DYMA HYSBYSIAD bod Cyngor Bwrdeistref Sirol Rhondda Cynon Taf yn bwriadu gwneud Gorchymyn, ar ôl o leiaf 7 diwrnod o ddyddiad yr Hysbysiad yma, o dan Adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984, fel y’i diwygiwyd gan Ddeddf Traffig Ffyrdd (Cyfyngiadau Dros Dro) 1991, a fydd yn para deunaw mis ar y mwyaf.

Mae angen y cyfyngiadau yma er mwyn cwblhau gwaith yn y maes parcio cyfagos, byddai hyn yn cynnwys symud y Safle Cerbydau Hacni awdurdodedig o’r maes parcio dros dro.

Effaith y Gorchymyn fydd: -

1. Cynnwys eithriad dros dro yn rhan o’r Gorchmynion Rheoleiddio Traffig presennol, fel y’u disgrifir yn Atodlen 3 i ganiatáu i Gerbydau Hacni aros a cheisio cael eu hurio ar y darnau o ffyrdd a bennir yn Atodlen 1.

2. Atal dros dro’r Gwaharddiad ar Lwytho a Dadlwytho ar Stryd y Dug fel y nodir yn Atodlen 2

3. Bydd y Gorchmynion Rheoleiddio Traffig a bennir yn Atodlen 3 yn parhau i gael eu gweithredu a’u gorfodi am gyfnod y Gorchymyn dros dro.

Mae disgwyl i’r cyfyngiadau fod mewn grym rhwng y dyddiadau canlynol neu hyd nes y bydd y gwaith wedi’i gwblhau:-

ATODLEN 8 – Safle Cerbydau Hacni Dros Dro
Stryd y Dug, ochr de-orllewinol, o’i chyffordd â Stryd y Masnachwr i’w chyffordd â Heol Caerdydd

Atodlen 2 – Atal dros dro’r Gwaharddiad ar Lwytho a Dadlwytho ar Stryd y Dug
Bydd “Gorchymyn Cydgrynhoi (Gwahardd a Chyfyngu ar Aros a Llwytho a Mannau Parcio ar ochr y Ffordd) Cyngor Bwrdeistref Sirol Rhondda Cynon Taf 2012” yn cael ei wahardd dros dro, lle mae’n cyfeirio at y Gorchymyn canlynol:

a. Bydd Erthygl 3 o “Gorchymyn Cyngor Bwrdeistref Sirol Rhondda Cynon Taf (Canol Tref Aberdâr) (Stryd y Dug, Stryd y Masnachwr a Stryd yr Orsaf, Aberdâr) (Gwahardd Aros, Gwahardd Llwytho a Dadlwytho, Dirymu ac Amrywio) 1999” yn cael ei atal dros dro am gyfnod y gorchymyn dros dro lle mae’n cyfeirio at y rhannau canlynol o Stryd y Dug:

Atodlen 3 – Y Gorchmynion Rheoleiddio Traffig fydd yn parhau i gael eu gweithredu
“Gorchymyn Cydgrynhoi (Gwahardd a Chyfyngu ar Aros a Llwytho a Mannau Parcio ar y Stryd) Cyngor Bwrdeistref Sirol Rhondda Cynon Taf 2012” lle mae’n cyfeirio at y Gorchmynion canlynol:

1. Gorchymyn “Cyngor Bwrdeistref Sirol Rhondda Cynon Taf (Canol Tref Aberdâr) (Stryd y Dug, Stryd y Masnachwr a Stryd yr Orsaf, Aberdâr) (Gwahardd Aros, Gwahardd Llwytho a Dadlwytho, Dirymu ac Amrywio) 1999”

2. Gorchymyn Cyngor Bwrdeistref Sirol Rhondda Cynon Taf (Stryd y Dug, Stryd yr Orsaf a Stryd y Masnachwr, Aberdâr) (Mannau Parcio ar y Stryd, Llwytho a Dadlwytho) 1999.

(TEMPORARY TRAFFIC RESTRICTIONS) ORDER 2025

NOTICE IS HEREBY GIVEN that the Rhondda Cynon Taff County Borough Council, intends, not less than 7 days from the date of this Notice, to make an Order under Section 14 of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991, which will have a maximum duration of eighteen months.

The provisions are necessary to facilitate works to the adjacent car park which would temporarily remove the authorised Hackney Carriage Stand from the car park.

The effect of the Order will be as follows: -

1. Temporarily include an exemption to the existing Traffic Regulation Orders as described in Schedule 3 to allow Hackney Carriages to wait and ply for hire on the lengths of roads specified in the Schedule 1.

2. Temporarily Suspend the Prohibition of Loading and Unloading on Duke Street as specified in Schedule 2

3. The Traffic Regulations Orders specified in Scheule 3 will remain operational and enforceable for the duration of the temporary Order.

The restrictions are expected to be in operation between the following dates, or until such time as the works has been completed: -

• From 8th September 2025 until 30th November 2025

SCHEDULE 1 – Temporary Hackney Carriage Stand
Duke Street, south-west side, from its junction with Merchant Street to its junction with Cardiff Road

Schedule 2 – Temporary Suspension of Prohibition of Loading and Unloading
The “Rhondda Cynon Taff County Borough Council (Prohibition and Restriction Of Waiting and Loading On Street Parking Places) (Consolidation) Order 2012” shall be temporarily suspended where it refers to the following Order:

a. Article 3 of “Rhondda Cynon Taff CBC (Aberdare Town Centre) (Duke Street, Merchant Street and Station Street, Aberdare) (Prohibition Of Waiting, Prohibition Of Loading and Unloading, Revocation And Variation) Order 1999” shall be temporarily suspended for the duration of the temporary order where it refers to the following sections of Duke Street:

Duke Street, south-west side, from its junction with Merchant Street to its junction with Cardiff Road

Schedule 3 – Traffic Regulation Orders to remain in force
The “Rhondda Cynon Taff County Borough Council (Prohibition and Restriction Of Waiting and Loading On Street Parking Places) (Consolidation) Order 2012” where it refers to the following Orders:

1. “Rhondda Cynon Taff CBC (Aberdare Town Centre) (Duke Street, Merchant Street and Station Street, Aberdare) (Prohibition Of Waiting, Prohibition Of Loading and Unloading, Revocation And Variation) Order 1999”

2. “Rhondda Cynon Taff CBC (Duke Street, Station Street and Merchant Street, Aberdare) (Street Parking Places, Loading and Unloading) Order 1999”.
