GWEINIDOGION CYMRU wedi gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984. Mae angen y Gorchymyn arfaethedig er mwyn gwneud gwaith ar gefnffordd yr A40 wrth Leys Bends, Sir Fynwy neu gerllaw iddi.

Effaith y Gorchymyn fydd gwneud y canlynol dros dro:

i) cau cerbytffordd tua’r dwyrain y darn o gefnffordd yr A40 a bennir yn Atodlen 1 i’r Hysbysiad hwn. Bydd gwrthlif yn weithredol yn lôn allanol y gerbytffordd tua’r gorllewin a fydd yn aros ar agor i draffig. Gwaherddir cerbydau sy’n lletach na 2.9 fetr rhag defnyddio’r gwrthlif. Disgrifir y llwybr arall ar gyfer cerbydau sy’n lletach na 2.9 fetr yn yr Atodlen honno.

ii) gwahardd pob cerbyd, ac eithrio’r rhai a ddefnyddir gan y gwasanaethau brys ac ar gyfer y gwaith, rhag mynd ar y darnau o gefnffordd yr A40 a bennir yn Atodlen 2 i’r Hysbysiad hwn. Disgrifir y llwybrau eraill yn yr Atodlen honno.

iii) gwahardd pob beiciwr a cherddwr rhag mynd ar y darnau o gefnffordd yr A40 a bennir yn Atodlen 3 i’r Hysbysiad hwn.

iv) gosod terfyn cyflymder 40 milltir yr awr ar y darnau o gefnffordd yr A40 a bennir yn Atodlen 4 i’r Hysbysiad hwn.

Daw’r Gorchymyn i rym ar 1 Medi 2025. Bydd yr achos o gau ffordd dros dro a bennir yn Atodlen 2 i’r Hysbysiad hwn yn weithredol yn ystod oriau’r nos, rhwng 20:00 o’r gloch a 06:00 o’r gloch. Disgwylir y bydd y gwaharddiadau a’r cyfyngiadau eraill yn weithredol bob dydd am 24 o oriau hyd 06:00 o’r gloch ar 30 Ebrill 2026 neu hyd nes y caiff yr arwyddion traffig dros dro eu symud ymaith yn barhaol.

Dim ond yn ystod y cyfnod a bennir uchod y disgwylir i’r gwaharddiadau a’r cyfyngiadau dros dro fod yn weithredol. Er hynny, bydd y Gorchymyn yn parhau’n ddilys am gyfnod o 18 mis ar y mwyaf rhag ofn y bydd angen ailamserlennu’r gwaith neu wneud gwaith canlyniadol neu waith arall. Bydd hysbysiad ymlaen llaw am unrhyw newidiadau i’r amseroedd a’r dyddiadau yn cael ei arddangos cyn gwneud unrhyw waith a ailamserlennir.

Gwrthlif

Y darn o gefnffordd yr A40 o bwynt 800 metr i’r gogledd-ddwyrain o’i chyffordd â phrif gerbytffordd gylchredol Cylchfan Dixton i ffin Cymru/Lloegr. Gwaherddir cerbydau sy’n lletach na 2.9 fetr rhag defnyddio’r gwrthlif a disgrifir y llwybrau eraill yn At odlen 2 isod.

ATODLEN 2
Gwahardd Cerbydau Dros Dro a Llwybrau Eraill

Y darn o gerbytffordd tua’r dwyrain yr A40 y gefnffordd sy’n ymestyn o drwyniad ffordd ymadael tua’r dwyrain yr A449 sy’n arwain at yr A40 tua’r gorllewin wrth Gyfnewidfa Rhaglan i ffin Cymru/Lloegr (caniateir mynediad lleol o Gyffordd Rhaglan i Gylchfan Dixton).

Y darn o gerbytffordd tua’r gorllewin yr A40 sy’n ymestyn o ffin Cymru/Lloegr i drwyniad y ffordd ymadael tua’r gorllewin wrth Gyfnewidfa Rhaglan (caniateir mynediad lleol o Gylchfan Dixton i Gyffordd Rhaglan).

Y darn o gilfan tua’r de-orllewin yr A40 wrth bwynt 1000 metr i’r gogledd-ddwyrain o’r gyffordd â phrif gerbytffordd gylchredol Cylchfan Dixton.

Y darn o gilfan tua’r gogledd-ddwyrain yr A40 wrth bwynt 525 o fetrau i’r dwyrain o’r gyffordd â phrif gerbytffordd gylchredol Cylchfan Dixton.

Y llwybr arall ar gyfer cerbydau sy’n teithio tua’r gogledd-ddwyrain y mae cau’r ffordd yn effeithio arnynt yw teithio tua’r gorllewin ar yr A40 i ymuno â’r A465 tua’r gogledd yn y Fenni a’r A49 tua’r de yn Henffordd hyd nes yr ailymunir â’r A40 yng Nghylchfan Over Ross yn Rhosan ar Wy.

Y llwybr arall ar gyfer cerbydau sy’n teithio tua’r de-orllewin y mae cau’r ffordd yn effeithio arnynt yw i’r gwrthwyneb.Y llwybr arall ar gyfer Cerbydau Nwyddau Trwm sydd dros 4.4 metr o uchder sy’n teithio tua’r gogledd-ddwyrain yw teithio tua’r de-orllewin ar yr A449 o Gyffordd Rhaglan i ymuno â’r M4 tua’r dwyrain hyd at yr M5 a theithio tua’r gogledd hyd at Gyffordd 11 er mwyn mynd ar yr A40 tua’r gorllewin i Rosan ar Wy i ailymuno â phwynt gogleddol y darn o’r ffordd sydd ar gau. Y llwybr arall ar gyfer Cerbydau Nwyddau Trwm sy’n teithio tua’r de-orllewin y mae cau’r ffordd yn effeithio arnynt yw i’r gwrthwyneb.

ATODLEN 3
Gwahardd Beicwyr a Cherddwyr Dros Dro

Y darn o gerbytffordd tua’r de-orllewin yr A40 o ffin Cymru/Lloegr hyd at bwynt 800 metr i’r gogledd-ddwyrain o’r gyffordd â phrif gerbytffordd gylchredol Cylchfan Dixton. Y llwybr arall i feicwyr a cherddwyr yw gadael yr A40 wrth Ganarew, mynd ar hyd Crocker’s Ash a Little Doward, croesi Afon Gwy wrth Bont Rhaff Biblins, yna dilyn Llwybr 423 y Rhwydwaith Beicio Cenedlaethol hyd at yr A466 i ailymuno â’r A40 wrth Bont Afon Gwy.

ATODLEN 4
Terfyn Cyflymder 40 mya Dros Dro

Y darn o gerbytffordd tua’r gogledd-ddwyrain yr A40 o’i chyffordd â phrif gerbytffordd gylchredol Cylchfan Dixton i ffin Cymru/Lloegr. Y darn o gerbytffordd tua’r de-orllewin yr A40 o ffin Cymru/Lloegr i’w chyffordd â phrif gerbytffordd gylchredol Cylchfan Dixton.

THE A40 TRUNK ROAD
(RAGLAN INTERCHANGE TO THE WALES/ENGLAND BORDER, MONMOUTHSHIRE)
(TEMPORARY TRAFFIC PROHIBITIONS AND RESTRICTIONS) ORDER 2025

THE WELSH MINISTERS have made an Order under section 14 of the Road Traffic Regulation Act 1984, which is necessary to undertake works on or near the A40 trunk road at Leys Bends, Monmouthshire.

The effect of the Order will be to temporarily:

i) close the eastbound carriageway of the length of the A40 trunk road specified in Schedule 1 to this Notice. Contraflow will operate in the offside lane of the westbound carriageway that will remain open to traffic. Vehicles with a width in excess of 2.9 metres will be prohibited from using the contraflow. The alternative route for vehicles in excess of 2.9 metres is described therein.

ii) prohibit all vehicles, other than those being used by the emergency services and for the works, from proceeding on the lengths of the A40 trunk road specified in Schedule 2 to this Notice. The alternative routes are described therein.

iii) prohibit all cyclists and pedestrians from proceeding on the lengths of the A40 trunk road specified in Schedule 3 to this Notice.

iv) impose a 40 miles per hour speed limit on the lengths of the A40 trunk road specified in Schedule 4 to this Notice.

The Order will come into force on 1 September 2025. The temporary road closure specified in Schedule 2 to this Notice will operate during night time hours, between 20:00 hours and 06:00 hours. The other prohibitions and restrictions are expected to operate 24 hours daily until 06:00 hours on 30 April 2026 or until the temporary traffic signs are permanently removed.

Although the temporary prohibitions and restrictions are only expected to operate during the period specified above the Order will remain valid for a maximum period of 18 months, as a contingency, should the work need to be rescheduled or consequential or other work is required. Advance notice of any changes to times and dates will be displayed before any rescheduled work.

SCHEDULE 1
Contraflow

The length of the A40 trunk road from a point 800 metres northeast of its junction with the main circulatory carriageway of Dixton Roundabout to the Wales/England border. Vehicles with a width in excess of 2.9 metres will be prohibited from using the contraflow and the alternative routes are as described in Schedule 2 below.

SCHEDULE 2
Temporary Prohibition of Vehicles and Alternative Routes

The length of the A40 eastbound carriageway of the trunk road that extends from the nosing of the A449 eastbound exit slip road leading to the westbound A40 at raglan Interchange to the Wales/England border (Local Access will be permitted from Raglan Junction to Dixton Roundabout).

The length of the A40 westbound carriageway that extends from Wales/England border to the nosing of the westbound exit slip road at Raglan Interchange, (Local Access will be permitted from Dixton Roundabout to Raglan Junction).

The length of the A40 southwestbound layby at a point 1000 metres northeast of the junction with the main circulatory carriageway of Dixton Roundabout.

The length of the A40 northeastbound layby at a point 525 metres east of the junction with the main circulatory carriageway of Dixton Roundabout.

The alternative route for northeastbound vehicles, affected by the closure is to travel west on the A40 to join the A465 north at Abergavenny and the A49 south at Hereford until rejoining the A40 at the Over Ross Roundabout at Ross-on-Wye. The alternative route for southwestbound vehicles affected by the closure for A40 westbound is vice versa.

The alternative route for northeastbound Heavy Goods Vehicles over 4.4 metres in height is to travel southwesterly on the A449 from Raglan Junction to join the M4 east to the M5 and travel north to Junction 11 to take the A40 west to Ross-on-Wye to rejoin the northern point of the closure. The alternative route for southwestbound Heavy Goods Vehicles affected by the closure is vice versa.

SCHEDULE 3
Temporary Prohibition of Cyclists and Pedestrians

The length of the A40 southwestbound carriageway from the Wales/England border to a point 800 metres northeast of the junction with the main circulatory carriageway of Dixton Roundabout.

The alternative route for cyclists and pedestrians is to leave the A40 at Ganarew, proceed via Crocker’s Ash and Little Doward, cross the River Wye at Biblins Rope Bridge, then follow Route 423 of the National Cycle Network to the A466 to rejoin the A40 at Wye Bridge.

SCHEDULE 4
Temporary 40 mph Speed Limit

The length of the A40 northeastbound carriageway from its junction with the main circulatory carriageway of Dixton Roundabout to the Wales/England border. The length of the A40 southwestbound carriageway from the Wales/England border to its junction with the main circulatory carriageway of Dixton Roundabout.
