2. The general effect of the ‘Electric Vehicle Charging Points’ Order will be to:

(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;

(b) provide that the parking places will operate at all times, unless otherwise stated;

(c) specify that the parking places listed in Schedule 1 to this notice will be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, without charge, provided that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging will be able to return after 4 hours have elapsed;

(d) specify that the parking places in the controlled parking zone referred to in Schedule 2 to this notice will be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging will be able to return after 4 hours have elapsed.

3. The general effect of the ‘Parking Places Amendment’ Orders will be to remove lengths of parking place in the lengths of roads listed in Schedule 2 to this notice and make amendments to accommodate the introduction of parking places designated for electric vehicle charging.

4. A copy of each of the Orders, which will come into force on 15 August 2025, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

Electric Vehicle Charging Parking Places Not in a Controlled Parking Zone

BECKWAY ROAD, SW16; the south-west side, from a point 13.7 metres north-west of the north-western kerb-line of Northborough Road, north-westward for a distance of 6 metres.

BENNETTS CLOSE, CR4; the north side, from a point 18.5 metres west of its junction with Lonesome Way, westward for a distance of 6 metres.

CASTLETON ROAD, CR4; the north-west side, from a point 18.8 metres south-west the south-western kerb-line of Hadley Road, south-westward for a distance of 6 metres.

ELDERTREE WAY, CR4; the north-east side, from a point 13.8 metres south-east of the south-eastern kerb-line of Grove Road, south-eastward for a distance of 6 metres.

MANOR PLACE, CR4; the south-west side, from a point 19.5 metres south-east of the south-eastern kerb-line of Malvern Close, south-eastward for a distance of 6 metres.

MANOR ROAD, CR4; the south-east side, from a point 1 metre south-west of the south-western kerb-line of the access road leading to Nos. 72 and 74 Manor Road, south-westward for a distance of 5.5 metres.

MARIAN ROAD, SW16; the south-east side, from a point 7 metres south-west of the south-western kerb-line of Greyhound Terrace, south-westward for a distance of 5.5 metres.

ST GEORGES ROAD, CR4; the north-east side, from a point 21.3 metres south-east of the south-eastern kerb-line of Cedars Avenue, south-eastward for a distance of 6 metres.

WOODSTOCK WAY, CR4; the south-east side, from a point 9 metres south-west of the south-western kerb-line of Meopham Road, south-westward for a distance of 5.5 metres.

WARREN ROAD, SW19; the north-east side, from a point 6.9 metres south-east of the south-eastern kerb-line of Park Road, south-eastward for a distance of 5.5 metres.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/EV/2025/batch21, no later than 29 August 2025.
