Thorpe St Andrew - Prohibition and Restriction of Waiting and Permitted Parking

THE NORFOLK COUNTY COUNCIL

(THORPE ST ANDREW, VARIOUS ROADS)

TRAFFIC ORDERS 2025

The Norfolk County Council has made the following orders under the Road Traffic Regulation Act 1984, on 19th August 2025, which come into operation on 25th August 2025 and give the following notices:

Norfolk County Council (Thorpe St Andrew, Various Roads)

(Prohibition of Waiting) Consolidation and Variation Order 2025

The effect of this Order would be to vary The Norfolk County Council (Thorpe St Andrew, Various Roads) (Prohibition of Waiting) Consolidation and Variation Order 2011 (the “2011 Order”) by:

1) prohibiting waiting at any time along the following lengths of road which are extensions to the current lengths of road or new lengths of road subject to prohibition of waiting at any time:

a. A1242 Yarmouth Road (South Side) – From a point 26 metres west of the centreline of its junction with A1042 Ring Road/Pound Lane westwards along the kerb line for a distance of 65 metres

b. A1242 Yarmouth Road (South Side) – From a point 40 metres west of the centreline of its junction with Bungalow Lane/5R0767 Thorpe St Andrew Footpath 3 eastwards along the kerb line for a distance of 40 metres

c. A1242 Yarmouth Road (South Side) – From a point 13 metres east of the centreline of its junction with U59537 Primrose Crescent eastwards along the kerb line for a distance of 10 metres

d. A1242 Yarmouth Road (North Side) – From a point 34 metres west of the centreline of its junction with the U595937 Primrose Crescent eastwards along the kerb line for a distance of 10 metres

e. A1242 Yarmouth Road (North Side) – From a point 12 metres west of the centreline of its junction with the Common Lane/5R0775 Thorpe St Andrew Restricted Byway 4 eastwards along the kerb line to the centreline of its junction with A1042 Yarmouth Road / A1042 Pound Lane

f. A1242 Yarmouth Road (North Side) – From a point 34 metres east of the centreline of its junction with the U59537 Primrose Crescent westwards along the kerb line for a distance of 6 metres

g. A1042 Pound Lane/ Ring Road (East Side) – From a point 19 metres north of its junction with A1042/A1242 Yarmouth Road northwards along the kerb line for a distance of 35 metres

h. A1042 Pound Lane/ Ring Road (West Side) – From the centreline of its junction with A1042/ A1242 Yarmouth Road northwards along the kerb line for a distance of 44 metres

i. Common Lane/5R0775/20 Thorpe St Andrew RB4 (East Side) – From the centreline of its junction with the A1242 Yarmouth Road southwards along the kerb line for a distance of 2.4 metres

j. Common Lane/5R0775/20 Thorpe St Andrew RB4 (West Side) – From the centreline of its junction with the A1242 Yarmouth Road southwards along the kerb line for a distance of 2.6 metres

The following Traffic Regulation Orders will be revoked upon the commencement of this Order, thereby consolidating all existing provisions as amended:

•  The Norfolk County Council (Thorpe St Andrew, Various Roads) (Prohibition of Waiting) Consolidation and Variation Order 2011 (the “2011 Order”) as varied above;

•  The Norfolk County Council (Thorpe St Andrew, Thorpe Road) (Prohibition of Waiting) Traffic Regulation Order 2018 (the “2018 Order”);

•  The Norfolk County Council (Thorpe St Andrew, Various Roads) (Prohibition of Waiting) Traffic Regulation Amendment Order 2020 (the “2020 Order”);

•  The Norfolk County Council (Thorpe St Andrew, Various Roads) (Prohibition of Waiting) Traffic Regulation Variation Order 2022 (the “2022 Order”);

•  The Norfolk County Council (Thorpe St Andrew, St Williams Way) (Prohibition of Waiting) Traffic Regulation Amendment Order 2024 (the “2024 Order”).

This revocation and consolidation are intended to improve clarity and streamline the administration of waiting restrictions.

Norfolk County Council (Thorpe St Andrew, Various Roads) (On-Street Parking Places)

Consolidation and Variation Order 2025

The effect of this Order would be to vary The Norfolk County Council (Thorpe St Andrew, Various Roads) (Street Parking Places) Consolidation Order 2011 (the "2011 SPP Order") by:

1) Amending Schedule 1 by reducing the extent of the on-street parking by removing a 4-metre section along the A1242 Yarmouth Road (South Side) from a point 73 metres east of the centreline of its junction with the U59537 Primrose

Crescent for a distance of 4 metres eastwards. The days and times of operation will remain the same on the remaining length of road.

2) Adding to Schedule 1 on-street parking on a length of road with the days and times of operation as set out below:

Upon commencement of this Order, The Norfolk County Council (Thorpe St Andrew, Various Roads) (Street Parking Places) Consolidation Order 2011 (the "2011 SPP Order"), as amended, will be revoked. This revocation will consolidate all existing provisions, aiming to improve clarity and support the efficient management of on-street parking restrictions.

The purpose of these consolidations and variations includes making typographical corrections and removing superfluous wording for clarity, updating legislative references to comply with the current Road Traffic Regulation Act 1984 and the Traffic Management Act 2004, adding new definitions and clarifying existing definitions.

Prohibitions on the use of parking places for activities such as cooking, advertising, and skateboarding were added. Procedures for the suspension of parking places and the relocation or removal of abandoned vehicles were revised. Provisions for the repair of vehicles in parking places and the use of parking places for specific purposes were updated. Additional provisions were included for the disposal of abandoned vehicles. The aims and responsibilities of the Council with regard to use of parking places were clarified, as well as removing sections on enforcement and officer authorisation which were out of date with existing legislation and practices.

A copy of the Orders, plans, as well as the 2011 Order, 2018 Order, 2020 Order, 2022 Order, 2024 Order and 2011 SPP Order being revoked and consolidated may be viewed online at https://norfolk.gov.uk/trafficorders. Copies may also be available for inspection at Norfolk County Council, County Hall, and at the offices of Broadland District Council, Horizon Business Centre, Peachman Way, Norwich NR7 0WF. However, if in-office staffing levels have been reduced and viewing online is recommended.

Any person who wishes to question the validity of the above Orders or of any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from 19th August 2025 apply to the High Court for this purpose.
