GORCHYMYN CEFNFFORDD YR A4042 (CYLCHFAN CAERLLION, CASNEWYDD I GYLCHFAN CWMBRÂN, TORFAEN) (GWAHARDD CERBYDAU DROS DRO) 202-

MAE GWEINIDOGION CYMRU yn bwriadu gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ymhen dim llai na 7 niwrnod i ddyddiad yr Hysbysiad hwn. Mae angen y Gorchymyn arfaethedig er mwyn gwneud gwaith ar gefnffordd yr A4042, neu gerllaw iddi, rhwng Cylchfan Caerllion, Casnewydd a Chylchfan Cwmbrân, Torfaen.

Effaith y Gorchymyn arfaethedig fydd gwahardd dros dro bob cerbyd, ac eithrio’r rhai a ddefnyddir gan y gwasanaethau brys neu ar gyfer y gwaith, rhag mynd ar y darnau o’r A4042 a bennir yn yr Atodlen i’r Hysbysiad hwn. Disgrifir y trefniadau ar gyfer llwybrau eraill ynddi hefyd.

Daw’r Gorchymyn i rym ar 7 Medi 2025. Disgwylir y bydd y gwaharddiad yn weithredol yn ysbeidiol dros nos (20:00 - 06:00 awr), a phan dangosir gan arwyddion traffig, am gyfnod o 18 mis ar y mwyaf. Pan fo’n bosibl, bydd hysbysiad ynghylch cau’r ffordd yn cael ei arddangos tua wythnos cyn i unrhyw waith ddechrau.

   Llwybrau eraill

   Codir arwyddion priodol i nodi’r gwyriad ar gyfer y llwybrau eraill a byddant yn amrywio gan ddibynnu ar ben y daith a phryd y bydd darn penodol o’r A4042 a ddisgrifir uchod ar gau dros dro i draffig.

   Pan fydd y darnau o’r A4042 a ddisgrifir ym mharagraffau 1 a 2 o’r Atodlen ar gau, y llwybr amgen ar gyfer cerbydau y mae eu uchder yn llai na 4.8 o fetrau yw mynd ar yr A4042, y B4591 a’r B4596 Heol Caerllion.

   Y llwybr amgen ar gyfer cerbydau y mae eu huchder dros 4.8 o fetrau yw mynd ar yr A4042, y B4591, y B4596 Heol Caerllion, y B4237 a’r M4 tua’r dwyrain neu’r gorllewin yn ôl yr angen.

   Bydd llwybrau eraill ar gael ar gyfer yr holl gyfnodau cau eraill drwy fynd ar yr A4042 Heidenheim Drive, yer A4051 Malpas Road a’r A4051 Cwmbran Drive, fel y bo’n briodol.

   THE A4042 TRUNK ROAD (CAERLEON ROUNDABOUT, NEWPORT TO CWMBRAN ROUNDABOUT, TORFAEN) (TEMPORARY PROHIBITION OF VEHICLES) ORDER 202-

   THE WELSH MINISTERS propose, in not less than 7 days from the date of this Notice, to make an Order under section 14 of the Road Traffic Regulation Act 1984, which is necessary to undertake works on or near the A4042 trunk road between Caerleon Roundabout, Newport and Cwmbran Roundabout, Torfaen.

   The effect of the proposed Order will be to temporarily prohibit all vehicles, other than those being used by the emergency services or for the works, from proceeding on the lengths of the A4042 specified in the Schedule to this Notice. The alternative route arrangements are also described therein.

   The Order will come into force on 7 September 2025. The temporary prohibition is expected to operate intermittently overnight (20:00 – 06:00 hours), and when indicated by traffic signs, for a maximum period of 18 months. Whenever possible, notice of closures will be displayed approximately one week before the start of any work.

   1. The length of the A4042 westbound carriageway that extends from its junction with the western side of Caerleon Roundabout to the nosing of the M4 Junction 25A westbound exit slip road.

   1. The length of the A4042 eastbound carriageway that extends from its junction with the eastern side of Grove Park Roundabout to its junction with the western side of Caerleon Roundabout, Newport.

   1. The length of the A4042 that extends from its junction with the northern side of Grove Park Roundabout, Newport to its junction with the southern side of Croes-y-Mwyalch Roundabout, Torfaen.

   1. The length of the A4042 that extends from its junction with the northern side of Croes-y-Mwyalch Roundabout to its junction with the southern side of Crown Roundabout, Torfaen. (Local access to be maintained southbound from Cwmbran Roundabout to point of closure).

      1. The length of the A4042 that extends from its junction with the northern side of Crown Roundabout to its junction with the southern side of Turnpike Roundabout, Torfaen. (Local access to be maintained northbound from Croes-y-Mwyalch Roundabout and southbound from Cwmbran Roundabout to points of closure).

      1. The length of the A4042 that extends from its junction with the northern side of Turnpike Roundabout to its junction with the southern side of Edlogan Way Roundabout, Torfaen. (Local access to be maintained northbound from Croes-y-Mwyalch Roundabout and southbound from Cwmbran Roundabout to points of closure).

      1. The length of the A4042 that extends from its junction with the northern side of Edlogan Way Roundabout to its junction with the southern side of Cwmbran Roundabout, Torfaen. (Local access to be maintained northbound from Croes-y-Mwyalch Roundabout to point of closure).

      Alternative routes

      The alternative routes will be signed with appropriate diversion signs and will vary depending on destination and when a particular length of the A4042 described above is temporarily closed to traffic.

      During closures of the lengths of the A4042 described in paragraphs 1 and 2 of the Schedule, the alternative route for vehicles less than 4.8 metres in height is via the A4042, B4591 and B4596 Caerleon Road.

      The alternative route for vehicles over 4.8 metres is via the A4042, B4591, B4596 Caerleon Road, B4237 and the east or westbound M4 as necessary.

      Alternative routes for all other closures will be available via the A4042 Heidenheim Drive, A4051 Malpas Road and A4051 Cwmbran Drive, as appropriate.
