(OFF STREET PARKING PLACES) (VARIOUS AMENDMENTS)

AMENDMENT NO.2 ORDER 2025

The Southend-on-Sea City Council has made the above Orders under Sections 1, 2, 4, 32, 33, 35, 45, 46 and 124 and part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act”) as amended and the Traffic Management Act 2004 as amended, and of all other enabling powers, and having regard to Section 122 of the Act after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 of the Act.

The effect of these Orders is as follows:

• The Off-Street provisions will come into effect on 12th September 2025

• The On-Street provisions will come into effect on 22nd September 2025

Southend-on-Sea City Council have made the following amendments to on street provisions:

• Replace the Loading Bay and part of the Limited Waiting Bays (9am-6pm, 2hrs no return within 2hrs) on Western Esplanade outside the Arches with a Loading Only bay, operating 9am-9pm with a maximum stay of 30 minutes and no return within 2 hours;

• Replace the remainder of the Limited Waiting Bays (9am-6pm, 2hrs no return within 4hrs) on Western Esplanade outside The Arches with shared use bays for Payment parking (9am-9pm, 2hr-9hr) and Business Permit Holder Only (8am-9pm);

I• ntroduce a new “Zone 2A in CP1” 11am–9pm Tariff Zone to align with the permit zone operational times;

• Introduce a new “Zone 3B in CP” 11am–9pm Tariff Zone to align with the permit zone operational times;

• Introduce a new “Zone 3A in V” Mon-Fri, 9.30am–4.30pm Tariff Zone to align with the permit zone operational times;

• Introduce a new “Zone 3B in C” Mon–Sat, 8.30am–6.30pm Tariff Zone to align with the permit zone operational times;

• Introduce a new “Zone 3A in SH” 9am–9pm Tariff Zone, to align with the permit zone operational times;

• Introduce a new “Zone 2A in M” 9am–6pm (Mon – Sat) and 11am–5pm (Sunday) Tariff Zone, to align with the permit zone operational times;

• Convert all existing Payment Parking (Zone 3A, 8am–6pm) on Rampart Street with shared use bays for Payment Parking (Zone 3A in SH, 9am–9pm) and Resident Permit Holders (Zone SH);

• Convert all existing Business Permit Holder bays and existing shared use bays for Business Permit Holders/Resident Permit Holders into shared use bays for Payment Parking (Zone 3B in C) and Permit Holders (Zone C) on Baxter Avenue, Boston Avenue, Harcourt Avenue, Sweyne Avenue and Wallis Avenue;

• Convert all existing Business Permit Holder bays into shared use bays for Payment Parking (Zone 3A in V) and Permit Holders (Zone V) on Coleman Street, Guildford Road, Milton Street, Prittlewell Street, St Ann’s Road, Sutton Road and Wimborne Road (within Permit Zone V, tariff Zone 3A in V will apply at these locations);

• Convert the following Business Permit Bays into Resident Permit Bays, within Permit Zone H; Coleman Avenue, outside No.77 to No.79 and adjacent to No.220 Prince Avenue Service Road; Northville Drive, outside No.6 to No.8; Queen’s Drive, outside No.9 to No.19 and outside No.19, Richmond Drive, outside No.2, Rochester Drive, adjacent to No.151 Carlton Avenue;

• Replace part of the double yellow lines under the Pier on Western Esplanade with Business Permit Holders Only bays, operating 8am-9pm;

• Replace the shared use bays for Loading Only 6am-8am/Payment Parking 8am-9pm bay on Western Esplanade with Business Permit Holders Only, operating 8am-9pm; and

• Introduce a No Loading at any time restriction under the Pier on Western Esplanade, for a distance of approximately 10 metres.

Off street:

Southend-on-Sea City Council have made the following amendments to off street provisions:

• To amend the operational charge period for Civic Centre East Car Park to Saturday and Sunday and Bank Holidays. Eligible Permit Holders Only Monday to Friday excluding Bank Holidays.

• Revoke Permit (Red), Staff Permit (Orange) and Staff Permit (Blue) as set out in Table 1, Schedule 2.

• Introduce Staff Permit (Priority One), Staff Permit (Priority Two) and Staff Permit (Priority Three) as set out in Table 2, Schedule 2.

• Introduce Electric Vehicle bay parking in Eastwood Boulevard Car Park, Hadleigh Road Car Park, Leigh Hill Car Park, Parget Drive Car Park, Southchurch Park East Car Park and Sutherland Boulevard Car Park; and

• Schedule 1 of the 2022 Order will be replaced by Schedule 3 of this Order. Table 1 in Schedule 2 to this notice sets out permit types and associated information to be removed from Schedule 1 of the 2022 order and Table 2 in Schedule 2 to this notice sets out permit types and associated information to be inserted in to Schedule 1 of the 2022 order.

Copies of the Orders, which will come into operation on 12th September 2025 (Off-Street) and 22nd September 2025 (On-Street), the statement of reasons for making the Orders and plans showing the affected streets can be inspected during normal office hours, inclusive for a period of six weeks from the date on which the Orders were made:

• On the Council’s Website using this link https://www.southend.gov.uk/tro

• At the Civic Centre, Victoria Avenue, Southend-on-Sea, SS2 6ER.

Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the powers of the relevant section of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with, may, within six weeks from the date on which the Orders were made, make an application for the purpose to the High Court.
