Harrow - Temporary Road Closures due to Water Mains Replacement Works

What is happening?

SECTION 14(1)(a) ROAD TRAFFIC REGULATION ACT 1984 AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991

TEMPORARY ROAD CLOSURES – Meredith Close, Scot Grove, Bucklands Rise, Marsworth Avenue,

Norman Crescent, Blythwood Road, Tooke Close.

THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate water mains replacement works.

  1. The order may be cited as The Harrow (Meredith Close, Scot Grove, Bucklands Rise, Marsworth Avenue, Norman Crescent, Blythwood Road, Tooke Close) Temporary Traffic Order 2025, and would be operational on 1st September 2025 and would remain in effect for legal duration of 18 months or until the completion of the works, whichever is sooner. It is anticipated that all of the work should be complete by 27th November 2026.

  2. Vehicles would be prohibited from entering or exiting all of the following:

    a) Meredith Close at its junction with Evelyn Drive to the junction of Woodhall Gate.

    b) Scot Grove at its junction with Evelyn Drive.

    c) Bucklands Rise at its junction with Blythwood Road.

    d) Marsworth Avenue at its junction with Blythwood Road to its junction with Link Way.

    e) Norman Crescent at both of its junctions with Blythwood Road.

    f) Tooke Close at its junction with Blythwood Road.

    g) Blythwood Road at its junction with Uxbridge Road to its junction with Albury Drive.

  3. Nothing in paragraph 2 above would apply to:

    (a) any vehicle being used for ambulance, fire brigade or police purposes;

    (b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;

    (c) any person who causes any vehicle to be proceeded in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

    (d) any vehicle used in connection with the water works;

    (e) vehicles needing to gain access to properties in the closed sections as access is practicably possible.

  4. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

  5. Meredith Close diversion route; Evelyn Drive and Woodhall Gate and vice versa.

  6. Scot Grove road closure to be done in sections, access to be maintained for residents at all times.

  7. Bucklands Rise road closure to be done in sections, access to be maintained for residents at all times.

  8. Marsworth Avenue diversion route; Blythwood Road, Evelyn Drive, Woodhall Gate and vice versa.

  9. Norman Crescent road closure to be done in sections, access to be maintained for residents at all times.

  10. Tooke Close road closure to be done in sections, access to be maintained for residents at all times.

  11. Blythwood Road diversion route; Evelyn Drive, Altham Road, Uxbridge Road and vice versa.
