Temporary Prohibition of Traffic Order 2025
On 5 September 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in:- (a) that length of Rectory Lane (D2512) Ashtead as extends from its junction with Parkers Lane (D2631) to its junction with Dene Road (D2337); (b) the entire length of Crampshaw Lane (D2512) Ashtead; and (c) that length of Skinners Lane (D2573) Ashtead as extends from its junction with Barnett Wood Lane (D2507) to its junction with Oakfield Road (D2621).
Alternative Route – (a) Dene Road, Grove Road and A24, or this route in reverse. (b) there is no alternative route for this closure. (c) Barnett Wood Lane, Agates Lane and South View Road, or this route in reverse.
This Order is required to enable Circet UK Ltd to facilitate the laying of ducting, building of joint boxes, gully sucking and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 23 September 2025 over two phases. The first phase will be on Rectory Lane and Crampshaw Lane and is anticipated to commence on 23 September for 3 days, between the hours of 9.30am and 3.00pm. The second phase will be on Skinners Law and is anticipated to commence on 25 September for 4 days, between the hours of 8.00am and 6.00pm. Advanced warning signs will be displayed and the temporary closures will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, cyclists and equestrians will be maintained at all times.
Clay Lane (D381) South Nutfield
Temporary Prohibition of Traffic Order 2025
On 10 September 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Clay Lane (D381) South Nutfield that is crossed by the rail over road bridge identified as “28 RTT” and for a distance of 40 metres either side. Alternative Route – Clay Lane; Hogtrough Lane; Bower Hill Lane; and Clay Lane or this same route in reverse. This 18-month Temporary Traffic Order which commences on 21 September 2025 is required to facilitate overhead branch removal and/or overgrown vegetation removal and/or railway crossing repair and/or railway inspection and/or railway maintenance and/or any other associated works to be carried out by, or on behalf of Network Rail within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over one day between the hours of 8am and 4pm Advanced warning signs will be displayed, and the temporary closure will operate only when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times via operatives on site. All other traffic, including residents and the emergency services will be required to use the signed diversion route. No Sole access will be affected by this closure.
B2208 Croydon Road, B2208 The Square and D1431 Crescent Road, Caterham
Temporary Prohibition of Traffic Order 2025
On 10 September 2025 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) and (7) of the Road Traffic Regulation Act 1984 (“the Act”), the effect of which will be to:- 1. Prohibit vehicles from entering or proceeding in that length of:- a) B2208 Croydon Road and B2208 The Square, Caterham that extends from the northern side of the roundabout junction with B2030 The Square, to the junction with D1430 Mount Pleasant Road; b) D1431 Crescent Road, Caterham that extends from its junction with B2208 Croydon Road, to the south-eastern property boundary of “No.8 The Crescent”; c) D1430 Mount Pleasant Road, Caterham that extends from its junction with B2208 Croydon Road, to its junction with D1430 Farningham Road. 2. Suspend “The Surrey County Council Crescent Road (D1431) Caterham Temporary Prohibition of Traffic Order 2025” in its entirety.
This Traffic Order is required to enable ALS Civil Engineers for UK Power Networks to carry out utility works, to include ducting and/or cabling and/or jointing and/or connection and/or maintenance works. These works are anticipated to be carried out in sections, between the hours of 8am and 6pm, within 4 weeks of the 12 month period of operation of this Temporary Order that commences on 15 September 2025. Advanced warning signs will be displayed and the temporary closures which are anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times via a signed walkway. Access for emergency services will be maintained at all times. Access for residents and businesses will be maintained at all times via the alternative routes described below:- 1. B2208 Croydon Road, A22 Caterham By-Pass, A22 Interchange, A22 Caterham By-Pass and Godstone Road. 2. Godstone Road, A22 Caterham By-Pass and B2208 Croydon Road. 3. Godstone Road, Timberhill Road and Crescent Road.
(Various Roads in the Borough of Reigate & Banstead and the District of Tandridge) Skyline London to Brighton Cycle Ride (Temporary Prohibition of Traffic) Order 2025
On 10 September 2025 Surrey County Council made the above mentioned Temporary Order, pursuant to Sections 16A and 16B of the Road Traffic Regulation Act 1984 (“the Act”) and with the consent of the Secretary of State for Transport, which will take effect on 14 September 2025 for one day only, the effect of which will be to prohibit all vehicles from entering or proceeding along the lengths of roads specified in the Schedule to this Notice or any parts thereof. Such restriction shall also apply in relation to the riding, leading, or driving of horses or any other animals. The Order is required to facilitate the holding on-road cycling event namely the “Skyline London to Brighton Cycle Ride”. The restrictions specified above will not apply to such vehicles being used in connection with the said event (including those used for traffic management purposes), or to anything done on the direction of, or with the permission of a police constable in uniform or a traffic marshal, or any sign placed by Surrey police. Emergency access will be maintained for the police, fire brigade and ambulance services and for organisations responsible for dealing with the loss of supplies of gas, electricity, water, or electronic communications, to premises in the area and for the removal of any obstruction to traffic.
All parking places in the lengths of road specified in the Schedule below will be suspended. Vehicular access for residents will be unaffected. The prohibitions herein will only be operative while the relevant traffic signs are displayed and it is anticipated that the temporary restrictions will take effect from 5.30am until 2:30pm, though roads will re-open when it is safe and practical to do so. The Council are also satisfied, in accordance with subsection (3) of Section 16A of the Act that the even to which the Order relates cannot be held otherwise than on a road. Diversion routes will be signed.

Froggetts Lane (D279) Walliswood
Temporary Prohibition of Traffic Order 2025
On 10 September 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Froggetts Lane (D279) Walliswood. Alternative Route: Abrams Lane, and Walliswood Green Road, or this route in reverse. This Order is required to facilitate connection works for, or on behalf of Network Plus Services. These works are anticipated to be carried out over 4 days, between the hours of 8am and 6pm, during the 12-month period of operation of this Temporary Order that commences on 22 September 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via road plates, if required, as will access for pedestrians and dismounted cyclists.
Agates Lane (D2500) Ashtead Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Agates Lane (D2500) Ashtead as extends from the access for the property known as “39 Agates Lane” to the northern boundary of the property known as “35 Agates Lane”.
Alternative Route – Southview Road, Skinners Lane and Ottaways Lane, or this route in reverse.
This Order is required to enable Rise Utilities to facilitate new box works and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 7 October 2025 for 3 days, between the hours of 8.00am and 6.00pm. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed.
Access for emergency services, residents, pedestrians and dismounted cyclists will be maintained at all times.
Crowhurst Lane End (D419) Tandridge Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Crowhurst Lane End (D419) Tandridge as extends from its junction with Tandridge Lane (C83) to a point 35 metres east of this junction.
Alternative Route – Crowhurst Lane End, Crowhurst Lane, Crowhurst Village Road, Crowhurst Road, Lingfield Common Road, B2029 (Ray Lane) and Tandridge Lane, or this route in reverse.
This Order is required to enable Openreach to facilitate pole testing and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 9 October 2025 for 1 day, between the hours of 9.30am and 3.30pm.
Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, dismounted cyclists and equestrians will be maintained at all times.
Doghurst Lane (D1083) and Hazelwood Lane (C137) Chipstead
Temporary Prohibition of Traffic Order (No.2) 2025
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Doghurst Lane (D1083) Chipstead as extends from its junction with (X67951) Farm Close to its junction with (C137) Hazelwood Lane; (b) Hazelwood Lane (C137) Chipstead as extends from its junction with (D1083) Doghurst Lane to its junction with (X9204) Longridge View. Alternative Route: (1) Hazelwood Lane, High Road, and Doghurst Lane; (2) Hazelwood Lane, (B2032) Outwood Lane, (B2032) Chipstead Valley Road, Portnalls Road, Coulsdon Lane, High Road, and Hazelwood Lane. This Order is required to facilitate replacement telecom pole works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 2 days, between the hours of 9.30am and 3pm, during the 12-month period of operation of this Temporary Order that commences on 08 October 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists.
Josephine Avenue (D1127) Lower Kingswood
Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Josephine Avenue (D1127) Lower Kingswood as extends from its junction with (A217) Brighton Road to its junction with (D1127) Orchard Way. Alternative Route: (A217) Brighton Road, Buckland Road, and Josephine Avenue, or this route in reverse. This Order is required to facilitate lead replacement works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days, between the hours of 9.30am and 5.30pm, within the 12-month period of operation of this Order which will commence on 06 October 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2) (b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.
Banstead Road (B2030), Stanley Street (D1397), and Coulsdon Road (D1397), Caterham
Temporary Prohibition of Traffic Management Order 2025
Surrey County Council propose to make the above mentioned Temporary Order under Sections 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily prohibit vehicles from entering or proceeding in that length of; (a) Banstead Road (B2030) Caterham as extends from its junction with (B2030) Coulsdon Road and (D1397) Coulsdon Road and for a distance of 20 metres in a north easterly direction; (b) prohibit waiting, loading, and unloading at any time, by vehicles on both sides of the carriageway in that length of Stanley Street (D1397) Caterham as extends from its junction with (D1397) Coulsdon Road to a point in line with the common boundary opposite No 34 and No.35 Stanley Street; (c) prohibit waiting, loading, and unloading at any time, by vehicles on both sides of the carriageway in that length of Coulsdon Road (D1397), Caterham as extends from a point in line with the common boundary between No.233 and No. 231 to a point in line with the common boundary between property No.221 and No.215 Coulsdon Road. This Temporary Order is required to facilitate gas mains connection works for, on behalf of SGN. These works are anticipated to be carried out over 19 days, between the hours of 8am and 5pm, during the 12-month period of operation of this Order which commences on 06 October 2025. This temporary closure and restrictions, which are anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed, and only to such extent as indicated by those traffic signs. For sub-paragraph (a) above: Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists. For sub-paragraphs (b) above: Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).
Alternative Route: (B2030) Banstead Road, (B2030) Town End, (B2031) Chaldon Road, Westway, and Coulsdon Road, or this route in reverse.
Byers Lane (C71) South Godstone
Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Byers Lane (C71) South Godstone. Alternative Route: Whitewood Lane, Church Road, Croydon Barn Lane, Bones Lane, (B2028) West Park Road, and (A22) Eastbourne Road, or this route in reverse. This Order is required to facilitate tree felling and telecom pole testing works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day between the hours of 8am and 4pm, during the 12-month period of operation of this Temporary Order that commences on 12 October 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via the banksmen on site, as will access for pedestrians and dismounted cyclists.
C84 Merle Common Road and C84 Popes Lane, Oxted
Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of:- a) C84 Merle Common Road, Oxted that extends from its junction with D424 Holland Lane, to the western side of the “Merle Common Railway Bridge”. Anticipated duration – 06.10.25 - 17.10.25. Alternative Route:- Holland Road, Holland Lane, Red Lane and Merle Common Road; b) C84 Popes Lane, Oxted that extends from its junction with C84 Popes Lane, Oxted, to the access road for “Edenbrook Farm Fishery”. Anticipated duration – 20.10.25 - 09.11.25. Alternative Route:- Merle Common Road, Red Lane, Holland Lane, Hurst Green Road, Tanhouse Road, Broadham Green Road and Popes Lane. This Traffic Order is required to enable Avidety Limited to carry out installation of underground electricity cabling in replacement/upgrade of the existing overhead network, to include excavations and/or HV cabling and/or connection and/or maintenance works. These works are anticipated to be carried out in sections, between the hours of 8am and 6pm, within 5 weeks of the 12 month period of operation of this Temporary Order that commences on 06 October 2025.
Advanced warning signs will be displayed and the temporary closures which are anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians will be maintained at all.
Access for emergency services, residents, businesses, cyclists and equestrians will be maintained at all times from either end of the temporary closures via the alternative routes described above.
B2028 Racecourse Road, Lingfield
Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above mentioned Temporary Order under Section 14(1) the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of B2028 Racecourse Road, Lingfield that is crossed by the “Lingfield Railway Bridge” and for a distance of 20m either side. This Traffic Order is required to enable Amey Consulting South East Anglia and/or Network Rail to carry out an examination of the “Lingfield Railway Bridge” and/or repair and/or maintenance works. These works are anticipated to be carried out between the hours of 10pm and 6am, within 1 night of the 12 month period of operation of this Temporary Order that commences on 09 October 2025. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times by means of temporary walkway. Access for emergency services will be maintained at all times under direction of site operatives. Access for residents, businesses will be maintained at all times under direction of site operatives via the alternative route:- Racecourse Road, East Grinstead Road, Felcourt Road, Lingfield Road, A22 London Road, A264 Moat Road A264 Holtye Road, Hartfield Road, Marsh Green Road and Moor Lane.

Public Footpath no. 138 (Godstone)
Public Path Diversion and Definitive Map and Statement Modification Order 2025
On 28 August 2025 Surrey County Council confirmed the above order under section 119 of the Highways Act 1980 and section 53A(2) of the Wildlife and Countryside Act The effect of the order as confirmed is to divert public footpath no. 138 (Godstone) from a point 100 metres South East of Tilburstow Hill Road (grid ref. 535291 150929) proceeding generally South East for 100 metres to (grid ref. 535397 150882) where it then rejoins the original line, a total distance of 100 metres.
A copy of the order as confirmed and map may be seen free of charge at the Countryside Access Office, Surrey County Council, Merrow Depot, Merrow Lane, Guildford GU4 7BQ (by appointment Tel. 0300 200 1003) and at Tandridge District Council, 8 Station Road, Oxted, RH8 0BT and Oxted Library 12 Gresham Road, Oxted, RH8 0BJ during opening hours. The notice can also be viewed on www.surreycc.gov.uk under Footpaths, Byways and Bridleways. A copy of the Order may be purchased from the County Council for £4.
As respects to the route to be created the order came into force on 28 August 2025, and as respects to the route to be extinguished comes into force on the date on which Surrey County Council certify that the terms of Article 2 have been complied with, but if any person aggrieved by the order wants to question its validity, or that of any provision contained within it, on the ground that it is not within the powers of the Highways Act 1980, as amended, or on the ground that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the order, he or she may, under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Act, within 6 weeks from 11 September 2025, make an application to the High Court.
