ELSHAM ROAD AND RUSSELL ROAD AREA - BUS AND COACH BAN
The Kensington and Chelsea (Prescribed Routes) (No. 5) Experimental Traffic Order 2025
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea on 12th August 2025 Made the above mentioned Order under section 9 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order will be on an experimental basis to prohibit all buses (including coaches) from entering Elsham Road, Fairfax Place, Holland Gardens, Russell Gardens and Russell Road, excluding any part of those roads that is a red route side road. An exemption will apply to buses following a diversion route approved by the Council or following either a scheduled or an unscheduled diversion route under instruction from Transport for London.

4. A copy of the Order and other documents giving more detailed particulars of the Order can be obtained via email for inspection by contacting trafficorders@rbkc.gov.uk
5. The Council will be considering in due course whether the provisions of the Order should be continued indefinitely by means of an Order made under section 6 of the Road Traffic Regulation Act 1984. Any person may object to the making of this Order for the purpose of such indefinite continuation within a period of six months beginning with the day on which the Order comes into force, or, if the Order is varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force.
Any such objection must be in writing and must state the grounds on which it is made and be emailed to trafficorders@rbkc.gov.uk or posted to Transport Policy Team, 3rd Floor, Kensington Town Hall, Hornton Street, London W8 7NX, quoting reference RBKC/TMO/Elsham Rd & Russell Rd area bus and coach ban ETO by 19th February 2026.
6. Under the Local Government (Access to Information) Act 1985, any letter you write in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
7. Anyone wishing to question the validity of the Order or of any of its provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
