Ipswich - Experimental Prohibition of Motor Vehicles on Match Days
What is happening?
SUFFOLK COUNTY COUNCIL (IPSWICH) (VARIOUS ROAD) (PROHIBITION OF MOTOR VEHICLES) (REVOCATION) (EXPERIMENTAL) ORDER 2025
On 03/09/2025, Suffolk County Council made the above order under Sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended. The order will introduce as an experiment a prohibition of motor vehicles on days when Ipswich Town Football Club holds home matches.
Motor vehicles will be prohibited from the following roads from 90 minutes before kick-off until 30 minutes after the match ends (as indicated by the sounding of the final whistle):
Sir Alf Ramsey Way (Z5U5009), Ipswich, both sides, from its junction with Portman Road (Z5U5149) in a westerly direction to its junction with Bibb Way;
Portman Road (Z5U5149), Ipswich, both sides, from its junction with Princes Street (B1075) in a northerly direction to its junction with Great Gipping Street; and
Constantine Road (North) (Z5U5021), Ipswich, both sides, from its junction with Sir Alf Ramsey Way (Z5U5009) in a southerly direction to the northern point of the ITFC car park entrance.
Motor vehicles will be prohibited from the following roads for 30 minutes after the match ends (as indicated by the sounding of the final whistle) only:
Burrell Road (B1073), Ipswich, both sides, from its junction with Princes Street (B1075) in an easterly direction to its junction with the access road to Ipswich railway station’s multistorey car park;
Chancery Road (A137), Ipswich, both sides, from its junction with Commercial Road (A137) to its junction with Grafton Way (A137);
Commercial Road (A137), Ipswich, both sides, from the east side of the entry slip to Princes Street (B1075) in a westerly direction to its junction with Princes Street (B1075);
Constantine Road (North) (Z5U5021), Ipswich, both sides, from the northern point of the ITFC car park entrance to its junction with Russell Road (Z5U5010);
Constantine Road (South) (Z5U5021), Ipswich, both sides, from its junction with Russell Road (Z5U5010) in a southerly direction to its cul-de-sac end;
Princes Street (B1075), Ipswich, both sides, from its junction with Burrell Road (B1073) in a northerly direction to its junction with Chalon Street (Z5U1041);
Russell Road (Z5U5010), Ipswich, both sides, from its junction with Constantine Road (Z5U5021) in an easterly direction to its junction with Chancery Road (A137); and
Ranelagh Road (B1075), Ipswich, both sides, from its junction with Princes Street (B1075) in a westerly direction to its junction with Ancaster Road (Z5U5026).
The order revokes and replaces the Ipswich Borough Council (Portman Road/Sir Alf Ramsey Way) (Prohibition of Entry) Order 2000 dated 18/07/2000.
The order also revokes and replaces the Suffolk County Council (Ipswich) (Various Road) (Prohibition of Motor Vehicles) (Experimental) Order 2025 dated 27/08/2025.
The order will come into effect on 13/09/2025 and will operate as an experiment for a maximum period of 18 months. The County Council will monitor the experiment and will consider in due course whether the provisions should be made permanent. During the 6-month period commencing immediately after the order comes into effect, anyone may object to any provision of the order becoming permanent or make any other representations.
Exemptions to these provisions will apply to emergency services, pedestrians and cyclists. For the avoidance of doubt, there are no exemptions that apply to building and maintenance vehicles, loading and unloading, or setting down/picking up blue badge holder vehicles.
Exemptions to the provisions on the following roads apply between the kick-off and the end of the match only:
Sir Alf Ramsey Way (Z5U5009), Ipswich, via the Bibb Way closure point to allow Alderman Road (Z5U5008), Ipswich, residents to access their properties;
Sir Alf Ramsey Way (Z5U5009), Ipswich and Constantine Road (North) (Z5U5021), Ipswich, via the Bibb Way closure point to allow Ipswich Buses access to their depot;
Any driver to allow access/egress from Ipswich Borough Council car park and the NCP car park located on Portman Road (Z5U5149).
Traffic management staff will be present to manage exempt vehicle access.
Objections, observations and other support must be sent in writing to Suffolk County Council Legal Services at the address below or to: highwayslegal@suffolk.gov.uk by 13/03/2026 and objections must state the grounds on which they are made. Please note that any such correspondence cannot be treated as confidential and may be inspected by any interested party. Any representations made in relation to the revoked order (dated 27/08/2025) will be considered as part of this order’s consultation period.
A copy of the order and plans showing the roads affected, together with a copy of the council’s reasons for this proposal, may be seen with advance notice at the address below, 9am - 5pm Monday - Friday also at Ipswich County Library, Northgate Street, Ipswich IP1 3DE,
9am - 6pm Monday;
9am - 7pm Tuesday;
9am - 6pm Wednesday and Thursday;
9am - 7pm Friday;
08.30am - 5pm Saturday and 10am - 4pm Sunday (excluding public holidays and bank holidays).
If anyone wishes to question the validity of either order or of any provision contained in it, on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 as amended, or on grounds that any requirements of that Act or any instrument made under it have not been complied with in relation to the order, they may within six weeks of the date on which the order was made apply to the High Court for this purpose.
