Waltham Forest, Multiple Roads, Temporary Closures Due to Various Works

What is happening?

LONDON BOROUGH OF WALTHAM FOREST (LBWF)

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

THE WALTHAM FOREST (CAPPAGH DEFECT REMEDIAL WORKS) (CRAWLEY ROAD E10 AND TYNDALL ROAD E10) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to enable Cappagh Contractors Ltd to carry out defect remedial works in Crawley Road (Rd) and Tyndall Rd (both E10), in a safe and efficient manner.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed or, where applicable, covered prohibit vehicles from entering, proceeding, waiting or loading for any purpose, at “any time”, in (i) Crawley Rd – at its junction with High Leyton Rd; and (ii) Tyndall Rd – for the entire frontage of Nos. 46 and 48.

The Order would come into operation on 8th September 2025 and would be valid for a maximum period of 3 months or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be completed within 1 day, however, the Order has been extended to allow for any contingencies. (ref: TT34(25))

THE WALTHAM FOREST (VARIOUS ROADS) (STRUCTURAL PROGRAMME) (VARIOUS MEASURES) (NO. 2) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to enable highway maintenance and lining works to be carried out in a safe and efficient manner.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, to prohibit vehicles (except works vehicles) from entering, proceeding, waiting or loading for any purpose, at any time, in:

  • Upper Walthamstow Ward – Hylands Road (Rd) E17 and Fernhill Court E17

  • Markhouse Ward – Lea Rd E17

  • Hale End and Higham Park North Ward – Rookwood Gardens E4

  • Larkswood Ward – St John’s Rd E4

  • Valley Ward – Marmion Approach E4

No person shall cause or permit any vehicle to enter, proceed, wait or load for any purpose, at any time, within 30 metres of the junction of any road adjoining the roads or sections of roads contained in paragraph 2 above.

Whilst works are being carried out in any of the roads mentioned in paragraph 2 the one-way workings/no entry restrictions and suspended waiting/loading restrictions in force in any sections of roads mentioned therein may be temporarily revoked, varied or suspended.

The Order will come into operation on 8th September 2025 and would be valid for a maximum period of 18 months or until the works are completed, whichever is the sooner.

THE WALTHAM FOREST (DEVELOPMENT WORKS) (BEECH HALL ROAD E4) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to allow for the execution of development works on a site near the junction of Hale End Road (HER) and Beech Hall Road (BHR), in a safe and efficient manner.

The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed or, where applicable, covered:

  • to prohibit vehicles to enter, wait or proceed for any purpose at “any time” in BHR – from its i. junction with HER, southwards to the southern boundary of No. 499 HER; and

  • cause or permit vehicles to wait for any purpose at “any time” in BHR – from its junction with HER, southwards to Nos. 8 and 10.

The Order would come into operation on 1st September 2025 and would be valid for a maximum period of 18 months, or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be completed within 10 months, but additional time is required for contingencies. (ref: TT39(25))

THE WALTHAM FOREST (HIGHAMS PARK SCHOOL CONSTRUCTION VEHICLE ACCESS) (HANDSWORTH AVENUE E4) (TEMPORARY MEASURES) (NO. 2) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that on 14th August 2025 it made an Order to facilitate safe access, egress of construction vehicles in association with development works at Highams Park School E4, in a safe and efficient manner.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed or, where applicable, covered to prohibit vehicles from waiting or loading for any purpose in Handsworth Avenue (HWA) E4:

a) north west side – between a point from the north-eastern end of the double yellow line waiting restrictions (yds) situated outside No. 9 Church Avenue (Ave) north-eastwards at a distance of 15 metres (m) or in line with the north-eastern kerb line of the southern arm of Church Ave Mondays to Fridays 9.30am to 3pm and 4pm to 6pm;

b) south east side – sited between the d/ts that opposite the northernmost arm of Church Ave Mondays to Fridays – 9.30am to 3pm and 4pm to 6pm;

c) south east side – in all unrestricted areas between Hale End Road and Church Ave (southern arm) Mondays to Fridays 7am to 6pm (except the restrictions mentioned in paragraph b) above)

The Order will come into operation on 14th August 2025 and will remain in operation until the need for safe access and egress for construction vehicles to facilitate the development site at Highams Park School concludes.

THE WALTHAM FOREST (LBWF HIGHAMS PARK SCHOOL CONSTRUCTION VEHICLE ACCESS) (HANDSWORTH AVENUE E4) (TEMPORARY MEASURES) (NO. 1) ORDER 2025 IS NOW REVOKED

NOTE: The exact extent and duration of the waiting and loading restrictions in HWA will be implemented in line with the details agreed within the approved Construction & Logistics Plan. (ref: TT22b(25))

Vehicles waiting or loading in disregard of these Orders would be removed.

Any uncontrolled or designated controlled parking spaces situated in the roads or parts of roads affected as previously described shall be suspended.

Access for pedestrians or dismounted pedal cyclists would be maintained.

The Order would not apply to emergency service vehicles.

The Order would not apply to works vehicles.

(The Orders would only be enforced when the works allow).

Any existing traffic management orders imposing waiting restrictions in the roads mentioned in the aforementioned notices would be suspended or modified as necessary to reflect the prohibitions, effects of any temporary physical measures and temporary vehicle access arrangements.
