NOTICE IS HEREBY GIVEN that from the date specified below, Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council pursuant to an agreement dated 1 July 2022 Proposes to make the following order under Section 14(1) of the Road Traffic Regulation Act 1984, as amended, a temporary waiting and loading restriction in the lengths of road and during the dates and times specified below. The restriction is required due to the likelihood of danger to the public.

(Temporary No Waiting and No Loading Restrictions) Order 2025
No Waiting and No Loading from 6.00am to 7.00pm on Wednesday 20 August, Thursday 21 August and Friday 22 August 2025
Lengths of road at Clacton-on-Sea
Tower Road, Clacton-on-Sea – North-east side from its junction with Marine Parade West to the north western boundary of no. 42 Tower Road, a distance of approximately 150 metres.
Marine Parade West – Both sides for 10 metres in a westerly direction from its junction with Freeland Road.
Hastings Avenue – Both sides from its junction with West Road for a distance of 100 metres.
Hastings Avenue – South-east side from its junction with Selsey Avenue for a distance of 70 metres in a generally westerly direction.
Selsey Avenue – Both sides from its junction with Hastings Avenue for a distance of 25 metres in a southerly direction
Link Road – Both sides from its junction with Alton Park Road each east for 15 metres.
Arnold Road – Both sides from its junction with Leas Road out east for 20 metres.
Crown Road – Both sides from its junction with Cherry Tree Avenue in an east and then northerly direction for 15 metres.
Queen Elizabeth Avenue – Both sides from its junction with Cherry Tree Avenue each for 25 metres
Prince Philip Avenue – Both sides from its junction with Cherry Tree Avenue east for 35 metres
Vista Road – from its northern junction with Skelmersdale Road both sides for 10 metres
Vista Road – South Side from a point opposite the boundary line of 84/86 north west for 30 metres
Recreation Road – Both sides from junction with Vista Road both sides west for 10 metres
Valence Way – Both sides from its junction with Vista Road northeast for 10 metres
Alton Park Road – East side from a point opposite the boundary of numbers 25/74 Alton Park Road to a point opposite the boundary of numbers 60/62 Alton Park Road, each for a distance of approximately 63 metres.
Anchor Road – Both sides from its junction with Alton Park Road to a point 3 metres west of the boundary of numbers 80/82 Anchor Road for a distance of approximately 18 metres.
Anchor Road – East side from junction with Anchor Road to a point in line with the boundary wall of number 84 Park Road
Deal Close – Both sides from its junction with Hastings Avenue to the junction with Leas Road
Junction Close – Both sides north east from the junction with Hastings Avenue to a point 10 metres south of the facing boundary wall of number 31 Wentworth Close.
No Waiting from 8.00am to 10.00pm on Thursday 21 August 2025 and from 8.00am to 6.00pm on Friday 22 August 2025.

Nelson Road – Both sides approximately 16.5 metres from the junction with Marine Parade east for a distance of approximately 16.5 metres
Cherry Tree Avenue – Both sides from its junction with West Road north west for 20 metres
Cherry Tree Avenue – North side from a point 15 metres junction with Cherry Tree Avenue to a point 15 metres east of the same junction
Collingwood Road – Both sides approximately 16.5 metres from the junction with Marine Parade east for a distance of approximately 16.5 metres
St Vincent Road – Both sides approximately 15.5 metres from the junction with Marine Parade east for a distance of approximately 15.5 metres
(Tendring District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.28) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under sections 1(1), 2(1) to (3), 32(1), 45(1), 46, 49, 53 and Parts II and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).
Effect of the Order: To Implement ‘No Waiting at Any Time’ Restrictions
Road
Norwood Way, Frinton and Walton
B1336 Walton Road, Frinton and Walton
Description
Both Sides from its junction with the B1336 Walton Road, northwest for approximately 15 metres.
North Side
(i) From its junction with the southern kerb line of Norwood Way, southwest for approximately 51 metres.
(ii) From its junction with the northern kerb line of Norwood Way, northeast for approximately 4.6 metres.
(iii) From a point approximately 17.6 metres northeast of its junction with the northern kerb line of Norwood Way, northeast for approximately 37 metres.
This Order will be incorporated into the “Tendring District Council (Tendring District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” by substituting map tile TM240 270 Revision 0 to Revision 1.

(Golden Lane, Thorpe-le-Soken) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the Order: To temporarily close that length of Golden Lane, Thorpe-le-Soken in the District of Tendring, from a point approximately 310m north east of its junction with Colchester Road for a distance of approximately 100m in a north easterly direction.
The closure is scheduled to commence on 1st September 2025 for 5 days, or where stated on a valid permit (MT010012771554 – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while water leak repair works are undertaken by Affinity Water.
An alternative route is available via Golden Lane, Harwich Road, Chapel Road, Swan Road, Thorpe Road, Tendring Road, Colchester Road, Golden Lane and vice versa.
The Order will come into effect on 14th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Little Clacton Road, Great Holland) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the Order: To temporarily close that length of Little Clacton Road, Great Holland in the District of Tendring, from a point approximately 515m west of its junction with Main Road for a distance of approximately 225m in a south westerly direction. The closure is scheduled to commence on 3rd September 2025 for 2 days, or where stated on a valid permit (BC410101WQ621L7JK – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via Little Clacton Road, Great Holland Common Road, B1032, Sladburys Lane, Holland Road, Thorpe Road, North Street, St Johns Road, Old Road, Olivers Road, Wellesley Road, Carnarvon Road, High Street, Holland Road, Frinton Road, Clacton Road, Little Clacton Road and vice versa.
The Order will come into effect on 14th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Sladburys Lane, Clacton on Sea) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the Order: To temporarily close that length of Sladburys Lane, Clacton on Sea in the District of Tendring, from its junction with Telford Avenue to its junction with Burrs Road for a distance of approximately 120m in a south easterly direction.
The closure is scheduled to commence on 3rd September 2025 for 3 days, or where stated on a valid permit (EP201EH238713 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.
An alternative route is available via Sladburys Lane, Burrs Road, St Johns Road, and vice versa.
The Order will come into effect on 14th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Walton Road, Thorpe-le-Soken) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the Order:
To temporarily close that length of Walton Road, Thorpe-le-Soken in the District of Tendring, from its junction with Landermere to its junction with Danmatts Farm Lane for a distance of approximately 585m.
To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ restriction in the above length of road for the duration of the closure only.
“The Essex County Council (Tendring District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of road only. All other restrictions and waiting restrictions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The closure/restriction is scheduled to commence on 1st September 2025 for 19 days, or where stated on a valid permit (EP201EH2389555 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/restriction is required for the safety of the public and workforce while drainage works are undertaken by Essex County Council.
An alternative route is available via Walton Road, Dale Hill, Sneating Hall Lane, Frinton Road, Abbey Street, Landermere Road and vice versa.
The Order will come into effect on 14th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(West Avenue, Clacton on Sea) (Temporary Introduction of One Way) & (Agate Street, Clacton on Sea) (Temporary Banned Left Turn) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the Order:
To temporarily introduce a One Way restriction in that length of West Avenue, Clacton on Sea in the District of Tendring, from the junction with Jackson Road to the junction with Agate Road in a southeast direction (Traffic to go in a south-easterly direction only).
To temporarily introduce a banned left hand turn from Agate Road into West Avenue (Traffic to turn right only).
The restrictions are scheduled to commence on 1st September 2025 for 2 days, or where stated on a valid permit (BC410101WQ6K5L6J – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The restrictions are required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via West Avenue, Ellis Road, Tower Road, Marine Parade West and vice versa.
The Order will come into effect on 14th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
