NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (‘the Council’) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
The general effect of the Orders would be to:–
(a) relocate the road closure point in Richmond Road (at its junction with Windsor Road) southward to its junction with Romford Road. This would be a prohibition of motor-vehicles in both directions. There would be an exception for vehicles used for ambulance, fire brigade or police purposes. The carriageway width would be narrowed to facilitate the new closure point;
(b) introduce a new 6.1 metre shared parking bay in Richmond Road (on the west side, opposite No. 8 Richmond Road). This would be for permit holders F or free with a maximum stay of two hours and no return within one hour, operational Monday to Saturday 9am to 5pm. The remaining single yellow line (no waiting Monday to Saturday 9am to 5pm) would be converted to waiting restrictions operating ‘at any time’ (double yellow lines);
(c) introduce waiting restrictions operating ‘at any time’ (double yellow lines) to replace short sections of shared parking in Richmond Road near its junction with Romford Road approximately 2 metres on the west side and 5.3 metres on the east side;
(d) introduce new loading restrictions operating ‘at any time’ (double kerb blips) in:
(i) Romford Road (both sides) from a point approximately 45 metres south-west of the south-western kerb-line of Richmond Road to a point approximately 24 metres north-east of Richmond Road;
(ii) Green Street (the east side) from the southern kerb-line of Romford Road southward for approximately 35 metres; and
(iii) Green Street (the west side) from the southern kerb-line of Romford Road southward for approximately 29 metres;
The proposals in 2 (d) will replace the existing loading restrictions at those locations; and
(e) introduce new waiting restrictions operating ‘at any time’ (double yellow lines) and loading restrictions operating ‘at any time’ (double kerb blips) in Richmond Road from its junction with Windsor Road to its junction with Romford Road.
NOTICE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A-90F), the Council proposes to install a Copenhagen Style blended crossing in Richmond Road at its junction with Romford Road (shared highway and footway space for moving vehicles and pedestrians). This would be a continuous section of footway, between 75 mm and 100 mm higher at its highest point than the surrounding carriageway, or at an equal level with the surrounding footway and extending across the full width of the carriageway. It will have a length of up to 5 metres including the ramp, which will have a gradient of between 1:10 and 1:15.
NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with Section 23 of the Road Traffic Regulation Act 1984, has approved:
a) the conversion of the existing pedestrian crossings in Green Street (at its junction with Romford Road) and in Romford Road (west of its junction with Green Street) to pedestrian ‘Toucan’ crossings;
b) the conversion of the existing pedestrian crossing in Romford Road (east of its junction with Green Street) to a pedestrian ‘Pelican’ crossing; and
c) the provision of new pedestrian crossings in Romford Road to aid pedestrians across the new cycle tracks on the south-east side, either side of Green Street.
NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with sections 65 and 66 of the Highways Act 1980 intends to convert, modify or re-create certain lengths of the footway and carriageway space to:
(a) segregated cycle track for use by cyclists only:
i) on the north-west side of Romford Road, from a point approximately 45 metres south-west of the south-western kerb-line of Richmond Road to a point approximately 18 metres north-east of Richmond Road; and
ii) on the south-east side of Romford Road, from a point approximately 33 metres south-west of the south-western kerb-line of Richmond Road to a point approximately 25 metres north-east of Richmond Road.
The cycle tracks which will have a width throughout of between 1.2 and 2 metres are proposed to aid cyclists to link with existing and new cycle links and networks along key routes, and to avoid fast moving traffic on the carriageways. Priority is maintained for pedestrians when entering or crossing segregated cycle tracks from the footways; and
(b) shared footway space for use by cyclists and pedestrians in Richmond Road (both sides for approximately 5 metres north of Romford Road), Green Street (both sides for approximately 11 metres south of Romford Road) and Romford Road (both sides for approximately 16 metres either side of Richmond Road). Note: Only part of the footway width on the south side of Romford Road will be shared space.

Any person desiring to object to the proposed Orders or other measures set out in this Notice should send a statement in writing of their objection and the grounds on which it is made to the Acting Director of Highways, Parking & Transportation, at the above address (quoting reference: Romford Road Corridor – Junction 3) by 27 August 2025.
All objections and other representations relating to the proposed Orders and other measures must be made in writing and received by 27 August 2025. All objections must specify the grounds on which they are made.
