TEMPORARY ROAD CLOSURES, TEMPORARY SPEED RESTRICTIONS –

VARIOUS ROADS, COUNTYWIDE 2025 (No37)

NOTICE IS HEREBY GIVEN that Hampshire County Council intends to make an order in accordance with the Road Traffic Regulation Act 1984 to prevent the use of roads or on near the road.

ROADS TO BE CLOSED: those parts of the following roads:

1. Netherleas Lane, Bighton, Winchester between its junction with Bighton Lane and its junction with Bighton Road (B3046)

2. Brighton Road, Bighton, Winchester between its junction with Bighton Lane and its junction with Brighton Close

DURATION OF ORDER: from 22nd September 2025 for a period of 18 months excluding notice to 01/06

Reasonable facilities will be provided to allow access to adjacent premises while works are being carried out.

The order may be cited as “Hampshire County Council (Temporary Road Closures and Speed Restrictions - Various Roads, Countywide 2025)”

Vehicles are requested not to park on the roads to allow surfacing vehicles free access. All existing Parking and Waiting restrictions in the roads will be suspended.

PROHIBITION OF WAITING – during the works on site

No Waiting at Any Time, both sides, to the lengths of road specified. All existing Parking and Waiting restrictions in the roads will be suspended.

Where a vehicle is left on the highway in a position so as to be towing or driving the vehicle or in such other manner as to prevent it from being lawful to do so, the case may be taken into lawful removal as necessary to enable a person to be able to carry out the works.

Where a person authorised by the Council removes or makes arrangements for the removal of a vehicle, he shall when practicable, provide 24 hours’ notice to the vehicle users before the taking of the vehicle.

When a person authorised by the Council may remove the vehicle or arrange for it to be removed from that place, where the vehicle is left in contravention of the parking provisions contained in this order.

Any person removing a vehicle or arranging for the vehicle to be removed under this article shall make arrangements for the safe custody of the vehicle.

Any person who contravenes any provision of this Order or who uses or causes or permits the use of a vehicle in contravention of the Order shall be guilty of an offence and liable to a fine not exceeding £1000.

Any person removing a vehicle or who attempts to do so by towing or driving the vehicle or in such other manner as to prevent it being lawful to do so, the case may be taken into lawful removal as necessary to enable a person to be able to carry out the works.

When a person authorised by the Council removes or makes arrangements for the removal of a vehicle, he shall make arrangements for the safe custody of the vehicle.
