TEMPORARY PROHIBITION OF TRAFFIC
TRO8390 — Heath Lane in Barrow
Notice is hereby given pursuant to the provisions of Section 14 of the Road Traffic Regulation Act 1984 that the Cheshire West and Chester Borough Council has made an Order the effect of which will be to temporarily prohibit/restrict traffic on the following length of road in Barrow to enable communications and service installations. Works to be carried out by Severn Trent.
HEATH LANE: From the Junction with Hollowmoor Heath to the Junction with Village Road.
Nothing in the Order shall prevent driving upon the said lengths of road of any vehicle which is being used for the conveyance of persons goods or merchandise to or from any premises situate on or adjacent to the length of road or in connection with agriculture building construction works or repair and the like or use in an emergency of vehicles as fire brigade ambulance or police purposes. A through route will not always be available and any vehicles not requiring access to properties on the length of road should use the alternative routes.
The order will come into force on 01/09/2025 and will be in force for a period not exceeding eighteen months or until the works which it is proposed to carry out have been completed whichever is the earlier. It is anticipated that the works will take approximately 5 weeks to complete.
Alternative routes for through traffic
Traffic should proceed via:
Heath Lane, Barrow Lane, Holme Street, Chester Road, Roundabout A54, By Pass Road, Barrow Lane, Barnhouse Lane, go southeast on Barnhouse Lane toward Heath Lane (1.77 metres) Turn left on Heath Lane (558.49 metres) Turn left on Hollowmoor Heath (4.87 metres) Make a U-turn Turn left on Hollowmoor Heath (4.87 metres) Make a sharp right on Heath Lane (795.92 metres) Continue forward on Barrow Lane (1037.26 metres) Turn left at Pool Lane to stay on Barrow Lane (518.80 metres) Make a sharp right on A54 (Chester Road) (162.33 metres) Bear right on A51 (Holme Street) (1609.88 metres) Turn right on B5132 (Barrow Lane) (1777.06 metres) Turn left on Lampits Lane (127.13 metres) Turn left on Barnhouse Lane (75.71 metres) Heath Lane, Go west on Heath Lane toward Manor Park (554.77 metres).

Nothing in the Order shall prevent driving upon the said lengths of road of any vehicle which is being used for the conveyance of persons goods or merchandise to or from any premises situate on or adjacent to the length of road or in connection with agriculture building construction works or repair and the like or use in an emergency of vehicles as fire brigade ambulance or police purposes. TRAFFIC REGULATION ORDER
(Christleton Area)
(SPEED LIMITS) ORDER 2025
Notice is hereby given that on 19 August 2025 Cheshire West and Chester Borough Council made the following Traffic Regulation Order in accordance with the provisions of the Road Traffic Regulation Act 1984, which will come into force on 22 August 2025.
The effect of the Order will be to:
(i) Introduce a 30 mph speed limit on the following lengths of road:
• Plough Lane, Christleton – from its junction with Brown Heath Road and Rake Lane for a distance of 260 metres in a westerly direction
• Plough Lane, Christleton – from its junction with Brown Heath Road and Rake Lane for a distance of 650 metres in an easterly direction
(ii) Introduce a 40 mph speed limit on the following lengths of road:
• Cotton Lane, Christleton – from its junction with A51 Tarvin Road to its junction with Plough Lane and Platts Lane, an approximate distance of 2090 metres
• Platts Lane, Christleton – from its junction with Cotton Lane for a distance of approximately 630 metres in a north-easterly direction
• Plough Lane, Christleton – from a point 650 metres east of its junction with Brown Heath Road to its junction with Cotton Lane, an approximate distance of 645 metres
• Rake Lane Christleton – from a point 110 metres north of the centre line of Plough Lane for a distance of 25 metres in a northerly direction
(iii) Introduce a 50 mph speed limit on the following lengths of road:
• Birch Heath Lane, Christleton – from its junction with Stamford Lane and Rake Lane to a point 60 metres east of its junction with The Park, an approximate distance of 590 metres
• Rake Lane, Christleton – from a point 135 metres north of the centre line of Plough Lane to its junction with Birch Heath Lane, an approximate distance of 530 metres
• Stamford Lane, Christleton – from its junction with Birch Heath Lane to its junction with A51 Tarvin Road, an approximate distance of 1860 metres
The Order will also consolidate existing speed limits.
If you wish to question the validity of this Order, or any provisions contained in it, on the grounds that any requirement of the Act or any instruments made under it has not been complied with in relation to the Order, you may within six weeks of 19 August 2025 apply to the High Court for that purpose.

Flat top speed hump feature 75mm high located on Cliveden Road:
• 50m north of its junction with Circular Drive
• 42m south of its junction with Birch Road/Clover Lane
• 37m south of its junction with Oak Road
• 31m north of its junction with Medlar Close
Sinusoidal speed hump feature 75mm high located on Cliveden Road:
• 28m north of its junction with Sycamore Drive/Medlar Close
• 78m north of its junction with Sycamore Drive/Medlar Close
• 42m north of its junction with Birch Road/Clover Lane
• 100m north of its junction with Birch Road/Clover Lane
• 84m north of its junction with Poplar Road
• 93m north of its junction with Downsfield Road
• 45m north of its junction with Downsfield Road
• 34m north of its junction with Henley Road
• 32m north of its junction with Windsor Road/Compton Place
• 46m north of its junction with Windsor Road/Compton Place
• 31m south of its junction with Kensington Road/Lache Park Avenue
• 40m south of its junction with A5104 Hough Green
Plans showing the location of the proposed features may be examined at the Council Offices, HQ, Nicholas Street, Chester between the hours of 9am and 4:30pm Monday to Friday and may be viewed in the Public Notices section of the Council’s website.
