PERMANENT MAKING OF EXPERIMENTAL ORDERS – CECIL ROAD JUNCTION WITH HARROW ROAD PROHIBITED ACCESS FOR MOTOR VEHICLES

The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 258) Order 2025

The Waltham Forest (Prescribed Routes) (Cecil Road E11) (No. 1) Traffic Order 2025

  1. NOTICE IS HEREBY GIVEN that the LBWF (the Council) on 21st August 2025 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act (RTRA) 1984.

  2. The general effect of the Orders will be to continue indefinitely the provisions of The Waltham Forest (Charged-For Parking Places) (Amendment No. 200) Experimental Order 2024, The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 195) Experimental Order 2024, and The Waltham Forest (Prescribed Routes) (Cecil Road E11) Experimental Traffic Order 2024 the effects of which in Cecil Road E11:

    (a) suspend a whole permit parking place (bay) and provided double yellow line “at any time” waiting restrictions, (i)ds) on its west side immediately south of No. 17 Cecil Road (Rd); and

    (b) closed to all motorised vehicular traffic the full width of the highway between the south-west facing boundary wall of No. 17 Cecil Rd and its junction with Harrow Rd and provide dyls on the north side of the closure at 90 degrees to the kerb lines.

  3. Copies of the Orders, which will come into operation from 25th August 2025, and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk

    or visiting (by appointment) the Highways and Traffic Management office, Low Hall, Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; and/or online documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations

  4. Any person desiring to question the validity of either of the Orders or any of the provisions contained therein on the grounds that they are not within the relevant powers of the RTRA 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders, may within six weeks of the making of the Orders, make application for the purpose to the High Court.
