(TEMPORARY PROHIBITION TO PEDESTRIANS) ORDER 2025
(TEMPORARY PROHIBITION OF WAITING AND LOADING OR UNLOADING) ORDER 2025
NOTICE IS HEREBY GIVEN that Lancashire County Council intend to make an Order under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to temporarily prohibit any pedestrian or cycle from proceeding over the following lengths of shared footway and cycleway set out in this notice.
1. No person shall cause any cycle or pedestrian to proceed over the following lengths of highway;
i. Earl Street, Preston from the most southern boundary of its footway to its centre line, from its junction with Market Street to its junction With Lancaster Road.
ii. Lancaster Road, Preston from the most western boundary of its footway for a distance of 10 metres in an easterly direction, from its junction with Earl Street for a distance of 50 metres in a southerly direction.
2. No person shall cause any motor vehicle to wait, load or unload at any time on the following lengths of highway;
i. Earl Street, Preston, north side, from its junction with Market Street to its junction with Lancaster Road.
ii. Lancaster Road, Preston, east side, from a point 15 metres north of its junction with Crooked Lane for a distance of 15 metres in a northerly direction to its junction with Lord Street.
3. Nothing in this order shall apply to persons engaged in the carrying out of the works whilst stopped within the works boundary.
4. The prohibition will be operative from 0800 hours on Wednesday 24th September 2025 until 1700 hours on Monday 29th March 2027 or until completion of the works within this period.
5. Vehicular access will be maintained whenever and wherever possible. Pedestrian access to properties will always be maintained.
6. A pedestrian diversion will be locally signed.
The temporary prohibition is necessary to allow building repairs at Preston Town Hall to be carried out.
