What is happening?

ESSEX COUNTY COUNCIL

(Essex Country Parks) (Off-Street Parking Places) Order 202*

Notice is hereby given that Essex County Council in exercise of its powers under Section 32, 35 and 38 of the Road Traffic Regulation Act 1984 (“the 1984 Act”), and the Traffic Management Act 2004 (“the 2004 Act”) and all other enabling powers and after consultation with the Chief Officer of Police in accordance with Parts I to III of Schedule 9 of the 1984 Act, propose to make the above Order.

The effect of the Order will introduce a new Essex County Parks Off-Street Parking Places Order setting out the terms and conditions for the use of the Essex Country Park Car Parking areas as listed and shown in schedule 1 of the Order. These parking areas are located within Cudmore, Danbury, Great Notley, Hadleigh, Thorndon North, Thorndon South and Weald, Essex County Council Country Parks. The Order will also enable the Council to enforce non-compliant use of the car park using the legislation of the Traffic Management Act 2004 and includes the provision to accommodate and manage designated spaces for electric vehicle charging points for potential future use. The fees for parking will remain as currently set.

(Footpath 34, Fordham) (Temporary Prohibition of Use) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984, as amended.

Effect of the order: To temporarily close Footpath 34, Fordham in the City of Colchester, from its junction with Footpath 36 Southwest for approximately 450 metres.

The closure is scheduled to commence on 31 August 2025 to 30 December 2025 or where appropriate signs are showing and weather permitting.

The closure is required for the safety of the public and workforce while plant transits over the footpath to complete improvements to the flood plain wetland.

Alternative route: Footpath 36 and then a permissive pathway and track owned by The Woodland Trust.

The Order will come into effect on 31 August 2025 and may continue in force for 6 months or until the works have been completed, whichever is earlier.

(Colchester City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places)

(Civil Enforcement Area) (Amendment No. 62) Order 202*

Notice is hereby given that the Essex County Council proposes to make the above Order under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended)

Effect of the Order:

  1. To Revoke ‘Residents Permit Parking Area C1’ and Implement ‘Disabled Badge Holders Only’ bay restrictions on the following length of road in the City of Colchester:

Road Description
Fairfax Road SOUTH SIDE: From a point in line with the property boundary of 15 and 17 Fairfax Road, east for approximately 5 metres

  1. To Upgrade: ‘Disabled Badge Holders Only’ bays on the following lengths of road in the City of Colchester:

Road Description
Beche Road NORTHEAST SIDE: From a point in line with the boundary of 26 and 28 Beche Road, northwest for approximately 5.5 metres
Devon Road SOUTHWEST SIDE: From a point in line with the western boundary of 32 Devon Road, west for approximately 2.5 metres (Length Approximately 5.5 metres)
New Park Street EAST SIDE: From a point approximately 1 metre south of the northern boundary of 24 New Park Street, south for approximately 4.5 metres

This Order will be incorporated into ‘The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting map tiles:

  • TL975 230 Revision 1 to Revision 2

  • TL980 230 Revision 1 to Revision 2

(Chitts Hill, West Bergholt) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Chitts Hill, West Bergholt in the City of Colchester, from its junction with Argents Lane to its junction with Cooks Lane a distance of approximately 835m.

The closure is scheduled to commence on 22nd September 2025 for 9 days, or where stated on a valid permit (EP201EH2386876 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while drainage works are undertaken by Essex County Council.

An alternative route is available via Chitts Hill, Halstead Road, A1124, Spring Lane, Argents Lane and vice versa.

The Order will come into effect on 4th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(East Street/Harwich Road, Colchester) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of East Street/Harwich Road, Colchester in the City of Colchester.

  1. East Street – from its junction with Mooride for a distance of approximately 20m in a south easterly direction.

  2. Harwich Road – from its junction with Greenstead Road for a distance of approximately 20m in a north westerly direction.

The closure is scheduled to commence on 28th September 2025 (01:30–06:30) for 1 night, or where stated on a valid permit (KL7350CC-53-13-280925 – Network Rail Infrastructure Ltd).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while 1 night works – level crossing inspection works are undertaken by Network Rail Infrastructure Ltd.

An alternative route is available via East St – Ipswich Rd – St Andrew’s Ave/A133 – Harwich Rd – East St and vice versa.

The Order will come into effect on 4th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Hythe Station Road, Colchester)

(Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Hythe Station Road, Colchester in the City of Colchester, from its junction with Hawkins Road for a distance of approximately 45m in a south westerly direction.

The closure is scheduled to commence on 22nd September 2025 for 5 days, or where stated on a valid permit (AD02310759297 – Anglian Water).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while new connection works are undertaken by Anglian Water.

An alternative route is available via A134, Eastern Approach, Elmstead Road, Greenstead Road and vice versa. (with access only into Hythe Station Road).

The Order will come into effect on 4th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Queen Street & St Botolphs Street, Colchester)

(Temporary Prohibition of Traffic) & (High Street, Colchester) (Temporary Closure of Bus Lane) Order 2025

(Temporary Prohibition of Traffic) & (High Street, Colchester) (Temporary Closure of Bus Lane) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close that length of Queen Street & St Botolphs Street, Colchester in the City of Colchester, from the junction of High Street to the junction of Priory Street – a distance of approximately 240m.

  2. To temporarily close the bus lane in that length of High Street, Colchester in the City of Colchester, from a point approximately 90m east of its junction with St Nicholas Street to its junction with Queens Street – a distance of approximately 50m.

The closures are scheduled to commence on 22nd September 2025 for 2 nights (23:00–06:00), or where stated on a valid permit (AD03010587836/01, 02 & 03 – Anglian Water).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closures are required for the safety of the public and workforce while remedial works are undertaken by Anglian Water.

An alternative route is available via High Street, East Hill, Brook Street, A134 (with access only into Queen Street, St Botolphs Street).

The Order will come into effect on 4th September 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Tendring) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.10) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close those lengths of road in the District of Tendring as specified in the Schedule.

  2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of the carriageway on the above lengths of road, for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

“The Essex County Council (Tendring District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 4th September 2025; exact dates will be specified on One.Network.

The roads will be closed to facilitate each phase of works and then re-opened to the public.

Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

(Various Roads, City of Colchester) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order (No.19) 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close those lengths of road in the City of Colchester as specified in the schedule.

  2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above lengths of road for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

Effect of the order:

To temporarily close that length of Back Road, Ardleigh in the District of Tendring, from its junction with Waterhouse Lane to its junction with Mill Lane — a distance of approximately 350m.

The closure is scheduled to commence on 8th September 2025 for 3 days, or where stated on a valid permit (EP201EH2386787 – Essex County Council).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while drainage works are undertaken by Essex County Council.

(Bakers Lane, Colchester) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of Bakers Lane, Colchester in the City of Colchester, from a point approximately 230m north west of its junction with The Chase to a point approximately 20m in a north westerly direction.

The closure is scheduled to commence on 8th September 2025 for 1 day, or where stated on a valid permit (AD03206127144 – Anglian Water).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while new waterworks are undertaken by Anglian Water.

Alternative route: via Bakers Lane, B1508, Packards Lane, Fordham Road, Wormingford Road, Plummers Road, Chappel Road, Bridge Hill, Penlan Hall Lane, A1124, and vice versa.

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of Bakers Lane, Colchester in the City of Colchester, from a point approximately 395m north east then north west of its junction with Spring Lane North for a distance of approximately 20m in a north westerly direction.

The closure is scheduled to commence on 11th September 2025 for 5 days, or where stated on a valid permit (AD03164195743 – Anglian Water).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while burst main works are undertaken by Anglian Water.

Alternative route: via Bakers Lane, B1508, Chapel Road, Newbridge Hill, Chitts Hill, Halstead Road, A1124, A133, Spring Lane North and vice versa.

The Order came into effect on 21st August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Butt Road, Colchester) (Temporary Prohibition of Traffic & Temporary Suspension of One Way) & (Wellington Street, Colchester) (Temporary Suspension of One Way) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close that length of Butt Road, Colchester in the City of Colchester, from its junction with Alexandra Road to its junction with the A134 — a distance of approximately 175m.

  2. To temporarily suspend the one-way restriction in that length of Butt Road, Colchester, from its junction with Beaconsfield Avenue to its junction with the A134 — a distance of approximately 295m, as detailed in “The Borough of Colchester (Butt Road (One Way) Order 1973)” for the duration of the closure only.

  3. To temporarily suspend the one-way restriction in that length of Wellington Street, Colchester, from its junction with Butt Road to its junction with West Street — a distance of approximately 165m, as detailed in “The Borough of Colchester (Wellington Street (One Way) Order 1966)” for the duration of the closure only.
