Southend-on-Sea City Council (hereinafter referred to as “the Council”) in exercise of its powers under Sections 1, 2, 4 and 122 under the Road Traffic Regulation Act 1984 (as amended) (“the 1984 Act”) and the Traffic Management Act 2004 (“the 2004 Act”) and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 to the 1984 Act, hereby give notice that it intends to make the following Amendment Orders:

The effect of the Traffic Regulation Orders (TROs) would be as follows:
PTO1159 – Cole Avenue bend
To introduce No Waiting at Any Time restrictions (double yellow lines) on both sides of Cole Avenue bend, extending from the property boundary of No.5 and No.20 Radar Close to a point outside No.11, where the junction of Cole Avenue meets Concorde Road (excluding across the junction of Radio Court).
PTO1160 – Brendon Way/Snakes Lane Junction
To extend the current No Waiting at Any Time restrictions (double yellow lines) on the south side of Snakes Lane, extending from the existing restrictions at the junction of Brendon Way to the mini roundabout, approximately 33 metres.
PTO1106 – St Laurence Junction Protection Phase 4
To introduce junction protection restrictions consisting of no waiting at any time (double yellow lines) and no loading or unloading at any time at the following junctions within St Laurence ward with the extents as listed below:
i) Nightingale Close with Nightingale Close – 8 metres on both sides of the junction.
ii) Whitehouse Meadows adjacent to No.24 – 8 metres on both sides of the junction.
iii) Rockall with Rockall (side of No.19) – 8 metres on both sides of the junction.
iv) Orchard side with Orchard side – 5 metres on both sides of the junction.
v) Collins Way North – 8 metres on both sides of the junction.
vi) Whitehouse Meadows adjacent to No.69 – 8 metres on both sides of the junction.
vii) Whitehouse Meadows adjacent to No.1 – 7 – 10 metres on both sides of the junction.
viii) Whitehouse Meadows adjacent to No.1 – 7 – 10 metres on both sides of the junction.
ix) Smallholdings Mews with Eastwoodbury Lane – 10 metres on both sides of the junction.
PTO1163 – Neil Armstrong Way/Western Approaches Junction
To introduce No Waiting at Any Time restrictions (double yellow lines) opposite the junction of Neil Armstrong Way and Western Approaches for a distance of 38 metres.
PTO1121 – Colemans Avenue outside No.19
On the west side of Colemans Avenue:
a) Revoke 7.2 metres (m) of the existing Resident Permit Holders Only bay (Zone H) Mon-Fri 9:30 am - 4:30pm;
b) Extend the existing No Waiting Mon-Fri 9:30 am - 4:30pm (single yellow lines) by 7.2m,
c) Revoke 5.4m of No Waiting Mon-Fri 9:30 am - 4:30pm (single yellow lines) outside No.15 - No.17, and,
d) Introduce a new 5.4m Resident Permit Holders Only bay (Zone H) Mon-Fri 9:30 am - 4:30pm.
PTO1166 – St Johns Road outside No.6A
To revoke 6m of the existing Resident Permit Holders Only bay (Zone MW, 8am – 6pm) on the north side of St Johns Road, outside No.6/No.6A.
PTO1167 – North Avenue outside No.236
To revoke 4.6m of the existing 2 wheel parking bay on the south side of North Avenue outside No.236.

The public consultation period will be live from 19th August 2025 until 9th September 2025.
