SECTION 247
THE LONDON BOROUGH OF CROYDON ACTING IN ITS CAPACITY AS A LOCAL HIGHWAY AUTHORITY hereby gives notice of the proposal to make an Order under section 247 of the above Act to authorise the stopping up in part of part of Wooderson Close, South Norwood.
IF THE ORDER IS MADE, the stopping up will be authorised only in order to enable the development described in the schedule to this Notice to be carried out in accordance with the planning permission granted under Part III of the Act on 16 August 2024 planning reference 18/00547/FUL.
COPIES OF THE DRAFT ORDER AND RELEVANT PLANS are available for inspection at all reasonable hours at the Council’s Access Croydon Reception Desk, Ground Floor, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA in the 28 days commencing Thursday 21 August 2025 or may be obtained, free of charge, from the London Borough of Croydon (quoting reference 17812-KSS-MS-ZZ-DR-A-90-030 P03 at the postal and email addresses stated below.
ANY PERSON MAY OBJECT to the making of the proposed Order. THE SCHEDULE
DESCRIPTION OF DEVELOPMENT
Extension of Main Stand to provide 6000+additional seating and additional internal floor space to be used for the operation of the football club and ancillary functions (Use Class D2), and creation of restaurant/retail unit (Use Class A1/A3), Demolition of 21-22 Wooderson Close and works to the northeast and eastern part of 20 Wooderson Close. Associated reprofiling of surrounding land including but not limited to car parks with associated hard and soft landscaping. Use of the club car park as a fan plaza on match days, Pitch lengthening and the creation of accessible seating within the Whitehorse Lane Stand, Creation of new concourse and between Homelands and the Main Stand. Streets. Reorganisation of floodlighting and removal of the TV Gantry at the Arthur Wait Stand at Selhurst Park Stadium (Whitehorse Lane), And Saiwsbury’s Car Park (120-122 Whitehorse Lane), No’s 12, 22, 26, 28, 30 & 32 Wooderson Close, South Norwood.
DESCRIPTION OF HIGHWAY TO BE STOPPED UP
The highway to be stopped up is in the London Borough of Croydon and is shown hatched in black on drawing reference number 17812-KSS-MS-ZZ-DR-A-90-030-P03 and comprises areas of all-purpose highway located at the eastern cul-de-sac of Wooderson Close, and a triangular section of all-purpose highway located at the northwest cul-de-sac of Wooderson Close.

DISABLED PERSONS PARKING PLACES – SCHEDULE 249
The Croydon (Prohibition and Restriction of Stopping, Loading and Waiting) and (Free Parking Places) (Amendment No. F23) Order 20–
The Croydon (On-Street Charged-For Parking Places) (Amendment No. F24) Order 20–
NOTICE IS HEREBY GIVEN that Croydon Council proposes to make the above Traffic Orders under section 6 of the Road Traffic Regulation Act 1984, as amended and all other enabling powers.
The general effect of the Orders would be to:
a) Revoke the disabled parking places in the vicinity of
No. 94 Bensham Grove, Thornton Heath, No. 10 Buller Road, Thornton Heath, No. 67 Hythe Road, Thornton Heath, No. 4 Netley Close, New Addington, and No. 13 Wharfedale Gardens, Thornton Heath.
b) Designate new parking places at which vehicles displaying a disabled persons’ badge may be left without charge or time limit in the following locations.
Chepstow Rise, Croydon – Outside Nos. 8, 10 & 12 (replaces one space in a permit/payment bay)
Cranmer Road, Croydon – Outside No. 58 and partially across the frontage of No. 56 (replaces one space in a permit/payment bay)
Dacre Road, Croydon – Outside No. 8
Dunley Drive, New Addington – Outside No. 226
Grove Road, Thornton Heath – Outside No. 30 (extension of existing disabled bay to 6 metres in length and slight relocation and enlargement of adjacent disabled bay outside No. 28).
Harrington Road, South Norwood – Outside No. 45 and partially across the frontage of No.47 (replaces one space in a partial footway free parking bay)
Holland Road, South Norwood – Outside 130a Portland Road (replaces one space in a permit/payment bay)
Kenley Gardens, Thornton Heath – Outside No.10
Kilmartin Avenue, Norbury – Outside No. 28
Leander Road, Thornton Heath – Outside No. 98
Livingstone Road, Thornton Heath – Outside No. 109
Mitcham Road, Croydon – Outside No. 495 (replaces one space in a free parking bay)
Oak Bank, New Addington – Adjacent to the flank wall of No. 42
Sandfield Road, Thornton Heath – Outside No. 23

c) Amend the map-based tiles to the Schedule attached to the above Orders to accurately represent the new parking arrangements as they exist on site.
A copy of the proposed Orders and all related documents can be inspected between 9am and 4pm, Monday to Friday inclusive, until the last day of a period of six weeks beginning with the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, by appointment with the Parking Design Team, (telephone 020 8726 6000 and ask for Parking Design) at Access Croydon, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA. ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14
AS AMENDED AND THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991
BRIGHTON ROAD, PURLEY
TEMPORARY RESTRICTION OF TRAFFIC
Croydon Council HEREBY GIVES NOTICE that to facilitate telecoms ducting works, they have made an Order the effect of which would be to temporarily restrict traffic on Brighton Road, Purley.
Whilst the said works are taking place:
a) The south-eastern footway of Brighton Road will be closed outside No. 2, The Lawns, Brighton Road.
b) The cycle lane on the south-eastern side of Brighton Road will be closed between the common boundary of Nos. 823a and 825 Brighton Road and the common boundary of Nos. 3 and 4 The Lawns, Brighton Road.
During the closure, cyclists will be diverted into the main carriageway and pedestrians will be diverted via a walkway in the carriageway.
The Order will come into operation on 27 August 2025, and it is anticipated that the work will be completed on 29 August 2025, However, the Order will remain in force for 18 months to be reintroduced should further work be required.
The restrictions shall not apply in respect of:
(a) A vehicle or person involved in the said work.
(b) A vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies,
(c) Anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
The restrictions will only apply during such times and to such an extent as shall from time to time be indicated by traffic signs.

HIGH STREET, CROYDON
TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC
Croydon Council HEREBY GIVES NOTICE that to facilitate telecoms work to rectify a defective carriage chamber, they have made an Order the effect of which would be to temporarily restrict vehicular traffic in High Street, Croydon.
Whilst the said works are taking place, High Street, Croydon will be closed between its junctions with Fell Road and Edridge Road.
During the closure, vehicular traffic will be diverted as detailed below.
• Via Fell Road, The Croydon Flyover (eastbound), The Croydon Flyover (westbound), and Edridge Road.
The Order will come into operation on 23 August 2025, and it is anticipated that the work will be completed within two days. However, the Order will remain in force for 18 months to be reintroduced should further work be required.
The restriction shall not apply in respect of:
(a) A vehicle involved in the said work.
(b) A vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.
(c) Anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
The restriction will only apply during such times and to such an extent as shall from time to time be indicated by traffic signs.

THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991
AND ALL OTHER ENABLING POWERS
PLOUGH LANE, PURLEY
TEMPORARY PROHIBITION OF TRAFFIC
Croydon Council HEREBY GIVE NOTICE that to facilitate works to install a new customer connection on behalf of UKPN, they have made an Order the effect of which would be to temporarily prohibit traffic movements in Plough Lane, Purley.
During the work:
a) The road will be closed to vehicular traffic outside No. 38 Plough Lane.
b) The eastern footway outside No. 38 Plough Lane will be closed to pedestrians.
Whilst the closure remains in force the alternative routes for vehicular traffic will be via the A23, B271, and B272, or via the A2022, A237, and B271. Access for residents will be maintained. Pedestrians will be directed to the opposite footway.
The Order will come into operation on 26 August 2025, and it is anticipated that the work will be completed on 29 August 2025. However, the Order will remain in force for 18 months to be reintroduced should further work be required. The prohibition will only apply during such times and to such an extent as shall from time to time be indicated by traffic signs.
The restrictions shall not apply in respect of:
(a) any vehicle or person involved in conducting the said work.
(b) a vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
