Notice is hereby given that Essex County Council proposes to make the order below under S1(1), 2(1) to (3), 3(2), 4(1), 32(1), 35(1), 45, 46, 49, 53, 81, 82(1) & (2)(b), 83(2), 84(1)(a) and (2) and Parts II and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

1. To Implement: ‘No Waiting at Any Time’ Restriction on the following lengths of road.

Road

Description

Pine Way, Great Totham and Heybridge

Both Sides: From its junction with Bluebell Avenue, East for its entire length approximately 320 metres.

Bramble Close, Heybridge

Both Sides: From its junction with Pine Way, East for its entire length approximately 300 metres.

Bluebell Avenue, Great Totham/Heybridge

Both Sides: From a point approximately 32 metres southeast of its junction with B1020 Jubilee Way to a point approximately 8.5 metres southwest of its junction with B1022 Broad Street Green Road Roundabout.

2. To Implement: ‘24 Hour Clearway’ Restriction on the following lengths of road.

B1020 Jubilee Way, Great Totham

Both Sides: From a point approximately 32 metres of its junction with Langford Road, East for its entire length to a point approximately 12 metres  from its junction with Broad Street Green Road.

Maypole Road

Both Sides: From its junction with B1020 Jubilee Way, North for approximately 20 metres.

Bluebell Avenue

Both Sides: From its junction with B1020 Jubilee Way, South for approximately 32 metres.

Skylark Way

Both Sides: From its junction with B1020 Jubilee Way, South for approximately 23 metres.

3. To Implement: ‘No Stopping at Any Time Except Buses’ Restriction on the following lengths of road in Great Totham/Heybridge.

East Side: From a point approximately 36 metres North of its junction with Pine Way, North for approximately 22 metres.

Bluebell Avenue

West Side: From a point approximately 35 metres South of its junction with Starling Way, South for approximately 22 metres.

Bluebell Avenue

North Side: From a point approximately 56 metres West of its junction with Redwing Croft, West for approximately 22 metres.

Bluebell Avenue

South Side: From a point approximately 36 metres East of its junction with Redwing Croft, East for approximately 22 metres.

This Order will be incorporated into The Essex County Council (Maldon District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting map tiles:

4. To Implement: A ‘20mph Zone’

From a point approximately 14.5 metres of its junction with Bluebell Avenue, East for its full length, Including turning heads.

Bramble Close, Heybridge

From its junction with Pine Way, East for its full length.

5. To Implement: A ‘20mph Speed Limit’ (Currently a 40mph Speed Limit)

Road

Description

Broad Street Green Road (B1022), Great Totham

From a point approximately 43 metres South from Broad Street Green Roundabout, North for its full length including the turning bay.

6. To Implement: A ‘40mph Speed Limit’ (Currently National Speed Limit)

Road

Description

Maypole Road (South), Langford

From its junction with Bluebell Avenue, South to its junction with Langford Road and Holloway Road.

7. To Implement: A ‘50mph Speed Limit’ (Currently National Speed Limit)

Description

Jubilee Way (B1020), Great Totham

From a point approximately 32 metres of its junction with Langford Road, East for its entire length to a point approximately 12 metres from its junction with Broad Street Green Road.

Bluebell Avenue and Skylark Way will be a 30mph Speed Limit by virtue of Street Lighting as shown in blue on Drawing No. 7022.

The Essex County Council (Various Roads, Langford and Heybridge) (De-Restriction and 40mph Speed Limit) Order 2002 and The Essex County Council (B1022 Broad Street Green Road, Heybridge/Great Totham) (40mph & Derestricted Road) Order 2014 is hereby revoked all restrictions shall remain in force by virtue of the new Order.

(Remote Footway – St Marys Lane, Maldon)

(Temporary Prohibition of Use) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984, as amended.

Effect of the order: To temporarily close remote footway known as St Marys Lane, Maldon in the District of Maldon from its junction with The Hythe southwest for approximately 51 metres.

The closure is scheduled to commence on 09 September 2025 for one day or where appropriate signs are showing and weather permitting.

This is required to ensure the safety of the public and workforce while the disconnection of a water service is undertaken.

Alternative route: Promenade Park, Mill Road and vice versa

The Order will come into effect on 9 September 2025 and may continue in force for 6 months or until the works have been completed, whichever is the earlier.

(Hackmans Lane, Cold Norton)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Hackmans Lane, Cold Norton in the District of Maldon, from its junction with Stow Road to its junction with Hagg Hill, a distance of approximately 770m. The closure is scheduled to commence on 29th September 2025 for 3 days, or where stated on a valid permit (EP201EH2388598 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while drainage investigation works are undertaken by Essex County Council.

An alternative route is available via Stow Road, Latchingdon Road, B1010, Marlpits Road, Hackmans Lane and vice versa.

The Order will come into effect on 11th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(High Street, Maldon)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of High Street, Maldon in the District of Maldon, from a point approximately 20m north east of its junction with West Square for a distance of approximately 55m in a north east direction. The closure is scheduled to commence on 29th September 2025 for 3 days, or where stated on a valid permit (EN013328554 – Essex and Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Essex and Suffolk Water.

An alternative route is available via High Street, Mill Road, Cross Road, Fambridge Road and vice versa.

The Order will come into effect on 11th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Hyde Lane, Danbury)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Hyde Lane, Danbury in the City of Chelmsford, from its junction with Hyde Green for a distance of approximately 25m in a south westerly direction. The closure is scheduled to commence on 30th September 2025 for 3 days, or where stated on a valid permit (EN014M1461114 – Essex and Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while water leak repair works are undertaken by Essex and Suffolk Water.

An alternative route is available via Maldon Road, Copt Hill, Gay Bowers Lane, Mill Lane and vice versa.

The Order will come into effect on 11th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Blue Mills Hill, Wickham Bishops)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Blue Mills Hill, Wickham Bishops in the District of Maldon, from a point approximately 65m south east of its junction with Islams Chase for a distance of approximately 85m in a south easterly direction. The closure is scheduled to commence on 15th September 2025 for 3 days, or where stated on a valid permit (EN013330713A – Essex and Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection work is undertaken by Essex and Suffolk Water.

An alternative route is available via Blue Mills Hill, B1018, Langford Road, Holloway Road, The Square, B1022, Mountains Road, Beacon Hill, Tiptree Road, Witham Road, Blue Mills Hill and vice versa.

The Order came into effect on 28th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Honeypot Lane, Stow Maries)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Honeypot Lane, Stow Maries in the District of Maldon, from a point approximately 180m south east of its junction with Stow Road for a distance of approximately 30m in a south easterly direction. The closure is scheduled to commence on 17th September 2025 for 2 days, or where stated on a valid permit (BC411001WG5JMN0B – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while cabling works are undertaken by Openreach.

An alternative route is available via Honeypot Lane, B1012, Woodham Road, The Street and vice versa.

The Order came into effect on 28th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Limebrook Way, Maldon)

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Limebrook Way, Maldon in the District of Maldon, from its junction with Fambridge Road to its junction with Limebrook Way Roundabout, a distance of approximately 890m.

2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.

"The Essex County Council (Maldon District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The closure/clearway is scheduled to commence on 15th September 2025 for 5 days and then on 22nd September 2025 for nights (19:00–05:00), or where stated on a valid permit (EP201EH2390318 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/clearway is required for the safety of the public and workforce while investigation works are undertaken by Essex County Council.

An alternative route is available via Limebrook Way Roundabout, Mundon Road, Main Road, Burnham Road, B1010, B1018 and vice versa.

The Order came into effect on 28th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Lodge Road, Woodham Mortimer)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Lodge Road, Woodham Mortimer in the District of Maldon, from a point approximately 500m south east of its junction with Maldon Road for a distance of approximately 100m in a south easterly direction. The closure is scheduled to commence on 18th September 2025 for 9 days, or where stated on a valid permit (EP20102679122 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while culvert strengthening and repair works are undertaken by Essex County Council.

An alternative route is available via Lodge Road, Maldon Road, Burnham Road and vice versa.

The Order came into effect on 28th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Rectory Lane, Latchingdon)

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Rectory Lane, Latchingdon in the District of Maldon, from its junction with Burnham Road to its junction with Lower Burnham Road, a distance of approximately 1250m.

2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.

"The Essex County Council (Maldon District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The closure/clearway is scheduled to commence on 15th September 2025 for 3 days, or where stated on a valid permit (EP201EH2390177 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/clearway is required for the safety of the public and workforce while drainage investigation works are undertaken by Essex County Council.

An alternative route is available via B1018, Summerhill, B1010 and vice versa.

The Order came into effect on 28th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Maldon)

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) &

(Market Hill, Maldon) (Temporary Suspension of 7.5 Tonne Weight Restriction) (No.12) 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close those lengths of road in the District of Maldon as specified in the schedule.

2. To temporarily suspend the 7.5T weight restriction on that length of Market Hill, Maldon, from its junction with Fullbridge Quay to its junction with High Street, as detailed in "The Essex County Council (Market Hill, Maldon) (7.5 Tonne Weight Restriction) Order 2009" for the duration of the alternative route.

3. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of the carriageway as per the schedule for the duration of the closures to facilitate the works. Signs will be installed indicating where the No Waiting restriction will be in force.

The Essex County Council (Maldon District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 28th August 2025, exact dates will be published on One.Network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location, and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the roads.
