ORDER 202

1) NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985.

2) The general effect of the ‘Waiting and Loading Restriction’ Order would be to further amend the Brent (Waiting and Loading Restriction) Order 1979, so that: -

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;

(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited in the times and in the lengths of streets specified in Schedule 2 to this Notice;

(c) waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of street specified in Schedule 3 to this Notice;

(d) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place would be prohibited at the times and in the lengths of streets specified in Schedules 1 and 2 to this Notice;

(e) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;

(f) the use of any vehicle or any animal for the purpose of advertising in any street, wholely or mainly for the purpose of advertising, would be prohibited in the lengths of streets specified in Schedules 1 to 3 to this Notice.

(g) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice would be revoked.

3) The prohibitions referred to in sub-paragraphs 2(a) to (d) inclusive above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.

4) The general effect of the Parking Places Orders would be to: -

(a) revoke the doctor parking places outside Nos. 13 and 14 Cambridge Gardens, NW6 5AY and redesignate them as zone-K shared-use parking places;

(b) revoke and further re-designate further zone K permit holders parking places in certain lengths of Granville Road to accommodate the introduction of a loading place and further waiting restrictions;

(c) reduce in length the zone KB permit holders parking places in certain lengths of Victoria Mews to accommodate the introduction of further waiting and loading restrictions.

5) The general effect of the ‘Goods Vehicles Free Loading Places’ Orders would be to: -

(a) designate a free loading place in the length of Granville Road specified in Schedule 4 to this Notice to operate at any time; and

(b) specify that goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and is not drawing a trailer, may use the parking place so specified in Schedule 4, subject to the provisions of the Order, for the purpose of continuous loading and unloading during the permitted hours.

6) Copies of the proposed Orders, of the relevant Orders of 1979 and 2019 (and of any Orders which have amended those Orders), of the Council’s statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

8) Persons desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections, and the grounds thereof, via email to trafficorders@brent.gov.uk , or in the post to the Head of Healthy Streets and Parking, Healthy Streets and Parking Service, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/02/309/JH, to arrive no later than 21 days from the date of publication of this notice.

(a) the north-east side, between Trevelyan Crescent and 11 metres north-west of Trevelyan Crescent;

(b) the south-west side, between Trevelyan Crescent and 4.2 metres south-east of the south-eastern boundary of No. 1 Bouverie Gardens.

Central Road, the north-east side, between 10 metres north-west of District Road and 39 metres north-west of District Road.

Chaplin Road, Wembley, the east to west arm

(a) the north-west side, between the north-eastern boundary of No. 118 Chaplin Road and 65.1 metres north-east of that boundary;

(b) the south-east side, between the north-eastern boundary of No. 118 Chaplin Road and 28.1 metres north-east of that boundary.

Elmside Road

(a) between the south-western building wall of No. 3 Elmside Road and its north-easternmost extremity;

Granville Road, the eastern arm

(a) the north-west side

(i) between Cambridge Road and 10 metres south-west of Cambridge Road;

(ii) between the common boundary of Nos. 1 to 19 Len Williams Court, Granville Road and Nos. 21 to 53 Granville Road and 15.5 metres north-east of that common boundary;

Victoria Mews, the western arm, the north-west side

(a) between the south-western kerb-line of Victoria Mews, the eastern arm and 0.5 metre south-west of Nos. 2 and 3 Victoria Mews;

High Road, Willesden, the north-east side

(a) between the north-eastern kerb-line of Villiers Road and the south-eastern building wall of Nos. 220 and 222 High Road, Willesden;
