What is happening?



SHEFFIELD CITY COUNCIL
Section 14(1) of the Road Traffic Regulation Act 1984 (RTRA 1984) and
Regulation 3 of the Road Traffic (Temporary Restrictions) Procedure
Regulations 1992 (SI 1992/1215)

Surrey Street (Waiting and Loading Prohibition) Order 2025 (“the Order”)

1. Sheffield City Council gives notice that it proposes to make the Order under section 14(1) of the RTRA 1984 and any other enabling powers over an area of the highway described in the schedules to the Order.
2. The Order is needed because works are being or are proposed to be executed on or near the said highway.
3. If the Order is made, the Order will come into operation on 28 August 2025 and will remain in force for a period of 18 months. The duration of the Order can be extended with the approval of the Secretary of State for Transport. The restriction specified will only have effect at such times and to such extent as indicated by the display of notices.
4. While the Order is in operation: it will prohibit any person from causing or permitting any vehicle to wait except for the purposes of loading or unloading in areas of highway as described in the schedule 1 to the Order. Such prohibition will not apply to pedestrian and vehicular access to frontages, contractor plant and local authority and emergency services vehicles.
5. The Order will also designate Disabled Person’s Parking Places in the areas of highway as described in schedule 2 of the Order. These parking places are to be used by a Disabled Person’s Vehicle. If a vehicle other than a Disabled Person’s Vehicle is left in a Disabled Person’s Parking Place it will be a contravention of this Order.
Disabled Person’s Badge has the same meaning as in The Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000 (as amended);
Disabled Person’s Vehicle means a vehicle displaying a Disabled Person’s Badge;
Disabled Person’s Parking Place’ is a parking place designated for use by a Disabled Person’s Vehicle;
Relevant Position means with respect to a disabled person’s badge when the badge is displayed as stated in Regulation 12 of The Disabled Persons (Badges For Motor Vehicles) (England) Regulations 2000 (as amended)
6. Pursuant to section 14(4), (7) and (8) of the RTRA 1984, any relevant provision contained within a prevailing Traffic Regulation Order which conflicts with the restrictions described above and is capable of suspension under those powers may be suspended where that is necessary for the purposes of the Order.

Northern kerbline of Surrey Street (outside 43 - 55 approx 20m) Loading Only midnight – 6pm

Schedule 2 – Disabled Persons Vehicles Only
Northern kerbline of Surrey Street (outside 43 - 55 approx 20m) 6pm – midnight. Southern kerbline of Surrey Street (opposite 43 - 55 approx 20m) at all times.
