DARLINGTON BOROUGH COUNCIL

ROAD TRAFFIC RESTRICTIONS (AMENDMENT NO.3) ORDER 2025

Notice is hereby given that Darlington Borough Council proposes to make an Order under Sections 1, 2, 4, 32, 35, 45, 46, 47, 49, 53 and 84 of the Road Traffic Regulation Act 1984 and of the Traffic Management Act 2004. The effect of the Order will be to introduce the following changes to the Darlington Borough Council (Prohibition and Restriction of Waiting and Loading) Consolidation Order 2024, the Darlington Borough Council (On Street Parking Places) Consolidation Order 2024, the Darlington Borough Council (Residents Parking) Consolidation Order 2024 and the Darlington Borough Council (Moving Traffic) Consolidation Order 2024:

  1. To introduce no stopping on school entrance 8am–4pm Mon–Fri on the south side of Kingsway, from a point 3m west of the eastern boundary 48 Kingsway eastwards for a distance of 31.56m

  2. To increase by a further 17m in a westward direction the no waiting and no loading/unloading restriction on the north side of Croft Road which starts from a point opposite the western boundary 2 Elmfield Road

  3. To remove the current restrictions on the north side of Beaconsfield Street from a point 26 metres to a point 38 metres east of its junction with Crown Street, and to designate that length of road as disabled parking places on all days, maximum 3 hours 9am–5pm, and no maximum all other hours

  4. To remove the descriptions of roads to which no waiting at any time restrictions apply detailed in Schedule One below and replace them with/ introduce new no waiting at any time restrictions to the lengths of road set out in Schedule Two below

  5. To remove the no waiting on Thursdays 8am–6pm from both sides of Clifton Road and Park Lane to which the restriction applies

  6. To amend that part of the north side of Lowson Street designated as loading bays from ‘from a point 7 metres west of its junction with North Road to the eastern boundary 4 Lowson Street’ to ‘from a point 3 metres west of its junction with North Road to the eastern boundary 4 Lowson Street’; and to change the hours of designation from 8am–12pm to 7am–10pm

  7. To move 11–41 and 57–71 (odd numbers) Woodland Road from Residents Parking Zone A to Residents Parking Zone I

  8. To remove the 20mph speed limit from Adelaide Street, Albert Street, Pierce’s Street and Victoria Street. To introduce 20mph speed limit to Regal Drive and Spruce Grove. To amend the 20mph speed limit in Willow Road so that it now relates to the whole length of the street.

DARLINGTON BOROUGH COUNCIL EXPERIMENTAL ORDER No.1 2025

NOTICE IS HEREBY GIVEN that Darlington Borough Council (‘the Council’) have made the above named Experimental Road Traffic Regulation Order under sections 9 and 10 of the Road Traffic Regulation Act, 1984 (‘the Act’) on the 15th August 2025. The effect of the Order is to introduce a no waiting at any time restriction to the following lengths of road:

  • Teesside Airport Road – the north side, from its junction with Yarm Road, Oak Tree eastwards for a distance of 219 metres

    • the south side – from its junction with St George Way eastwards for a distance of 76 metres, and

    • from a point 94.5 metres to a point 109.5 metres and from a point 121.5 metres to a point 160.5 metres east of its junction with St George Way, and

    • from a point 218 metres to a point 235.5 metres and from a point 268 metres to a point 308 metres east of its junction with St George Way

  • Wellington Drive – both sides, from its junction with Teesside Airport Road northwards for a distance of 7 metres

  • Yarm Road, Oak Tree – both sides, from its junction with A67 southwards for a distance of 410 metres

. An appointment to view the documents in person at the Darlington Town Hall may be booked in the same way. The changes will come into force on the 23rd August 2025 for an experimental period of 18 months, unless suspended earlier and, within this time, the Council will consider whether the provisions of the Experimental Order should be continued in force indefinitely. If you wish to object to the making of the Order for the purpose of such indefinite continuation then you may do so within a period of six months:

a. beginning with the day on which the Experimental Order comes into force, or

b. if the Order is varied by another Order or modified pursuant to section 10(2) of the Act, beginning with the day on which the variation or modification or the latest variation or modification came into force.

Such objections should be sent in writing to the Assistant Director – Law and Governance (ref AE), Darlington Borough Council, Town Hall, Darlington DL1 5QT or by e-mail to trafficorders@darlington.gov.uk stating the grounds on which the objection is made. If any person wishes to question the validity of the Experimental Order or any of its provisions on the grounds that it is not within the powers conferred by the Act or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may within six weeks from the date of this Notice apply for that purpose to the High Court.
