What is happening?

(VARIOUS ROADS – SOUTH OXFORDSHIRE) (MAP BASED) (PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO. ) ORDER 20
NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all enabling powers. The effect of the Order is to introduce new & amend existing parking restrictions to help better manage the provision of residential parking in the ‘Central South’ area of Didcot as follows:
1. New Residents permit holders parking only areas (Monday to Saturday, 8am-6pm) will be introduced on lengths of the following roads:
Broadway and Hagbourne Road (between its junctions with and including Kynaston Road, High Street, Kynaston Road, Mereland Road (between its eastern & western arms and Kynaston Road), Newlands Avenue (between its southern & northern junctions with St Johns), St Andrews Road, St Peters Road, Vicarage Road, and Wessex Road.
The permit holders parking areas are any unrestricted parts of the above-named roads, not already covered by an existing restriction or any additional separately signed marked out bays/restrictions.
2. New Limited Waiting & Permit parking bays – 8am-6pm, 30 mins, no return within 1 hour (Permit holders exempt), on parts of the following roads (as separately signed & marked out bays):
West side of Broadway – for approx. 28m, 12m south of its junction with St Peters Road.
St Peters Road – East side: from a point 17m south of its junction with Broadway, southwards for 20m, replacing 9m of ‘No Waiting at Any Time’ (double yellow line) restrictions in the process.
St Peters Road – East side: from a point 17m south of its junction with Broadway, southwards for 24m, replacing 5m of ‘No Waiting at Any Time’ restrictions.
Vicarage Road – West side: from a point 17m south of its junction with Broadway, southwards for 26m, replacing 14m of ‘No Waiting at Any Time’ restrictions.
Any existing ‘Disabled Persons Parking Places’ (DPPPs) will remain unaffected by these proposals.
2. Proposed parking prohibitions:
a) New ‘No Waiting at Any Time’ (Double yellow lines) will be introduced as follows:
i) East Street – Both sides: for approx.10m eastwards from its junction with High Street, and for approx. 8m westwards from its junction with Hagbourne Road.
ii) Hagbourne Road:
East side – for approx. 13m adjacent to No.5; for approx. 16m adjacent to No.13; and for approx. 28m adjacent to Nos.51 & 53.
West side – to extend approx. 8m either side of its junction with East Street; and to extend approx. 8m either side of its junction with Kynaston Road.
iii) High Street
East side – for approx. 10m southwest from its junction with East Street, and to extend approx. 10m either side of its junction with East Street.
West side – for approx. 18m adjacent to Nos.2 & 4, and to extend approx. 10m either side of its junction with St Peters Road.
iv) Kynaston Road
East side – for approx. 10m northwards from its junction with Hagbourne Road, and extend the existing approx. 5m northwards from its junction with Mereland Road.
v) Newlands Avenue
Both sides – for approx. 8m eastwards from its junction with Newlands Avenue, and extend the existing approx. 6m westwards from its junction with St Peters Road, and for approx. 14m westwards from its junction with Hagbourne Road.
West side – to extend approx. 10m either side of its junction with Wessex Road.
vi) Newlands Avenue – East side:
Extend the existing southwards to its junction with St Peters Road.
North side – to extend the existing approx. 8m northwards from its junction with St Peters Road.
vii) St Andrews Road
East side – for approx. 8m westwards from its junction with Newlands Avenue.
viii) Wessex Road
Both sides – for approx. 8m westwards from its junction with Hagbourne Road.
b) Existing restrictions will be removed as follows:
i) High Street – East side: 27m of ‘No Waiting Mon-Sat 8am-6pm’ (single yellow line) adjacent to the Northbourne Centre, and 25m adjacent to Nos.4 to 16.
ii) St Andrews Road – East side: 26m of ‘No Waiting at Any Time’ (double yellow line) adjacent to Nos.11 & 11a, and 17m south of Wessex Road adjacent to No.13.
iii) Wessex Road – Both sides: 17m of ‘No Waiting at Any Time’ (double yellow line) west of St Andrews Road adjacent to Nos.102-104 & 99-101; west of St Andrews Road adjacent to Nos.100-108 & 95-97; 18m west of Mereland Road adjacent to Nos.70-72 & 49-51; and 14m south of Mereland Road adjacent to Nos.16a & 45-47.
3. Eligible properties:
Residents of specified properties within Bourne Street, Church Street, East Street, High Street, Kynaston Road, Mereland Road (between its junctions with Broadway & Kynaston Road), Newlands Avenue (between its junctions with Broadway & Kynaston Road), St Andrews Road, St Peters Road, Vicarage Road, and Wessex Road will be able to apply for annual Residents and Visitors’ Parking Permits. A local identifier of ‘D’ will be shown on any relevant parking permit sign.
Visitors’ Permits: Can be used in conjunction with an annual residents permit.
Residents may make application using the council website or on forms to be provided on request – one permit per resident with a maximum of two per property. A resident may obtain a temporary permit for a permanent vehicle if their permanent vehicle is off the road.
Two available books of permits may be specified addresses, usually a minimum of 50 days’ worth of permits will be issued per year and up to 200 in total. A temporary resident will be entitled to 25 visitors permits.
6. Charges:
a) For residents, per permit will be £60 per annum. Visitors permits will be charged £25 for 25 permits will be free and the second block will be £31.50.
b) A temporary resident may apply for a permit to use in a resident’s parking place at a charge of £31.50 for any period not exceeding a week.
7. Other Matters:
Permits may be withdrawn if found to be granted based on false information or a permit has not been used in accordance with the conditions on the Order, where it has been abused, or where the agreed terms have not been complied with. This may result in suspension of eligibility for further permits.

Ardington, High Street
Prohibition of Through Traffic
Date of Order: 29 September 2025
Coming into force: 7 October 2025
This Order is being introduced because of Gigaclear fibre cabling works which are anticipated to be completed by 13 October. This is a 24 hour daily closure.
The effect of the Order is to temporarily prohibit any vehicle proceeding in the length of High Street from opposite the war memorial to the side of the car parking opposite. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic is via High Street – Church Street and vice versa.
This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T16309/AC)

Coming into force: 8 September 2025
This Order is being introduced because of excavations to install fibre cable ducting which is anticipated to be completed by 30 September 2025. This is a 24 hour road closure.
The effect of the Order is to temporarily prohibit any vehicle proceeding in the road running Through East and West Ginge. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic will be signed locally.

This Order is being introduced because of excavations to install fibre cable ducting which is anticipated to be completed by 30 September 2025. This is a 24 hour road closure.
The effect of the Order is to temporarily prohibit any vehicle proceeding in the road running Through East and West Ginge. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic will be signed locally.

Prohibition of Through Traffic
Date of Order: 22 September 2025
Coming into force: 1 October 2025
This Order is being introduced because of fibre cable installation works which are anticipated to take 15 days to complete.
The effect of the Order is to temporarily prohibit vehicles proceeding in the section of Pebble Hill from Thruppfield Cottage to Parsonage Farm.
Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic is via The Green – Pebble Hill – Road between Marsh Baldon & Toot Baldon and vice versa.
This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T16288/MR)

This Order is being introduced because of fibre cabling installation works which are anticipated to take 10 days to complete.
The effect of the Order is to temporarily prohibit vehicles proceeding in the unnamed road at Adwell from its junction with Park Farm to No.1. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic will be signed locally.

Prohibition of Through Traffic
Date of Order: 1 September 2025
Coming into force: 11 September 2025
This Order is being introduced because of telecommunications improvement works which are anticipated to take 2 weeks to complete.
The effect of the Order is to temporarily prohibit vehicles proceeding in the unnamed road between Clare, Pyrton, Wheatfield & Stoke Talmage Road. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic is via A40 – B4009 – Knightbridge Lane and vice versa.
This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T16189/MR)
