Warrington, Multiple Roads, Temporary Closures Due To Various Works

What is happening?

WARRINGTON BOROUGH COUNCIL

Road Traffic Regulation Act 1984

Notice is hereby given that, in not less than 7 days from the date of this Notice, the Council intends to make Orders under Section 14 of the Road Traffic Regulation Act 1984.

Birchwood Way, Birchwood (Prohibition of Driving), Temporary Order 2025

The effect of which will be to introduce a prohibition of driving on Birchwood Way from its jct. with Moss Gate to the M62 Jct 11. The Order will be effective from 1st September 2025. The closure is for a period of 24 weeks, between 9am & 3am. The alternative route will be via: Birchwood Way, Woolston Grange Ave, M6, M62 & vice versa. The closure is required to allow for improvement works to be carried out to the M62 Jct 11.

Cromwell Ave Roundabouts (Phase 3) (Prohibition of Driving & Clearway) Temporary Order 2025

The effect of which will be to introduce a prohibition of driving & clearway as follows: Cromwell Ave from the roundabout at Westbrook Cres/Ladywood Rd to the roundabout at Europa Blvd; Westbrook Cres from the roundabout at Cromwell Ave/Ladylands Rd for 100m; Callands Rd from the roundabout at Cromwell Ave/Westbrook Cres for 50m; Westbrook Way from Cromwell Ave for 100m. The order will be effective from 6th October 2025. The restrictions are for a period of 6 weeks, between 7pm & 1am, and will be carried out in phases as follows:

Phase 1: the roundabout at Cromwell Ave/Westbrook Cres/Callands Rd;

Phase 2: the roundabout at Cromwell Ave/Westbrook Way.

The alternative route will be via Europa Blvd, Westbrook Cres & vice versa. The closure is required for carriageway resurfacing.

Helmsley Cl (Prohibition of Driving), Temporary Order 2025

The effect of which will be to introduce a prohibition of driving on Helmsley Cl from its jct. outside 15 Helmsley Cl to its jct. outside 17 Helmsley Cl. The Order will be effective from 3rd September 2025. The closure is for a period of 1 day, between 9am & 3pm. The closure is required to allow Scottish Power to replace the transformer in their substation.

Hob Hey Ln, Culcheth (Prohibition of Driving), Temporary Order 2025

The effect of which will be to introduce a prohibition of driving on Hob Hey Ln from its jct. with Alder Root Ln to its jct. with Clifton Ave. The Order will be effective from 1st September 2025. The closure is for a period of 4 weeks. The closure is required to allow Winlaw & Co. to carry out gas works. The closure is required to allow Cadent Gas to carry out gas main replacement works.

Kingsway Nth, Kingsway Sth & Adjacent St's. (Prohibition of Driving, Clearway & Footway Closure), Temporary Order 2025

The effect of which will be as follows:

Prohibition of Driving & Clearway: A50 Kingsway Nth from its jct. with Westly Ln; Grange Ave from its jct. with A50 Kingsway Nth to its jct. with Beverley Rd; Heather Ave from its jct. with A50 Kingsway Sth to its jct. with Brindley Ave; A50 Kingsway Nth from its jct. with A50 Kingsway Sth to its jct. with Manchester Rd;

Footway Closure: A50 Kingsway Nth from its jct. with A50 Kingsway Sth to its jct. with Westly Ln; A50 Kingsway Nth from its jct. with the A57 Manchester Rd; Farrell St from its jct. with A50 Kingsway Nth to a point 40m in a southerly direction from Holmesfield Rd.

The order will be effective from 25th August 2025. The closure is for a period of 17 weeks with the hours of operation as follows:

Prohibition of Driving & Clearway between 7am & 5pm;

Footway Closure for 24 hours.

The alternative routes will be: A50 Kingsway Sth via A50 Kingsway Nth, A57 Manchester Rd, Cockhedge Green Roundabout, A49 Brick St, A49 Fennel St, A49 Mersey St, Bridgefoot, A5061 Knutsford Rd, A5061 Midland Ln & vice versa.

Lansdowne, Culcheth (Prohibition of Driving), Temporary Order 2025

The effect of which will be to introduce a prohibition of driving on Lansdowne from its jct. with Warrington Rd side of 488 to its jct. at Lansdowne outside number 10. The Order will be effective from the 8th September 2025. The closure is for a period of 4 weeks. The alternative route will be via Lansdowne, Gleneagles, Warrington Rd & vice versa. The closure is required to allow Cadent Gas to carry out gas main replacement works.

Longford St Passageway Rear of 67 to 103 (Prohibition of Driving) Temporary Order 2025

The effect of which will be to introduce a prohibition of driving on Longford St Passageway Rear of 67 to 103 from its jct. with Hale St to its jct. with Earl St. The Order will be effective from 1st September 2025. The closure is for a period of 2 weeks. The alternative route will be via Hale St, West St & Earl St via Earl St, Longford St & Hale St. The closure is required to allow United Utilities to carry out sewer repair work.

Lyons Ln, Appleton (Prohibition of Driving), Temporary Order 2025

The effect of which will be to introduce a prohibition of driving on Lyons Ln from its jct. with Chatford Cl in a south easterly direction to the end of the carriageway outside number 43. The Order will be effective from 15th September 2025. The closure is for a period of 1 day between 9:30am & 3:30pm. The closure is required to allow Scottish Power to replace the transformer in their substation.

The effect of which will be to introduce the following:

20mph Speed Limit Restriction: A56 Chester Rd from the Borough Boundary with Halton to its jct. with Old Chester Rd/Runcorn Rd;

Daresbury Ln from its jct. with Warrington Rd to the Borough Boundary with Halton;

Prohibition of Driving: entire lengths or road: Hatton Ln; Underbridge Ln; Warrington Rd; Daresbury Ln from its jct. with Warrington Rd to the Borough Boundary with Halton;

Hobb Ln from its jct. with the A56 Chester Rd to its jct. with the Borough Boundary with Halton;

Holly Hedge Ln; Dobb's Ln; Underbridge Ln; Hobb Ln in form of U-turn;

Clearway: entire lengths of roads: Hatton Ln; Holly Hedge Ln; Dobb's Ln; Underbridge Ln; Warrington Rd; Daresbury Ln

from its jct. with Warrington Rd to the Borough Boundary with Halton; Hobb Ln from its jct. with Hatton Ln to its jct. with the Borough Boundary with Halton; Park Ln from its jct. with the A56 Chester Rd to its jct. with Warrington Rd;

Prohibition of U-turn: Chester Rd

– To prohibit all vehicles proceeding in either direction on Chester Rd between the Borough Boundary with Halton to its jct. with Old Chester Rd/Runcorn Rd from making a U-turn so as to proceed in the opposite direction as the case may be;

Footpath Closure: Hatton Footpath No1

from its jct. with Hatton Ln to its jct. with Gosling Cl.

The order will be effective from Thursday 21st August 2025. The restrictions are for a period of 1 week. Temporary diversion signs will be erected on site detailing the associated alternative routes for the duration of the restrictions. The restrictions are required to facilitate the Creamfields Music Festival.

Various Rd’s (Various Restrictions) (BSIP Phase 2), Temporary Order 2025

The effect of which will be as follows:

Prohibition of Driving:

Winwick Rd between jct. with Orford Ln & its jct. with Longford St;

Northway between its jct. with Long Ln & its jct. with Clough Ave;

Longford St between its jct. with Winwick Rd & its jct. with St. Joseph St for its entire length.

The Order will be effective from 22nd August 2025.

These closures are will be carried out in the following stages:

Stage 1: from 22nd August 2025 for 18 weeks: Longford St from 22nd August 2025 to 4 weeks; Winwick Rd & Northway from 8th September 2025 for 8 weeks.

Stage 2: Winwick Rd between Longford St & Jubilee Way, Longford St between Longford St & Milner St, Clough Ave, Lythgoes Ln & vice versa; Northway via Clough Ave, Lythgoes Ln & vice versa.

The closures are required to allow for the construction work associated with BSIP.

The effect of which will be to introduce the following:

Prohibition of Driving & Clearway:

Entire lengths of road:

Bagot Ave; Bostock St; Cartwright St; Wellfield St; Boteler Ave; Hargreaves Ave; Lewis Ave; Lilford Ave; Massey Ave; Norreys Ave; Trafford Ave.

The Order will be effective from 6th October 2025, between 8:30am & 5:30pm.

The alternate routes will be as follows:

Bagot Ave via Troutbeck Ave;

Daleves Ave, Hargreaves Ave & vice versa;

Bostock St via Collin St, Lovely Ln, St Barnabas Pl & vice versa;

Cartwright St via Collin St, Lovely Ln, St Barnabas Pl & vice versa;

Wellfield St via Leven St, Lovely Ln, Ridout St & vice versa;

Hargreaves Ave via Daleves Ave, Troutbeck Ave, Bagot Ave & vice versa;

Lilford Ave via Lodge Ln, Troutbeck Ave, Longshaw St & vice versa;

Massey Ave via Lewis Ave & vice versa;

Norreys Ave via Troutbeck Ave, Yardley Ave, Lilford Ave & vice versa;

Trafford Ave via Troutbeck Ave, Lodge Ln, Lilford Ave & vice versa.

The restrictions are required for road or footway surfacing.

The temporary restrictions will be in place as & when the signs are in place on site. Access will be under the control of the relevant Contractor for the duration of the works.

The Borough of Warrington (Winwick Red Route), Order 2025

Notice is hereby given that the Council made an Order under Sections 1, 2 & 4 to the Road Traffic Regulation Act 1984 & all other enabling powers on 13th August 2025.

The effect of the Order is as follows:

  1. To introduce a Red Route Clearway, prohibiting Motor Vehicles from stopping or remaining at rest at any time, on the sides of the road, including the verges & footways, specified in the Schedule, which includes the Bus Stops as detailed in the said Schedule. Motor Vehicles are permitted in the lay-bys & taxi are permitted in the Bus Stops where indicated. These are located within the restricted lengths detailed in the Schedule.

The Order will be effective from 25th August 2025.

Any person who wishes to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act or of any instrument made under it has not been complied with in relation to the Order, may, within six weeks from 13th August 2025, apply to the High Court for the purpose.

Schedule – Red Route Clearway

  • A49 Winwick Link Rd – For its entire length;

  • A49 Newton Rd – From its jct. with M62 Jct 9 to a point approx. 155m south of its jct. with Rectory Ln;

  • Dingley Ln – From its jct. with the A49 Newton Rd to its jct. with Mill Ln.
