NOTICE OF PROPOSAL
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(BISPHAM ROAD, KINGS ROAD, NUTTER ROAD AND VICTORIA ROAD WEST, THORNTON CLEVELEYS, WYRE BOROUGH) (REVOCATION AND VARIOUS PARKING RESTRICTIONS) ORDER 202*
NOTICE IS HEREBY GIVEN that Lancashire County Council propose to make the above Traffic Regulation Order under Sections 1, 2, 4, 45 and 46 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) "Lancashire County Council (Various Locations, Wyre, Pendle, Rossendale and Fylde Boroughs and Preston City) (Revocations, Various Restrictions and Electric Vehicle Charging Points (No2)) Order 2020" insofar as it relates to:
i. Item c) of Schedule 2;
ii. Schedule 4;
iii. Schedule 6;
iv. Schedule 8;
v. Item f) of Schedule 10;
vi. Schedule 11.
b) The "Lancashire County Council (Wyre Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
i. Item (9) of Schedule 2.01;
ii. Items (4)a), (4)b)(i) and (4)b)(ii) of Schedule 8.18;
iii. Items (191)a)(i), (191)a)(ii), (191)b)(v), (191)b)(vi), (191)b)(viii), (309)b)(xi), (309)b)(xii), (309)b)(xiii), (309)b)(xvi), (309)b)(xvii), (309)b)(xxi), (309)b)(xxii), (309)b)(xxiii) and (309)b)(xxiv) of Schedule 10.01;
iv. Items (1), (11)(ii) and (11)(iii) of Schedule 12.084;
v. Items (11)a)(i), (11)a)(ii), (11)b)(ii), (11)b)(iii), (21)b)(ii), (21)b)(iii), (21)b)(iv), (21)b)(v), (21)b)(vi), (21)b)(vii) and (21)b)(viii) of Schedule 14.33;
vi. Schedule 14.42.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Kings Road, Thornton Cleveleys, the east side, from its junction with the centreline of Victoria Road West for a distance of 10 metres in a southerly direction;
b) Kings Road, Thornton Cleveleys, the west side, from its junction with the centreline of Victoria Road West for a distance of 10 metres in a southerly direction;
c) Nutter Road, Thornton Cleveleys, the east side, from a point 42 metres north of its junction with the centreline of Victoria Road West for a distance of 6 metres in a northerly direction;
d) Nutter Road, Thornton Cleveleys, the east side, from its junction with the centreline of Rear Nutter Road for a distance of 14.5 metres in a southerly direction;
e) Nutter Road, Thornton Cleveleys, the east side, from its junction with the centreline of Rough Lee Road to its junction with the centreline of Rear Nutter Road;
f) Nutter Road, Thornton Cleveleys, the east side, from its junction with the centreline of Victoria Road West for a distance of 16 metres in a northerly direction;
g) Nutter Road, Thornton Cleveleys, the west side, from its junction with the centreline of Rough Lee Road for a distance of 14.5 metres in a southerly direction;
h) Nutter Road, Thornton Cleveleys, the west side, from its junction with the centreline of Victoria Road West for a distance of 18 metres in a northerly direction;
i) Victoria Road West, Thornton Cleveleys, the north side, from a point 7.5 metres east of its roundabout junction with South Promenade for a distance of 5 metres in an easterly direction;
j) Victoria Road West, Thornton Cleveleys, the south side, from a point 60.5 metres west of its junction with the centreline of Nutter Road to its junction with the centreline of Bispham Road;
k) Victoria Road West, Thornton Cleveleys, the south side, from its junction with the centreline of Bispham Road to its junction with the centreline of Slater Road;
l) Victoria Road West, Thornton Cleveleys, the south side, from its junction with the centreline of Slater Road for a distance of 10 metres in a westerly direction;
m) Victoria Road West, Thornton Cleveleys, the south side, from a point 7.5 metres east of its roundabout junction with South Promenade for a distance of 6 metres in an easterly direction;
n) Victoria Road West, Thornton Cleveleys, the south side, from its junction with the centreline of Kings Road for a distance of 15 metres in a westerly direction;
o) Victoria Road West, Thornton Cleveleys, the south side, from its junction with the centreline of Kings Road for a distance of 6 metres in a easterly direction;
p) Victoria Road West, Thornton Cleveleys, the south side, from a point 2.5 metres west of its junction with the centreline of Princess Road for a distance of 18.5 metres in a westerly direction;
q) Victoria Road West, Thornton Cleveleys, the south side, from a point 38.5 metres west of its junction with the centreline of Victoria Square for a distance of 88 metres in a westerly direction.
3. Introduce a restriction of loading and unloading Monday to Saturday between 10am and 4pm in the following lengths of road:
a) Kings Road, Thornton Cleveleys, the east side, from its junction with the centreline of Victoria Road West for a distance of 10 metres in a south westerly direction;
b) Kings Road, Thornton Cleveleys, the west side, from its junction with the centreline of Victoria Road West for a distance of 10 metres in a south westerly direction;
c) Nutter Road, Thornton Cleveleys, the east side, from a point 42 metres north of its junction with the centreline of Victoria Road West for a distance of 6 metres in a northerly direction;
d) Nutter Road, Thornton Cleveleys, the east side, from its junction with the centreline of Rear Nutter Road for a distance of 14.5 metres in a southerly direction;
e) Nutter Road, Thornton Cleveleys, the east side, from its junction with the centreline of Victoria Road West for a distance of 16 metres in a northerly direction;
f) Nutter Road, Thornton Cleveleys, the west side, from its junction with the centreline of Victoria road west for a distance of 18 metres in a northerly direction;
g) Victoria Road West, Thornton Cleveleys, the south side, from a point 60.5 metres west of its junction with the centreline of Nutter Road to its junction with the centreline of Bispham Road;
h) Victoria Road West, Thornton Cleveleys, the south side, from a point 2.5 metres west of its junction with the centreline of Princess Road for a distance of 18.5 metres in a westerly direction;
i) Victoria Road West, Thornton Cleveleys, the south side, from its junction with the centreline of Kings Road for a distance of 15 metres in a westerly direction;
j) Victoria Road West, Thornton Cleveleys, the south side, from its junction with the centreline of Kings Road for a distance of 6 metres in a easterly direction;
k) Victoria Road West, Thornton Cleveleys, the south west side, from a point 38.5 metres west of its junction with the centreline of Victoria Square for a distance of 88 metres in a westerly direction;
l) Victoria Road West, Thornton Cleveleys, the south west side, from its junction with the centreline of Bispham Road to its junction with the centreline of Slater Road;
m) Victoria Road West, Thornton Cleveleys, the west side, from its junction with the centreline of Slater Road for a distance of 10 metres in westerly direction.
4. Introduce a taxi stand in the following lengths of road:
a) Nutter Road, Thornton Cleveleys, the east side, from a point 15 metres north of its junction with the centreline of Victoria Road West for a distance of 27 metres in a northerly direction;
b) Victoria Road West, Thornton Cleveleys, the south side, from a point 44.5 metres west of its junction with the centreline of Nutter Road for a distance of 16 metres in a westerly direction.
5. Introduce a goods vehicle loading bay Monday to Saturday between 10am and 4pm in the following lengths of road:
a) Victoria Road West, Thornton Cleveleys, the north side, from a point 12.5 metres east of its roundabout junction with South Promenade for a distance of 21 metres in an easterly direction;
b) Victoria Road West, Thornton Cleveleys, the south side, from a point 51 metres west of its junction with the centreline of Slater Road for a distance of 14 metres in a westerly direction;
c) Victoria Road West, Thornton Cleveleys, the south side, from a point 18 metres north west of its junction with the centreline of Victoria Square for a distance of 20.5 metres in a westerly direction;
d) Victoria Road West, Thornton Cleveleys, the south side, from a point 30 metres west of its junction with the centreline of Nutter Road for a distance of 14 metres in a westerly direction.
6. Introduce a bus limited waiting parking place for 30 minutes with no return within 1 hour between 8am and 6pm in the following lengths of road:
a) Nutter Road, Thornton Cleveleys, the east side, from a point 49.5 metres north of its junction with the centreline of Victoria Road West for a distance of 15 metres in a northerly direction;
b) Victoria Road West, Thornton Cleveleys, the south side, from a point 15 metres west of its junction with the centreline of Kings Road for a distance of 32 metres in a westerly direction.
7. Introduce an electric vehicle charging place for 3 hours with no return within 2 hours in Victoria Road West, Thornton Cleveleys, the south side, from a point 10 metres west of its junction with the centreline of Slater Street for a distance of 22.5 metres in a westerly direction.
8. Introduce a disabled persons parking place in Bispham Road, Thornton Cleveleys, the north east side, from a point 15.5 metres south of its junction with the centreline of Victoria Road West for a distance of 22 metres in a southerly direction.
