Norfolk - Multiple Traffic Notices, Temporary Road Closures and Restrictions due to Utility and Resurfacing Works

TEMPORARY TRAFFIC REGULATION ORDERS 2025 (NORWICH)

Road Traffic Regulation Act, 1984

Norfolk County Council in exercise of its powers under Section 14(1) of the Road Traffic Regulation Act 1984, hereby give notice that:

i) THEY PROPOSE TO MAKE Temporary Traffic Regulation Orders in respect of the following roads:

BARRETT ROAD BACK LANE – from its junction with Barrett Road for 10m northwards to facilitate access chamber repair works between 19:00 and 05:00 from 3rd to 4th September 2025 (may continue until 16th October 2025). Alternative route is via: Barrett Road, Barrett Road/Hall Road Roundabout, Long John Hill, Cavell Road. The works promoter is Anglian Water.

BRANKSOME ROAD – from 1m south of its junction with Newmarket Road to 165m north of its junction with Waverley Road to facilitate gas mains upgrade works from 1st to 19th September 2025 (may continue until 31st October 2025). Alternative route is via: Branksome Road, Waverley Road, Camberley Road. The works promoter is Cadent.

CASTLE MEADOW – 1) Castle Meadow from 2m west of its junction with Opie Street for 295m southwards and

2) St Stephens Street at its junction with Surrey Street to facilitate resurfacing works, road 1 will be temporarily closed (except for pedestrian access) and road 2 shall be temporarily subject to the suspension of a no right turn restriction allowing traffic (constituting any class of vehicle) to turn right onto Surrey Street from 31st August to 4th September 2025 (may continue until 16th October 2025). Alternative route is via: St Stephens Street, Surrey Street, All Saints Green, All Saints Street, Golden Ball Street, Cattle Market Street, Market Avenue.

The works promoter is Norfolk County Council.

NB: These works will be carried out in 4 phases. Phase 1 will be between 05:30 on 31st August and 05:30 on 1st September. Phase 2 will be between 19:00 on 1st September and 05:30 on 2nd September. Phase 3 will be between 19:00 on 2nd September and 05:30 on 3rd September. Phase 4 will be between 19:00 on 3rd September and 05:30 on 4th September.

KING STREET – from 15m northeast of its junction with Rouen Road for 35m northwards to facilitate crane removal works from 2nd to 10th September 2025 (may continue until 22nd October 2025). Alternative route is via: King Street, Rouen Road, Music House Lane. The works promoter is TMO Highways.

NB: Please note that the works are anticipated from 2nd to 3rd September 2025, with 9th to 10th September 2025 as contingency dates.

LIME TREE ROAD – from its junction with Ipswich Road for 30m westwards to facilitate washout replacement works from 1st to 3rd September 2025 (may continue until 15th October 2025). Alternative route is via: Lime Tree Road, Newmarket Road, Daniels Road, Ipswich Road. The works promoter is Anglian Water.

MARL PIT LANE & HELLESDON ROAD

  1. Marl Pit Lane from its junction with Hellesdon Road for 50m southwards and

  2. Hellesdon Road from 40m east of its junction with Marl Pit Lane for 200m northwards to facilitate gas main replacement works from 5th to 18th September 2025 (may continue until 30th October 2025).

    Alternative route is via: Marl Pit Lane to north of the Hellesdon Road closure – Dereham Road, Dereham Road/Sweet Briar Road Roundabout, Sweet Briar Road, Hellesdon Hall Road and vice versa. Marl Pit Lane to East of Hellesdon Road closure – Marl Pit Lane, Dereham Road and Hellesdon Road. East of Hellesdon Road closure to Marl Pit Lane – Dereham Road, Dereham Road/Sweet Briar Road Roundabout, Dereham Road, and Marl Pit Lane. North of Hellesdon Road closure to East of Hellesdon Road Closure – Hellesdon Road, Hellesdon Hall Road, Sweet Briar Road, Dereham Road/Sweet Briar Road Roundabout, Dereham Road, Dereham Road/Wendene Roundabout, Dereham Road and Hellesdon Road. The works promoter is Cadent.

PLUMSTEAD ROAD – from its junction with Britannia Road to its junction with Wellesley Avenue North to facilitate carriageway resurfacing and footway works between 07:00 and 16:00 from 4th to 7th September 2025 (may continue until 19th October 2025). Alternative route is via: Britannia Road, Vincent Road, Gurney Road, Heartsease Lane, Plumstead Road. The works promoter is Norfolk County Council.

VULCAN ROAD SOUTH – from 5m north of its junction with Concorde Road for 40m northwards to facilitate new service connection works from 2nd to 5th September 2025 (may continue until 17th October 2025).

Alternative route is via: Vulcan Road South, Spar Road, Vulcan Road North, Fifers Lane, St Faiths Road, Mile Cross Lane and vice versa Mile Cross Lane, St Faiths Road, Fifers Lane, Vulcan Road North, Spar Road, Vulcan Road South (Norwich, Hellesdon, Old Catton).

The works promoter is UK Power Networks.

ii) THEY HAVE MADE Temporary Traffic Regulation Orders in respect of the following road:

MOUSEHOLD LANE – from its junction with Plaford Road to its junction with Corbet Avenue to facilitate utility connections works between 08:00 and 18:00 from 23rd to 25th August 2025 (may continue until 6th October 2025). Alternative route is via: A1042 Mousehold Lane/Heartsease Lane, B1140 Plumstead Road/Ketts Hill, A147 Barrack Street, A1151 Charlton Road/Bull Close Road/Magdalen Road/Sprowston Road.

The works promoter is ADL Traffic and Highways.

Unless otherwise stated, the effect of these Orders will be to prohibit the use by vehicles of the named road(s)/footpath(s). In the event of the start date being delayed the new start date will be displayed on site in advance. Where an Order is for a reason other than works it is because of the likelihood of danger to the public or of serious damage to the road/footpath. Anticipated dates are stated but the Orders may continue until the end date where necessary or required. The Orders are revoked on the end date or on the actual date of removal of the prohibition/restriction where earlier without further notice. If necessary, the restrictions can have a maximum duration of 18 months or 6 months in respect of footpaths, cycle paths, bridleways, restricted byways, and byways open to all traffic (BOAT).

Penalty: £1000 maximum fine on conviction and/or endorsement for contravention.
