NOTICE OF VARIATION OFF-STREET PARKING CHARGES

The following revised parking charges, periods and arrangements were agreed by Rutland County Council District Council on 14th July 2025, which will come into effect from Monday 1st September 2025. A copy of this Variation Notice, the Delegated Decision and the Orders are available for inspection at Rutland County Council District Council Customer Services, Catmose Street, Oakham LE15 6HP.

This notice will vary the parking charges in Rutland County Council District Council (Off Street Parking Places) (Oakham) Consolidation and Amendment Order 2014 (as amended), and Rutland County Council District Council (Off Street Parking Places) (Uppingham) Consolidation and Amendment Order 2008 (as amended).

  1. Pursuant to section 35C of the Road Traffic Regulation Act 1984, Regulation 25 (Part V) Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996, Notice is hereby given that Rutland County Council District Council propose to make the variation to the charges in the above-named Orders for parking at the following off-street Parking Places. 
  2. The purpose of this variation is to enable the Council to recover the costs incurred in providing, maintaining, and improving its off-street parking services, in accordance with the relevant provisions of the Road Traffic Regulation Act 1984 and associated Regulations.
  3. The charges and changes are set out below: - 

SCALE OF PARKING CHARGES

Oakham & Uppingham car parks
(sessions transferable between these car parks) Pay by Mobile mandatory convenience fees and optional session expiry communications fees will not be absorbed by Rutland County Council. Third party fees (pay
by mobile) may vary over time.

Oakham: Brooke Road, Burley Road, Castle, Church Street, Westgate, South Street, Catmose (priority for Rutland County Council staff 8-10am weekdays) car parks, Kilburn Road Coach Park

Uppingham: Queen Street, Yarn Market (North Street East Short Stay) & Mercers Yard (North Street East Long Stay) car parks

Note: do not park if your vehicle does not fit within the bay markings, refer car park entrance
length and weight limit signs.

Up to 3 hours BLUE BADGE HOLDERS ONLY Free of Charge (With clock set on arrival, for longer tariffs normal charges apply. One 3 hour free period allowed per day.)
Up to 6 hours Discontinued
1 day (until end of restrictions) £7.00
1 week: rolling  £25.00 (pay by mobile only at present, reserved as pay & display option)
1 month: rolling £80.00 (pay by mobile only)
Motorcycles (solo or otherwise) Free of charge in marked or signed motorcycle (solo or otherwise) spaces but charged as other vehicles across tariffs in standard car park spaces. Driver has responsibility to clearly and
securely display pay & display tickets if not using pay by mobile.

3 months: rolling £220
6 months: rolling  £400

Barleythorpe Road residents only car park, Oakham, at any time including Sundays & Bank Holidays £380 per annum
Long Row, Oakham Nil
Kilburn Road Coach Park, Oakham at any time

£6.80 (£6.60 + RingGo convenience fee) per 24 hours. Future pay by mobile convenience fees may vary.
Business space (where feasible) £1,500 per annum
