1. NOTICE IS HEREBY GIVEN that Luton Borough Council proposes to make the above-mentioned Orders under sections 1, 2, 4, 45, 46, 47, 49, 51, 53 and 124 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be:
(a) to introduce Red Route controls, where the stopping of vehicles (other than as specified in paragraph 3 of this Notice) is prohibited at any time, in:
(i) Lewsey Road, Luton, throughout its length;
(ii) Calnwood Road, Luton: (A) north-west side, for 9.6 metres north-east of Lewsey Road; and (B) south-east side, for 9.9 metres north-east of Lewsey Road;
(iii) Dunstable Road, Luton, north and north-west side, between 15 metres west of Lewsey Road and 13.4 metres north-east of Lewsey Road; and
(iv) Lime Avenue, Luton: (A) north-west side, for 10.3 metres north-east of Lewsey Road; and (B) south-east side, for 9.7 metres north-east of Lewsey Road;
(b) to remove all existing loading bays and ‘yellow line’ waiting and loading restrictions in those lengths of road; and
(c) to incorporate the existing ‘pay and display’ parking places and disabled persons parking places in those lengths of road within the red route referred to in sub-paragraph (a) above.
Note: the existing bus stop clearways, school keep clear markings and pedestrian crossings and associated zig zag markings in Lewsey Road, Luton would remain unchanged.
3. Within the length of Lewsey Road, Luton referred to in paragraph 2(a) of this Notice, the following exemptions to the stopping restrictions would be provided:
(a) existing ‘pay and display’ parking places that would remain unchanged: (i) operating Monday to Friday, 8am to 6pm, 3 hours maximum stay, no return within 1 hour, on the south-west side: (A) opposite Nos. 58 to 68 Lewsey Road; and (B) between 10 metres and 30 metres north-west of Lime Avenue; and (ii) operating Monday to Friday, 8am to 6pm, 30 minutes maximum stay, no return within 1 hour, on the north-east side, opposite Nos. 37 to 43 Lewsey Road;
(b) new short stay parking places (15 minutes maximum stay, no return within 1 hour, operating at all times): (i) south-west side, outside Nos. 71 and 73 Lewsey Road (12.5 metres in length); and (ii) north-east side, outside Nos. 74 and 76 Lewsey Road (7.5 metres in length);
(c) existing disabled persons’ (blue badge) parking place (3 hours maximum stay, no return within 1 hour, operating at all times): north-east side, opposite Nos. 45 to 53 Lewsey Road; and
(d) new police vehicle parking place, operating at all times: south-west side, outside Nos. 5 and 7 Lewsey Road (10 metres in length).
4. A copy of the proposed Orders, of the Council's statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relates can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Luton Borough Council, Building 14, Central Depot, Kingsway, Luton LU4 8AU.

5. Persons desiring to make representations or to object to the proposed Orders should send a statement of their representations or objections, and the grounds thereof, via email to

traffic@luton.gov.uk,

or in writing to Luton Borough Council, Building 14, Central Depot, Kingsway, Luton LU4 8AU, quoting the reference P2249, to arrive no later than 21 days from the date of publication of this notice.
