What is happening?

Essex County Council

(Essex Country Parks) (Off-Street Parking Places) Order 202*

Notice is hereby given that Essex County Council in exercise of its powers under Section 32, 35 and 38 of the Road Traffic Regulation Act 1984 (“the 1984 Act”), and the Traffic Management Act 2004 (“the 2004 Act”) and all other enabling powers and after consultation with the Chief Officer of Police in accordance with Parts 1 to III of Schedule 9 of the 1984 Act, propose to make the above Order.

The effect of the Order will introduce a new Essex Country Parks Off-Street Parking Places Order setting out the terms and conditions for the use of the Essex Country Park Car Parking areas as listed and shown in schedule 1 of the Order. These parking areas are located within Cudmore, Danbury, Great Notley, Hadleigh, Thorndon North, Thorndon South and Weald, Essex County Council Country Parks. The Order will also enable the Council to enforce non-compliant use of the car park using the legislation of the Traffic Management Act 2004 and includes the provision to accommodate and manage designated spaces for electric vehicle charging points for potential future use. The fees for parking will remain as currently set.

(Great Eastern Road, Hockley)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Great Eastern Road, Hockley in the District of Rochford, from its junction with Southend Road to its junction with Gladstone Road a distance of approximately 35m. The closure is scheduled to commence on 22nd September 2025 for 29 days, or where stated on a valid permit (AZ5021001440056 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while mains replacement works are undertaken by Cadent.

An alternative route is available via Southend Road, Spa Road, Station Road, Great Eastern Road and vice versa.

The Order will come into effect on 4th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Henderson Gardens, Wickford)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Henderson Gardens, Wickford in the Basildon, from a point approximately 35m north of its junction with Wallace Drive for a distance of approximately 35m in a north easterly then north westerly direction.

The closure is scheduled to commence on 23rd September 2025 for 3 days, or where stated on a valid permit (EN014M137482 – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while new water connection works are undertaken by Essex and Suffolk Water.

No alternative route is available.

The Order will come into effect on 4th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.10) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close those lengths of road in the Borough of Basildon as specified in the schedule.

  2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above lengths of road for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

“The Essex County Council (Basildon Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 4th September 2025; exact dates will be specified on One.Network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the roads.

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close that length of Vange Bypass, Vange/Pitsea Bypass, Pitsea in the Borough of Basildon, from a point where the Thurrock District Border is, for a distance of approximately 3415m in both directions.

  2. To temporarily close the On Slip Road Five Bells Slip Road To Southend Road Westbound in the Borough of Basildon, from its junction with Five Bells Roundabout North to its junction with Vange Bypass a distance of approximately 275m.

  3. To temporarily close the On Slip Road Pitsea Bypass in the Borough of Basildon, from its junction with Broadway Link Roundabout to its junction with Pitsea Bypass a distance of approximately 200m.

The closures are scheduled to commence on 25th September 2025 for 1 night (21:00–05:00), or where stated on a valid permit (EP201EH2368309 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while vegetation and horticultural works are undertaken by Essex County Council.

An alternative route is available via A176, A1321, A132, Pitsea Bypass and vice versa.

The Order will come into effect on 4th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Vicarage Hill, South Benfleet)

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close that length of road in the Borough of Castle Point as specified in the schedule to this Order.

  2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above length of road for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

“The Essex County Council (Castle Point Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Cross Avenue, Wickford in the Borough of Basildon, from its junction with Grange Avenue for a distance of approximately 55m in a northerly direction.

The closure is scheduled to commence on 9th September 2025 for 7 days, or where stated on a valid permit (EC30068306216 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while cable replacement works are undertaken by UK Power Networks.

An alternative route is available via Grange Avenue, Nevendon Road, Elder Avenue and vice versa (with access only into Cross Avenue).

(Outwood Farm Road, Billericay)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Outwood Farm Road, Billericay in the Borough of Basildon, from its junction with Coxes Farm Road for a distance of approximately 245m in a north easterly than north westerly direction.

The closure is scheduled to commence on 8th September 2025 for 12 days, or where stated on a valid permit (AD044SEW-11459-01 – Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while remedial and carriageway works are undertaken by Anglian Water.

An alternative route is available via Outwood Common Road and vice versa (with access only into Outwood Farm Road).

The Order came into effect on 21st August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Somnes Avenue & Meppel Avenue, Canvey Island)

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close that length of Somnes Avenue, Canvey Island, in the Borough of Castle Point, from a point approximately 345m south east of its junction with Somnes Avenue Roundabout for a distance of approximately 145m in a south westerly direction.

  2. To temporarily close that length of Meppel Avenue, Canvey Island, in the Borough of Castle Point, from its junction with Somnes Avenue for a distance of approximately 45m in north easterly then northerly direction.

  3. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above lengths of road for the duration of the closures only.

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures/clearways are required for the safety of the public and workforce while junction improvements works are undertaken by Essex County Council.

An alternative route is available via B1014, A130, B1014 and vice versa.

The Order came into effect on 21st August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(St Marys Drive, South Benfleet)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of St Marys Drive, South Benfleet in the Borough of Castle Point, from its junction with High Road to its junction with Adelaide Gardens a distance of 35m.

The closure is scheduled to commence on 8th September 2025 for 5 days, or where stated on a valid permit (EC30046453553 – UK Power Networks).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while service upgrade works are undertaken by UK Power Networks.

An alternative route is available via B1006, B1014, Norwood Drive, St Marys Drive and vice versa.

The Order came into effect on 21st August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Watery Lane, Rawreth/Rayleigh)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Watery Lane, Rawreth/Rayleigh in the District of Rochford, from the junction of Hullbridge Road for a distance of approximately 690m in a north westerly direction.

The closure is scheduled to commence on 12th September 2025 for 1 day, or where stated on a valid permit (BC0080GEAA0130655SB & BC0080GEAA0130655SBA – Openreach).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.

An alternative route is available via Watery Lane, Beeches Road, Chelmsford Road, Rawreth Lane, Hullbridge Road and vice versa.

The Order came into effect on 21st August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
