What is happening?

THE BOROUGH OF STOCKTON-ON-TEES
BELASIS AVENUE, COWPEN LANE & CENTRAL AVENUE, BILLINGHAM
TRAFFIC REGULATION ORDER 2021 (AMENDMENT NO.1) ORDER 2025

Notice is hereby given that Stockton-on-Tees Borough Council made the above Order on 12th August 2025 under Sections 1, 2, 4 & 84 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act”) and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act.

The Order, which will come into effect on 13th August 2025, will have the effect of amending existing waiting, loading & unloading at any time restrictions and 2 hour limited waiting restrictions along Central Avenue, Billingham (north side). The Order will also prohibit U-Turns at all three arms of the signalised junction to be created on Central Avenue, approximately 81 metres east of its junction with Cowpen Lane.

The Order, together with a map showing the affected roads, may be examined at the Stockton Customer Service Centre, Central Library, The Square, Stockton-on-Tees during normal office hours and on the Council’s website (Traffic Orders). If you wish to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Act on the grounds that any requirement of the Act or of any Instrument made under them has not been complied with in relation to the Order, you may, within six weeks from the 12th August 2025 apply to the High Court for this purpose.
