Amendments to Waiting and Parking Restrictions in the Borough of Runnymede
Surrey County Council (“the Council”) propose to make, under Sections 1, 2, 4, 32, 35, 36, 45, 46, 49, 51 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984:- (i) “The Surrey County Council (Various Roads in Runnymede) (Amendment of Waiting Loading and Unloading Prohibition and On-Street Parking Places Order) Order 202-” the effect of which will be to:-
Amend:-
1. The Surrey County Council (Various Roads in Runnymede) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2016,
2. The Surrey County Council (Various Roads in Runnymede) (Consolidation of Free Street Parking Places and Loading Bays and Revocation) Order 2016;
3. The Surrey County Council (Various Roads in Runnymede) (Residents’ On-Street Parking Places) Order 2016;
4. The Surrey County Council (Various Roads in Runnymede) (Consolidation of Free Street Parking Places) (Disabled Persons) Order 2016;
5. The Surrey County Council (Various Roads in Runnymede) Prohibition of Stopping Outside Schools Order 2018; and
6. The Surrey County Council (Various Roads in Runnymede) Parking Places for which a Charge is Made Order 2022; and (ii) “The Surrey County Council (Borough of Runnymede) (Solo Motor Cycle Parking Places) Order 202-“; the effect of which will be to:-
(a) Prohibit waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice, on the days and at the times indicated in the said Schedule;
(b) Exemptions for loading on and unloading from vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the First Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore-mentioned restrictions;
(c) Provide Free On-Street Parking Places in certain lengths of the roads specified in the Second Schedule to this Notice to operate at the times and with such limitations as specified therein;
(d) Provide Loading Only bays in certain lengths of the roads specified in the Third Schedule to this Notice to operate at the times and with such limitations as specified therein;
(e) Provide that certain other vehicles may wait in the on-street parking places described above in certain circumstances e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.;
(f) Provide disabled persons’ parking places in certain lengths of the roads specified in the Fourth Schedule to this Notice to operate at the times and with such limitations as specified therein;
(g) Provide a Solo motorcycle only Parking Place in a certain length of the road specified in the Fifth Schedule to this Notice to operate at the times and with such limitations as specified therein;
(h) Prohibit the loading on and unloading from vehicles at any time in certain lengths of D3040 Guildford Street, Chertsey; B385 Woodham Lane, New Haw; and D3072 Lindsay Road, New Haw;
(i) Extend the operational hours of the Area C permit scheme which covers all addresses in D3149 Hythe Road, D3149 Cumberland Street and D3149 Railway Terrance along with Nos. 11, 12, 13, 14 and 15 Thorpe Road, to Monday to Saturday 8am to 8.30pm;
(j) Introduce a system of permit parking in the entire length of D3184 Stoneylands Court, Egham by converting this length of road into an on-street permit holders’ only parking place, with the permit identifier “E”, to operate Monday to Saturday 9am to 7pm. (N.B. no traffic signs related to such parking place would be marked on the ground or provided on site other than sign at the entry/exit points and, if necessary, upright traffic signs at various location within the parking place). Eligible properties to buy permits will be Nos. 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20 and 21 Stoneylands Court along with Nos. 1,2,3,4 and 6 Stoneylands Road;
(k) The terms and conditions for the allocation and use of such permits referred to in sub-paragraphs (i) and (j) shall be:- (i) the vehicles which may be left in the parking place during the hours of operation shall be vehicles either displaying a valid residents parking or having a valid virtual residents parking permit bearing the appropriate identifying letter issued by the Council or its agents, or a vehicle either displaying a valid residents’ visitor’s parking permit, a valid carer’s parking permit or a valid operational parking permit or having a valid virtual version thereof; (ii) provide residents’ parking permits for residents of the said properties, which will allow them to park in the said on-street permit holders’ only parking place during the hours of operation. Such permits will cost £84 for the first permit, £104 for a second permit and £134 for any subsequent permit (as applicable) and will be valid for a period of twelve months. These charges will increase by £4 on the 1st of January on each of 2026, and 2028. The charge for a duplicate permit or a change of permit due to the change of vehicle will be £15; (iii) provide that such residents shall be allocated using the following calculation: the sum of the number of vehicles registered to the place of abode minus the number of off-street parking places for such place of abode; (iv) provide for: residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 150 pa, or £1 which will be valid for 2 hours limited to 250 pa; operational permits or use by doctors and nurses, community care personnel and Carers Permits, for carers and who are required to make visits to housebound residents, which will be free of charge; and child care permits for persons employed to visit a resident for the purpose of childcare, pursuant to a contract of employment, will incur the same cost as a second resident’s permit. Business permits issued on the same criteria as residents’ permits will be available for the scheme referred to in paragraph (k) and (n) herein, at a cost of £150;
(l) Revoke Monday to Friday 8.15 to 9.15am and 2.30 to 4pm school keep clear zigzag markings in D7011 Wesley Drive, Egham outside the “Manorcroft Primary School”
(m) Amend the Traffic Regulation Order plans so to correctly reflect the layout on the ground of the existing 37.56m Monday to Friday 8.15 to 9.15am and 2.30 to 4pm school keep clear zigzag marking in D3158 Huntingfield Way, Egham
(n) Revoke without replacement restrictions on waiting and loading in certain lengths of the roads specified in the Sixth Schedule to this Notice;
(o) Make drafting amendments to the Orders in relation to childcare permits.
The cost of the childcare permit will be the same as a second resident permit (currently at a fixed rate of £104 per annum).
The cost will rise by £4 on the 1st of January on each year of 2026 and 2028;
(p) Make certain amendments to The Surrey County Council (Various Roads in Runnymede) Electric Vehicle Parking Places Order 2022, which will not affect the operation of the prohibitions and restrictions.
