ROAD TRAFFIC REGULATION ACT 1984

NOTICE is hereby given that Brighton & Hove City Council (“the Council”) proposes to make the Orders named below under the relevant sections of the Road Traffic Regulation Act 1984, as amended, which if it comes into force will introduce a new controlled parking scheme into the South Hollingdean area (“Controlled Parking Zone 14”). The effects of the proposed Order would be as follows:

BRIGHTON & HOVE VARIOUS CONTROLLED PARKING ZONES CONSOLIDATION ORDER 2024 AMENDMENT ORDER NO. 202 (TRO-16a-2025)**

The Order will introduce waiting restrictions where permit holders and visitors may park within Controlled Parking Zone 14. Users will be issued with resident, trader or visitor permits charged per year (these cost bands there is a 75% increase for high emission vehicles and a 25% reduction for low emission vehicles). Disabled residents who have a Blue Badge and wish to park in resident parking places will be required to purchase a resident permit for an annual administration charge (currently £15 and low for emission £10). A resident for the purposes of this scheme is a person aged 17 years or over whose usual residence is at premises, the postal address of which is in any of the qualifying streets specified below:

Controlled Parking Zone 14:

Adams Close, Davey Drive, Dudley Road, Dunster Close, Freehold Terrace, Hollingbury Crescent, Hollingbury Place, Hollingbury Lane, Hollingdean Road, Hollingdean Street, Hollingdean Terrace (from Hollingbury Place to Roedale Road), Horton Road, Lewes Road (northern carriage from Upper Lewes Road to Hollingdean Road), Major Close, Roedale Road from Freehold Terrace to Hollingdean Road, Roedale Road, Southmount, The Crossway, The Linkway, Trenton Close, Upper Hollingdean Road, Waverley Crescent and Wigmore Close.

Visitor, trader and carer permits for those who live or work in the scheme area would also be subject to restrictions. Briefly, in the case of visitor permits, each household will be entitled to 50 permits per year and the maximum that will be sold will be a limit of 100 permits per household in any 12 months period and each permit will cost £1.15 per day. Business permits will be issued to businesses within the area if they can prove a genuine business need for a vehicle on a number of streets. These may be applied for by a business owner or their employee and the permit currently costing £474.50 per year (these costs are 25% increase for high emission vehicles). A carer’s permit can be applied for in the case where medical care is being administered to a resident. The cost of the permit is £10.50 per year, and only one carer permit is allowed per resident. School permits may be issued to staff who are not resident in the area if on-street parking is needed in connection with their role and where the employee is 17 years of age and not entitled to any other type of customer permit.

Please send your views in respect of the issue of City permits or resident permits at the rate of £10 per year for the purposes of the Blue Badge discount (or the £15 administration fee). These permits first must be Council account guaranteed that a new application will be charged at the rate of the administration charge.

Parking places of the following types will be introduced in Controlled Parking Zone 14 with the hours as specified below:

No Loading/Unloading Monday to Saturday – 7am to 10am and 4pm to 7pm:

No Stopping Restrictions Monday to Friday 8am-6pm on School Entrance Markings except August:

Davey Drive

Permit Parking Places Monday to Sunday 8am to 8pm:

Loading only Monday to Saturday – 8am to 5pm & Permit Parking Places Monday to Saturday 5pm to 8pm & Sunday 8am to 8pm:

Shared Permit or Paid Parking Place Monday to Sunday – 8am to 8pm – Low Tariff – Medium Term – 4 hours (No return within 4 hours):

Davey Drive, Dudley Road, Hollingbury Crescent, Hollingbury Place, Hollingdean Terrace, Horton Road, Roedale Road, The Crossway & The Linkway

Exclusive Paid Parking Places Monday to Sunday – 8am to 8pm – Low Tariff / Medium Term – 4 hours (No return within 4 hours):

Adams Close, Davey Drive, Dudley Road, Dunster Close, Freehold Terrace, Hollingbury Crescent, Hollingbury Place, Hollingbury Lane, Hollingdean Road, Hollingdean Street, Hollingdean Terrace (from Hollingbury Place to Roedale Road), Horton Road, Lewes Road (northern carriage from Upper Lewes Road to Hollingdean Road), Major Close, Roedale Road from Freehold Terrace to Hollingdean Road, Roedale Road, Southmount, The Crossway, The Linkway, Trenton Close, Upper Hollingdean Road, Waverley Crescent and Wigmore Close.

The underlying waiting restriction in the scheme area will be no waiting at any time in the streets indicated by a double yellow line in the following roads:

Adams Close, Davey Drive, Dudley Road, Dunster Close, Freehold Terrace, Hollingbury Crescent, Hollingbury Place, Hollingbury Lane, Hollingdean Road, Hollingdean Street, Hollingdean Terrace, Horton Road, Lewes Road (northern carriage from Upper Lewes Road to Hollingdean Road), Major Close, Roedale Road, Southmount, The Crossway, The Linkway, Trenton Close, Upper Hollingdean Road, Waverley Crescent and Wigmore Close.

BRIGHTON & HOVE VARIOUS CONTROLLED PARKING ZONES CONSOLIDATION ORDER 2024 AMENDMENT ORDER NO. 202 (TRO-16B-2025)**

This Order would revise the details that will be included in the amendment to the Brighton & Hove Various Controlled Parking Zones Consolidation Orders 2024 as a result of the introduction of Zone 14.
