Temporary Restriction of Vehicular Traffic Order 2025

Sutherland Avenue, Westwood Lane, and Groombridge Close, Welling

Notice of Making an Order

1. The London Borough of Bexley, being the Traffic Authority for the above-mentioned road, in exercise of powers conferred by section 14(1) of the Road Traffic Regulation Act 1984, HEREBY GIVE NOTICE that an order has been made, to enable Morrison Water Services on behalf of Thames Water to install a new water connection, the effects of which will be the introduction of:

• Prohibition of traffic on Sutherland Avenue at the junction with Westwood Lane, Welling

• Waiting restriction and Loading prohibition in Groombridge Close, Welling from the junction with Westwood Lane to Nos 10 and 11 respectively (both sides of the carriageway)

• Cycle Lane to be suspended on Westwood Lane, Welling – southbound from the junction with Ingleson Avenue to the Traffic Lights on Westwood Lane, Welling.

2. The Order will come into effect on 11 August 2025 and is valid for a period of 18 months. However, works are expected to be completed within 9 days.

3. Whilst the works are in progress alternative route(s) will be provided via:

Sutherland Avenue, Hook Lane, Westwood Lane

Westwood Lane, Wellington Avenue, Burnt Oak Lane, Days Lane, Blackfen Road, Westwood Lane, Hook Lane, Yorkland Avenue.

4. Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform or traffic warden, to emergency service vehicles, or to vehicles being used in the connection with the works.

5. The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016.

The Bexley (Waiting and Loading Restriction) (Amendment No. 34) Traffic Order 2025

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bexley have on 4 August 2025 made the above-mentioned Order under sections 6, and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by Section 8 of and Part I of Schedule 5 to the Local Government Act 1985.

2. The general effect of the Bexley (Waiting and Loading Restriction) (Amendment No.34) Traffic Order 2025 would be to:

a) Introduce ‘At any time’ no waiting restrictions in parts of: Brook Street Erith, Burns Close Erith, Colyton Close, Welling, Cotiswold Close Bexleyheath, Christopher Close Sidcup, Edenwood Road Bexleyheath, Holmesdale Grove Bexleyheath, Hurlingham Road Bexleyheath, Macdonald Road Sidcup, Myrtle Close Erith, Penme Way Bexleyheath, Roberts Road Bexleyheath, Rowanwood Avenue Sidcup, Swanston Acid Erith, The Drive Erith, The Pantiles Bexleyheath, Whitecross Lane Bexleyheath, Wrenwood Avenue Sidcup.

b) Add lengths of ‘At any time’ no waiting restrictions to existing ‘At any time’ no waiting restrictions in parts of: Sandringham Drive, Fishers Way Bexleyheath and Parkside Avenue Bexleyheath.

c) Replace lengths of ‘Mon–Sat 8.30am–5.30pm no waiting restrictions’ with ‘No waiting at any time’ restrictions in Church Road, Bexleyheath, Ethronvi Road Bexleyheath, Queen Street Bexleyheath and West Street Bexleyheath.

3. Copies of the Order which becomes operational on 11 August 2025, the corresponding Parent Order and the Orders that have amended that Order; the Council’s Statement of Reasons for making the Order and a map which indicates the length of roads to which the Order relates can be inspected during normal office hours on Mondays to Fridays inclusive, at the Contact Centre, 2 Watling Street, Bexleyheath, Kent DA6 7AT.

5. Any person desiring to question the validity of the Order or any provision contained therein on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with may, within six weeks of the day on which the Order were made, make application for the purpose to the High Court.

The Bexley (Miscellaneous Parking Places) (Amendment No. 12) Experimental Traffic Order 2025

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bexley propose to make the above-mentioned Orders under Sections 6, 45, 46, and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by Section 8 of and Part I of Schedule 5 to the Local Government Act 1985 and all other enabling powers.

The general effect of the Bexley (Waiting and Loading Restriction) (Abbey Wood Outer CPZ) Experimental Traffic Order 2025 would be to:

a) Introduce new ‘At any time’ waiting restrictions in parts of: Abbey Road, Abbotswood Close, Beckett Close, Benedict Close, Dallinier Drive, Elstree Gardens, Hallfield Drive, Holcot Close, Kingswood Avenue, Lynmouth Close, Plympton Close, Sampson Close, Shortlands Close, St Augustines Road and Turnstock Way.

b) Introduce new Mon-Fri 10am–4pm waiting restrictions in parts of: Abbey Road, Elstree Gardens, Kingswood Avenue and St Augustines Road.

The general effect of the Bexley (Abbey Wood Outer)(Parking Places) Experimental Traffic Order 2025 would be to:

a) Introduce resident permit holder bays operating 10am–4pm Monday to Friday to: Abbey Road, Elstree Gardens, Gilbert Road, Kingswood Avenue and St Augustines Road.

b) Introduce Permit Parking Areas (PPA) operating 10am–4pm Monday to Friday to: Abbotswood Close, Beckett Close, Benedict Close, Blairemen Way, Bright Close, Carrill Way, Copplfid Drive, Halliday Road, Hallfield Drive, Holcot Close, Lynmouth Close, Plympton Close, Sampson Close, Shortlands Close, Turnstock Way.

c) Introduce lengths of limited waiting bays operating 8am–6.30pm Monday to Friday maximum stay of 4 hours, no return in 1 hour to: Abbey Road, Elstree Gardens and St Augustines Road.

d) Make changes to the existing limited waiting bay in Abbey Road that operates Mon to Sat 8am–6.30pm to operate Mon to Fri 8am–4pm maximum stay of 4 hours, no return in 1 hour.

The general effect of the Bexley (Miscellaneous Parking Places) (Amendment No. 12) Experimental Traffic Order 2025 would be to:

a) Revoke the existing limited waiting bay in Abbey Road that operates Mon to Sat 8am–6.30pm. The bay is to be replaced as described in the above item.

Copies of the Order, the corresponding Parent Order and the Orders that have amended that Order; the Council’s Statement of Reasons for making the Order and plans which indicate the length of road to which the Order relates can be inspected during normal office hours on Mondays to Fridays inclusive, at the Contact Centre, 2 Watling Street, Bexleyheath, Kent DA6 7AT.

The Council will consider in due course whether the provisions of the Order should be reproduced and continued in force indefinitely by means of an Order under the provisions of section 6 of the Road Traffic Regulation Act, 1984. Anyone wishing to object to the making of an Order made under section 6 of the afore said Act for the purpose of such reproduction and continuation in force may send a statement of their objection and the grounds thereof to the London Borough of Bexley, Services and Programmes, Engineering Services, Civic Offices, 2 Watling Street, Bexleyheath, Kent DA6 7AT or traffic@bexley.gov.uk within 6 months of the date on which this Order comes into force. Any objection may be inspected by other persons who may be affected.

Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it has not been made within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Order, may make application for the purpose to the High Court within the first six weeks of the date on which it came into force.

In pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Deputy Director Public Protection, Housing and Public Realm), or some person authorised by him, if it appears to him or her or that other person essential in the interests of the expeditious, convenient and safe movement of traffic, for providing suitable parking, or for preserving or improving the amenities of the area through which the road affected by these Orders run, may modify or suspend any provision of this Order, save that the effect of any such modification shall not make an addition to it.
