What is happening?
ROYAL BOROUGH OF KENSINGTON AND CHELSEA AND CITY OF WESTMINSTER
PEDESTRIAN AND CYCLE ZONE IN MOSCOW ROAD AND PEMBRIDGE SQUARE OUTSIDE PEMBRIDGE HALL AND WETHERBY SCHOOLS AT SCHOOL DROP-OFF TIMES
The Kensington and Chelsea and City of Westminster (Prescribed Routes) (No. 4) Traffic Order 2025
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea on 5th August 2025 made the above-mentioned Order under section 6 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order will be to provide a pedestrian and cycle zone in:
(i) Moscow Road, between the eastern kerbline of the eastern arm of Pembridge Square and the western kerbline of Ossington Street, between 8am and 9am and on Mondays to Fridays inclusive; and
(ii) Pembridge Square, the entire lengths of the eastern and southern arms, between 8am and 9am and on Mondays to Fridays inclusive.
[Note: (1) This order will serve Pembridge Hall and Wetherby Schools, situated in Pembridge Square.
(2) Foot scooters, e-scooters, emergency vehicles, Dial-a-ride buses and vehicles displaying a valid Blue Badge will be exempt from the closures. Residents and traders who live or work in the section of road referred to above will be able to register for an exemption. (3) The pedestrian and cycle zone will operate at the times stated above, although in practice it is anticipated that it will only operate during these hours in school termtime, when physical barriers are installed on street].
3. Copies of the Order, which will come into force on 12th August 2025 and of all other relevant documents may be obtained via email for inspection by contacting trafficorders@rbkc.gov.uk quoting reference: “School Streets - Thomas’s Kensington School” and can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Order was made at Kensington Town Hall, Hornton Street, London W8 7NX.
4. Anyone wishing to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks of the date on which the Order was made, make an application for the purpose to the High Court.
