HYSBYSIR TRWY HYN fod Cyngor Bwrdeistref Sirol Torfaen (a elwir ar ôl hyn “y Cyngor”), wrth arfer ei bwerau o dan y Ddeddf Rheoleiddio Traffig Ffyrdd 1984, fel y’i diwygiwyd gan Adran I Ddeddf Rheoleiddio Traffig Ffyrdd (Digwyddiadau Arbennig) 1994 a gyda chaniatâd Llywodraeth Cymru, wedi gwneud Gorchymyn yn gwahardd ac yn cyfyngu ar ddefnyddio o rai heolydd a chyffyrdd penodol gan gerbydau, marchogion, ceffylau, cerbydau a dynir gan geffylau, a seiclwyr nad ydynt rhan o’r digwyddiad, er mwyn galluogi darn Torfaen o ras y Tour of Britain, Cymal 5 i fynd ar hyd y ffordd a bennir ac i sicrhau diogelwch pawb sy’n cymryd rhan yn y digwyddiad ddydd Sadwrn, 6ed Medi 2025.

Bydd y digwyddiad yn gofyn am gau heolydd a chyffyrdd yn ogystal â chyfyngu ar a gohirio nifer o Orchmynion Rheoleiddio Traffig. Bydd pob darpariaeth yn y Gorchymyn yn dod i rym ddydd Sadwrn, 6ed Medi 2025 yn ystod yr amserau a bennir yn Atodlenni’r Gorchymyn. Mae’r heolydd sydd i’w cau a’r heolydd sy’n destun cyfyngiadau a holl ddarpariaethau’r Gorchymyn yn Atodlenni’r Gorchymyn.

Oherwyd hyn y ffordd a natur y cau, nid yw’r Cyngor yn ystyried ei fod yn ymarferol erbyn hyn ddarparu amgen ar gyfer traffig. Serch hynny, mae trefnydd y digwyddiad wedi nodi nifer o Bwyntiau Mynediad Lleol Mewn Argyfwng (ELAP) ar hyd y ffordd/ y ras lle mae modd rheoli mynediad gan gerbydau dan reolaeth fel rheol mewn amgylchiadau argyfwng neu eithriadol un unig.

Ni fydd y cyfyngiadau’n berthnasol i gerbydau sy’n cael eu defnyddio mewn cysylltiad â’r dyweedi digywddiad, gan gynnwys y rheiny a ddefnyddir at ddibenion stiwardio, rheoli tyrfaoedd a rheoli traffig, neu i unrhyw beth a wneir dan gyfrifoldeb neu drwy ganiatâd Heddwas mewn gwisg Heddlu, marsial traffig, swyddog dynodedig, trefnydd y digwyddiad neu unrhyw swyddog arall a awdurdodir ar gyfer rheoleath a gweithredur* y digwyddiad, neu’n unol ag unrhyw arwydd a osodir gan Gyngor Bwrdeistref Sirol Torfaen.

Cedwir mynediad ar ddibenion yr Heddlu, y Gwasanaeth Tân a’r Gwasanaeth Ambiwlans ac i sefydliadau sy’n gyfrifol am ymdrin â cholli cyflenwadau nwy, trydan, dwr neu gyfarparbeiaid electronig, i eiddio yn yr ardal ac ar gyfer tynnu ymaith unrhyw rwyst r traffig sy’n cymryd rhan yn y digwyddiad.

Awdurdodir tynnu i ffwrdd unrhyw gerbyd ystyrir ei fod yn rhwystro taith y ras, yn achosi niwsans a/neu rwyst ar yr heolyd, cyffyrdd neu ymylon ffyrdd a bennir yn Atodlenni’r Gorchymyn, gan yr Heddlu trwy eu contractwr/ cymeradwy o dan eu dyletswyddau a/’u gymoedd statudol er mwyn hwyluso cynnal y digwyddiad.

ROAD TRAFFIC REGULATION ACT 1984

SECTION 16A (AS AMENDED)

TOUR OF BRITAIN 2025

TEMPORARY TRAFFIC REGULATION ORDER 2025

NOTICE IS HEREBY GIVEN that Torfaen County Borough Council (hereinafter referred to as the Council) in exercise of their powers under the Road Traffic Regulation Act 1984, as amended by Section 1 of the Road Traffic Regulation (Special Events) Act 1994 and with the consent of the Welsh Government, has made an Order prohibiting and restricting the use of certain roads and road junctions by vehicles, horse riders, horses, horse-drawn vehicles and non-event cyclists to enable the Torfaen section of the Tour of Britain, Stage 5 to proceed along the specified route and ensure the safety of all participants in the event on Saturday 6th September 2025.

The event will require the closure of roads and road junctions as well as the restriction and suspension of a number of Traffic Regulation Orders. All provisions of the Order will come into effect on Saturday 6th September 2025 during the times specified in the Schedules to the Order. The roads to be closed and the roads subject to restrictions and all other provision of the Order are set out in the Schedules to the Order.

Such is the length of the route and nature of the closure, the Council does not consider it practicable to recommend alternative routes for traffic. However, the event organiser has identified a number of Emergency Local Access Points (ELAP’s) along the main race route where vehicular access across the road can be managed in emergency or exceptional situations only.

The restrictions will not apply to vehicles being used in connection with the said event, including those used for stewarding, crowd management and traffic management purposes, or to anything undertaken on the direction of or with the permission of a Police Constable in uniform, a traffic marshal, designated officer, event organiser or any other official so authorised in the control and operation of the event, or in accordance with any sign placed by Torfaen County Borough Council.

Emergency access will be maintained for Police, Fire Brigade and Ambulance purposes and for organisations responsible for dealing with the loss of supplies of gas, electricity, water or electronic communications, to premises in the area and for the removal of any obstruction to traffic participating in the event.

Any vehicle deemed to be hindering the passage of the race, causing a nuisance and/or obstruction on the roads, road junctions or verges specified in the Schedules to the Order shall be authorised by the Police to be removed by its approved contractor under its statutory duties and powers in order to facilitate the holding of the event.
