gas main replacement works are undertaken by Cadent.

Alternative routes are available via:

  1. High Street, Wayre Street, Station Road, Priory Avenue and vice versa.

  2. Station Road, A1184, Old Road, St Johns Avenue and vice versa.

  3. Station Road, A1184, Old Road and vice versa.

The Order will come into effect on 18th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Roding Lane, Buckhurst Hill) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Alfred Road, Buckhurst Hill in the District of Epping Forest, from its junction with Roding Lane for a distance of approximately 25m in a south easterly direction. The closure is scheduled to commence on 22nd September 2025 for 1 day, or where stated on a valid permit (MU11300851656 – Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while excavation works are undertaken by Thames Water.

An alternative route is available via Alfred Road, Roding Lane and vice versa.

The Order came into effect on 4th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Tylers Road, Roydon) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close that length of Tylers Road, Roydon in the District of Epping Forest, from a point approximately 60m south west of its junction with Epping Road, for a distance of approximately 105m in a south westerly direction.

  2. Temporarily suspend the 7.5T weight restriction on that length of North Street, Nazeing in the District of Epping Forest, from its junction with B194 Nazeing Road to its junction with Maplecroft Lane as cited in “The Essex County Council (Various Roads Roydon and Nazeing) (7.5 Tonne Weight Restriction) Order 2010” for the duration of the above closure only.

The closure/restriction is scheduled to commence on 29th September 2025 for 5 days, or where stated on a valid permit (PZ010100097529-1 - K&S Transportation Company). The scheduled dates may vary for these works with appropriate signage showing and/or displayed on one.network. The closure/restriction is required for the safety of the public and workforce while new gas connection works are undertaken by K&S Transportation Company.

An alternative route is available via Tylers Road, Hamlet Hill, Sedge Green, Pecks Hill, North Street, St Leonards Road, Waltham Road, Nazeing Common, Common Road, Epping Road, Epping Road Roundabout and vice versa.

The Order came into effect on 4th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Epping Forest) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No. 12) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close those lengths of road in the District of Epping Forest as specified in the schedule.

  2. A temporary “No Waiting, No Loading and No Stopping” restriction will be introduced on both sides of carriageway on the above lengths of road or the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary “No Waiting, No Loading and No Stopping at Any Time” restriction and suspend any existing parking and waiting restriction on the said length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The temporary prohibition is scheduled to commence on 18th September 2025 and the exact dates will be specified on the advanced warning signs on site. The works will be completed in multiple phases. Diversion routes will be signed at each location where appropriate. The closure is required for safety of the public and workforce while carriageway patching works take place.

(Various Footpaths, District of Harlow) (Temporary Prohibition of Use) Order (No.16) 2025

Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order: To temporarily close the length of footpath in the District of Harlow as specified in the Schedule.

The works being undertaken will take place within a 6-month period from 4th September 2025. Exact dates will be specified on site-network. The footpaths will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services and residents at all times.
