White Lee Road, Heckmondwike - Consolidation Order for On Street Parking Places, Waiting, Loading and Stopping

What is happening?

KIRKLEES COUNCIL (TRAFFIC REGULATION)
(CONSOLIDATION ORDER PROVIDING ON-STREET PARKING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS AND MIGRATION TO A ‘MAP-BASED’ FORMAT) ORDER 2024 (AMENDMENT NO. 17) ORDER 2025 WHITE LEE ROAD, HECKMONDWIKE
The Council of the Borough of Kirklees propose to make the above Order under their powers in the Road Traffic Regulation Act 1984 the effect of which, as it affects a lengths of road in the Heckmondwike area of the Kirklees district, will be to amend the Kirklees Council (Traffic Regulation) (Consolidation Order Providing On-Street Parking Places, Waiting, Loading And Stopping Restrictions and Migration to a ‘Map-Based’ Format) Order 2024 so as to:
1. Prohibit the waiting at any time on a lengths of White Lee Road, Heckmondwike
2. Modify the existing restrictions against waiting at any time on a length of White Lee Road contained in the Kirklees Council (Traffic Regulation)

REASON: A traffic calming scheme has recently been completed along White Lee Road, to address concerns raised about the high speeds of vehicles travelling along it and the effect upon the safety of residents and other road
users. Its primary objective was to reduce vehicle speeds along White Lee Road and the likelihood of future injury collisions occurring.
In some locations, running carriageways were narrowed down to widths that could no longer safely accommodate on-street parking whilst facilitating the free movement of traffic. New waiting restrictions were, therefore, introduced.
As part of the original design, a short parking layby was proposed to the north of the Leefield Road junction to help manage displaced on-street parking in this area. However, due to the detection of fibre optic cables at the start of construction – which were not shown in their correct locations when enquiries were originally made – the layby could not be constructed.
This has led to uncontrolled on-street parking along this section where there is inadequate width for two-way traffic to safely pass, which is a potentially dangerous situation.
The waiting restrictions are, therefore, being proposed to address this unforeseen safety problem.
It is anticipated these proposals will improve road safety for all road users.
