What is happening?

NOTICE IS HEREBY GIVEN that Hampshire County Council made the above-mentioned Order on Tuesday 12th August 2025, in exercise of its powers and duties under Sections 84 and 122(1) and (2) of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 of the Act and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, and having discharged its duty under section 122 of the Act. General nature and effects of the Order:
Will be to reduce the 40 miles per hour speed limit on Romsey Road between a point 28 metres south-west of the south-western extent of the bus stop layby east of Pitt roundabout and a point 40 metres south-west of its junction with Kilham Lane / Stanmore Lane to 30 miles per hour. This length of road shall become a restricted road (30mph) by virtue of a system of streetlighting.  
This order will revoke and re-instate ‘The Hampshire (Romsey Road / Badger Farm Road Area, Winchester) (Restricted Road, 30, 40 and 50 Miles Per Hour Speed Limit) Order 2013’ with no change of substance save for the extended 30 miles per hour limit, described above, and the revocation of schedule I, item (i) restricted roads from the original 2013 order. However, these restricted roads contained within schedule I, item (i) will remain by virtue of section 82(1)(a) of the Act, 30 miles per hour with no requirement for an Order.’
DATE OF OPERATION: The order will come into force on Saturday 23rd August 2025.
