What is happening?

LONDON BOROUGH OF BARNET

THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.275) (EXPERIMENTAL) ORDER 2025

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet has, on 14th August 2025, made the above-mentioned Order under Section 9 of the Road Traffic Regulation Act 1984 and all other enabling powers.

In order to maintain traffic flow, reduce obstruction, and ensure effective road safety at Albert Road EN4 and Ensemble Road (Formally known as Albert Road), the general effect of the Free Parking Places Order will be, on an experimental basis, introduce the following measures:

a) Formally Introduce lengths of no waiting ‘At any time’ restrictions at the following locations below:

  • Ensemble Road EN4 – West side and southwest side, from a point 6 metres north of the northern kerbline of Victoria Road to a point 90 metres north of the northern kerbline of Victoria Road.

  • Ensemble Road EN4 – East side and northeast side, from a point 10 metres north of the northern kerbline of Victoria Road to a point 120 metres north of the northern kerbline of Victoria Road.

  • Albert Road EN4 – West side, from a point in line with the northern boundary wall of No.89 Albert Road to a point 48 metres north of the northern boundary wall of No.9 Albert Road.

  • Albert Road EN4 – East side, from a point 4 metres south of the northern boundary wall of No.9 Albert Road to a point 22 metres north of the northern boundary wall of No.9 Albert Road.

  • The island site between Albert Road and Ensemble Road EN4.

b) Introduce lengths of no loading ‘At any time’ restrictions at the following locations below:

  • Ensemble Road EN4 – West side and southwest side, from a point in line with the northern kerbline of Victoria Road to a point 84 metres north of the northern kerbline of Victoria Road.

  • Ensemble Road EN4 – East side and northeast side, from a point in line with the northern kerbline of Victoria Road to a point 130 metres north of the northern kerbline of Victoria Road.

  • Albert Road EN4 – West side, from a point in line with the northern boundary wall of No.9 Albert Road to a point 48 metres north of the northern boundary wall of No.9 Albert Road.

  • Albert Road EN4 – East side, from a point 4 metres south of the northern boundary wall of No.9 Albert Road to a point 22 metres north of the northern boundary wall of No.9 Albert Road.

  • The island site between Albert Road and Ensemble Road EN4.

  • Victoria Road EN4 – West side, from a point in line with the eastern kerbline of Ensemble Road to a point 10 metres east of the eastern kerbline of Ensemble Road EN4.

In order to introduce the lengths of no waiting restrictions referred to in a) above, lengths of waiting restrictions operating 8am to 6.30pm Monday to Saturday will be formally revoked at the following locations below:

  • Ensemble Road EN4 – West side and southwest side, from a point 46 metres north of the northern kerbline of Victoria Road to a point 86 metres north of the northern kerbline of Victoria Road.

  • Ensemble Road EN4 – East side and northeast side, from a point 10 metres north of the northern kerbline of Victoria Road to a point 17 metres north of the northern kerbline of Victoria Road.

  • Ensemble Road EN4 – East side and northeast side, from a point 110 metres north of the northern kerbline of Victoria Road to a point 130 metres north of the northern kerbline of Victoria Road.

  • Albert Road EN4 – West side, from a point in line with the northern boundary wall of No.9 Albert Road to a point 48 metres north of the northern boundary wall of No.9 Albert Road.

  • Albert Road EN4 – East side, from a point 4 metres south of the northern boundary wall of No.9 Albert Road to a point 22 metres north of the northern boundary wall of No.9 Albert Road.

  • The island site between Albert Road and Ensemble Road EN4.

A copy of the Order, which will come into operation on Friday 22nd August 2025, a plan of the relevant areas and the Council’s Statements of Reasons for making the Order can be obtained for a period of 6 months from the date on which this notice is published by emailing parking.consultations@barnet.gov.uk or by writing to the Design Team, Highways Section, 3rd Floor, 2 Bristol Avenue, Colindale, London NW9 4EW, quoting reference: SCR670 (TMO 2025_36)

Any person wishing to question the validity of the Order or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any regulation made there-under have not been complied with in relation to the Order may within six weeks of the date on which the Order was made, make application for the purpose to the High Court.

The Order provides that, in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the Chief Executive of the Council or some person authorised in that behalf by him, may if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the operation of the Order or any provision thereof.

If the provisions of the Order continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions of the Order should be reproduced and continued in force indefinitely. Anyone who wishes to object to the making of such Order for the purpose of such reproduction and continuation in force may, within the period of six months from the date on which the Order came into force, do so in writing to the Design Team, 2 Bristol Avenue, Colindale, London, NW9 4EW or via email to parking.consultations@Barnet.gov.uk
