St. Martin’s Lane - Multiple Traffic Notices

What is happening?

CITY OF WESTMINSTER ST. MARTIN’S LANE AND WILLIAM IV STREET (SUMMER STREETS AL-FRESCO TRIAL) THE CITY OF WESTMINSTER (G ZONE) (NO. 1) EXPERIMENTAL ORDER 2025 THE CITY OF WESTMINSTER (PRESCRIBED ROUTES) (NO. 1) EXPERIMENTAL TRAFFIC ORDER 2025 

1. NOTICE IS HEREBY GIVEN that Westminster City Council on 11th August 2025 made the above Orders under section 9 of the Road Traffic Regulation Act 1984, as amended. 

2. The general effect of the Orders will be, in connection with the introduction of seasonal al fresco dining on an experimental basis during the periods set out in paragraph 3 below, to: 

(a) introduce a prohibition of motor vehicles, except for vehicles authorised by the City Council, in St. Martin’s Lane between 11.00 a.m. and 11.00 p.m. inclusive on the dates set out in paragraph 3 below; 

(b) ban vehicles, other than pedal cycles and authorised vehicles, from: 

(i) turning left from Garrick Street into St. Martin’s Lane; or 

(ii) turning right from Great Newport Street into St. Martin’s Lane, between 11.00 a.m. and 11.00 p.m. inclusive on the dates set out in paragraph 3 below; and 

(c) amend the kerbside parking provisions and waiting restrictions in St. Martin’s Lane and William IV Street, as set out in the Schedule to this Notice, on the dates set out in paragraph 3 below. Authorised vehicles include, but are not limited to, the emergency services, postal services/couriers, and “G” Zone residents’ permit holders and “Blue Badge” permit holders requiring access to premises or parking places. 

3. The provisions of the Orders will only be operational between the following dates: 

(a) 22nd August 2025 and 31st October 2025 inclusive; and 

(b) 1st May 2026 and 31st October 2026 inclusive. 

4. The Orders, which will come into force on 22nd August 2025, and other documents giving more detailed particulars of the Orders are available for inspection until such time as the Orders cease to have effect, at https://westminstertransportationservices.co.uk/summerstreets and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays inclusive (except bank / public holidays). 5. The Orders shall provide that, subject to the provisions of section 10(2) of the Road Traffic Regulation Act 1984, the Council’s Head of Parking for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential: 

(a) in the interest of the expeditious, convenient and safe movement of traffic; 

(b) in the interest of providing suitable and adequate parking facilities on the highway; or 

(c) for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Orders or the provisions contained therein. 

6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court. 

7. The Council will consider in due course whether the provisions of the Experimental Orders should be continued in force indefinitely by means of Orders made under sections 6, 45, 46, 49, 63 and 124 of the Road Traffic Regulation Act 1984. Any person may object to the making of the Orders for the purpose of such indefinite continuation within a period of six months, beginning from the date on which the Experimental Orders came into force or, if the Experimental Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force. 

Any objection must be in writing, stating the grounds on which it is made, and sent to the Council’s agents, WSP Traffic Order Team, 3rd Floor, WSP House, 70 Chancery Lane, London, WC2A 1AF, or by email to tmo.westminster@wsp.com quoting reference 8164/PJ. 

8. Without prejudice to the stipulations set out paragraph 7, the Council’s agents will continue to accept objections in writing until 30th November 2026 or at the end of the six-month period beginning with the date on which any variation or modification to the Experimental Orders comes into force, if such period would end later than 30th November 2026.
