  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (‘the Council’) proposes to make the above-mentioned Orders under sections 6 and 124 of the Road Traffic Regulation Act 1984, as amended.

  2. The general effect of the Orders will be to make changes to the provisions of certain existing Healthy School Streets (part-time pedestrian and cycle zones), as follows:

    (a) remove the blanket exemption for Disabled Blue Badge Holders between the hours of operation on Monday to Friday during term time in the part-time pedestrian and cycle zones at Woodgrange Infant School and Godwin Junior School, Chobham Academy, West Ham C of E Primary School and Lathom Junior School. Any non-resident Blue Badge Holder with an essential need for direct access to the pedestrian and cycle zone on the days and times of operation can make an application to healthyschoolstreets@newham.gov.uk

    ;

    (b) include an exemption for Licensed Taxis between the hours of operation on Monday to Friday during term time in the part-time pedestrian and cycle zones at Woodgrange Infant School and Godwin Junior School, Chobham Academy, West Ham C of E Primary School, Lathom Junior School, Sheringham Nursery School and Sheringham Primary School, Park Primary School and Hartley Primary School; and

    (c) provide virtual (electronic) access permits to those occupiers whose vehicles are registered at addresses specified in the Schedule to this Notice and have an allocated parking space in any of the complexes detailed in the Schedule.

  4. Documents and plans giving more detailed particulars of the proposed Orders can be made available during normal office hours on Monday to Friday by telephoning 020 3373 6415, by emailing traffic.orders@newham.gov.uk

    , or inspected (by prior appointment – please telephone the above number) at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

  5. All objections and other representations relating to the proposed Orders must be made in writing and received by 24 September 2025. All objections must specify the grounds on which they are made. They should be sent to the Acting Director of Highways, Parking & Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email to: traffic.orders@newham.gov.uk

  6. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
