Waltham Forest, Multiple Temporary Road Closures Due To Various Works

What is happening?

LONDON BOROUGH OF WALTHAM FOREST (LBWF)
ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1) - The Waltham Forest (Cappagh Defect Remedial Works) (Crawley Road E10 And Tyndall Road E10) (Temporary Restrictions) (No. 1) Order 2025
The Council of the LBWF HEREBY GIVES NOTICE that on 21st August 2025 it made an Order to enable Cappagh Contractors Ltd to carry out defect remedial works in Crawley Road (E10) and Tyndall Rd (E10), in a safe and efficient manner.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed or, where applicable; 

(a) prohibit vehicles from entering, exiting, proceeding, or waiting for any purpose, at any time, in:

i) Crawley Rd – at its junction with High Leyton Road, and ii) Tyndall Road – for the entire frontage of Nos. 46 and 48.

The order will come into operation on 8th September 2025 for a maximum period of 3 months or until the works are completed, whichever is the sooner.

NOTE: No works are expected to be completed within 1 day, however, the Order has been extended to allow for any contingencies. (Ref: TT34(25))

The Waltham Forest (Various Roads) (Structural Programme) (Various Measures) (No. 2) Order 2025

The Council of the LBWF HEREBY GIVES NOTICE that on 21st August 2025 it made an Order to enable highway maintenance and lining works to be carried out in an safe and efficient manner.

The general effect of the Order will be, only at such times and to such extent as regulartory signs are displayed, to;

(a) prohibit vehicles (except works vehicles) from entering, proceeding, waiting or loading for any purpose, at any time,

i) Upper Walthamstow Ward - Hylands Road E17 and Fernhill Court E17

ii) Markhouse Ward - Leopold Road E17

iii) Hale End and Higham Park North Ward - Rockwood Gardens E4

iv) Larkswood Wards - St Johns Road E4

v) Valley Ward - Marmion Approach E4

No person shall cause or permit any vehicle to enter, proceed, wait or load for any purpose, at any time, within 30 metres of the junction of anyh road adjoining the roads or sections of roads contained in paragrah 2 above.

Whilst the works are being carried out in any roads mentioned in paragraph 2 the one way workings/no entry prohibitions for those sections of roads, or in any road adjoining those said sections of roads mentioned in paragrah 2 will be temporarily suspended.

The order will come into operation on 8th September 2025 for a maximum period of 18 months or until the works are completed, whichever is the sooner.

NOTE: These works would not be carried out simultaneously in all roads but in a sequence as directed by the Council.

The Waltham Forest (Mansfield Hill E4) (Temporary Traffic Measures) (No. 1) Order 2025

The Council of the LBWF HEREBY GIVES NOTICE that on 21st August 2025 it made an Order to maintain traffic flow due to construction works being executed near the highway in Mansfield Hill E4.

The general effect of the Order will be, only at such times and to such an extent as regulatory signs are displayed or where applicable covered - to provide the following "no waiting" restrictions in Mansfield Hill (E4):

(a) double yellow line "at any time" waiting restrictions (dyls) on the remainder of its north-east and eastern sides between Mount Echo Drive/Echo Heights and a point opposite (opp) No. 3 MH (or at the northern end of the bus cage opp No. 3 MH).

(b) dyls on the on the south-west and western sides between Mount Echo Drive/Echo Heights and a point opp or in line with the common boundary (cb) of  Nos. 11 and 12 Meadow Close; and

(c) a single yellow line operating between 7.30am and 7.30pm EVERYDAY on the remainder of the south west and western sides between a point opp or in line with the cb of Nos 11 and 12 Meadow Close southwards to the existing dyls positioned between the junction of MF with Old Church Road (roundabout) and No. 3 MH.

The Order will come into operation from 4th September 2025 and would be valid for a maximum period of 18 months or until the Council is satisfied that construction works near the highway are concluded to the degree that traffic flow is unhindered in Marshall Hill E4, whichever is the sooner.

NOTE: The Council will monitor traffic flows over the duration of the Order and may consider in due course whether to propose making a permanent Order to ensure bus priority is maintained, obstruction is prevented and that site lines are maintained for safety. (Ref: TT36(25))

The Waltham Forest (Development Works) (Beech Hall Road E4) (Temporary Restrictions) (No. 1) Order 2025

The Council of the LBWF HEREBY GIVES NOTICE that on 21st August 2025 it made an Order to allow for the execution of development works ona site near the junction of Hale End Road (HER) and Beech Hall Road (BHR), in a safe and efficient manner.

The general effect of the Order will be only at such times and to such extent as regulatory signs are displayed or, where applicable covered;

(a) cause or permit any vehicle to enter or proceed for any purpose at "any time" in BHR - from it junction with HER, southwards to the sourthern boundary of No. 499 HER; and 

(b) cause or permit any vehicle to wait or load for any purpose at "any time" in BHR - from its junction with HER, southwards to Nos. 8 and 10.

The Order will come into operation on 1st September 2025, for a maximum period of 18 months or uyntil the works are completed whichever is sooner.

NOTE: The works are expected to be completed within 10 months, but additional time is required for contingencies. (Ref: TT39 (25))

Vehicle waiting or loading in disregard of these Orders would be removed.  Any uncontrolled or designated controlled parking spaces situated in the roads or parts of roads affected by any of the measures set out in the notices above will be suspended.  The prohibitions mentioned in all notices above would not apply in relation to any vehicle being used;

(a) in connection with the said works; or,

(b) for ambulance, fire brigade or police purposes (if the works allow).

Signage will be placed in advance of anyh works in the roads mentioned in the aforementioned notices which would give more specific details on the exact dates of the prohibitions, effects of any temporary traffic management and diversion routes as necessary.
