Waltham Forest - Temporary Road Closures and Parking Restrictions due to Works

What is happening?

LONDON BOROUGH OF WALTHAM FOREST (LBWF)

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

THE WALTHAM FOREST (TWU INFRASTRUCTURE WORKS) (VARIOUS ROADS)

(TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that on 31st July 2025 it made an Order to enable Thames Water to execute infrastructure improvement works in various roads, in a safe and efficient manner.

The general effect of the Order will be only at such times and to such extent as regulatory signs are displayed or, where applicable, covered prohibit vehicles from entering, waiting, loading or loading for any purpose, at “any time” in:

a) Epping Way E4 – between the common boundary (cb) of Nos. 40/42 and its junction with Drysdale Avenue E4; and

b) Colworth Road (CWR) E11 – between the cb of Nos. 29/31 and the projected south-east boundary of No. 51.

The Order will come into operation on 11th August 2025 for a maximum period of 7 months or until the works are completed, whichever is the sooner.

NOTE: The works in Epping Way and CWR are expected to be completed within 1 day respectively, but additional time is required for contingencies. (ref: TT29(25))

THE WALTHAM FOREST (CADENT GAS PIPE REPLACEMENT WORKS) (CHURCH HILL E17 AND CHURCH HILL ROAD E17) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that on 31st July 2025 it made an Order to allow Cadent Gas to carry out gas replacement works in Church Hill (CH) and Church Hill Road (CHR), in Walthamstow E17 in a safe and efficient manner.

The general effect of the Order will be only at such times and to such extent as regulatory signs are displayed or, where applicable, covered cause a temporary restriction to wait or load for any purpose at “any time” in:

a) CH – outside (o/s) No. 117; and

b) CHR: i) adjacent No. 115 CHR; ii) o/s Nos. 4 to 24; iii) from o/s No. 26 to outside Albert Whicher House (Nos. 46-80); and iv) from o/s Albert Whicher House (Nos. 46-80) to its junction with Shernhall Street.

The Order will come into operation on 4th August 2025 for a maximum period of 18 months or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be completed within 1 month, but additional time is required for contingencies. (ref: TT31(25))

THE WALTHAM FOREST (OCU GROUP CARRIAGEWAY AND FOOTWAY WORKS)

(VARIOUS ROADS E17) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that on 31st July 2025 it made an Order to enable OCU to carry out carriageway and footway improvement works in various roads in E17, in a safe and efficient manner.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed or, where applicable, covered prohibit vehicles from entering, proceeding, waiting or loading for any purpose, between 8am and 6pm DAILY, in:

a) Brooke Road E17 – between its junction with Oliver Road E17 and No. 1 Brooke Road;

b) Oakhurst Close E17 – between its junction with Oakhurst Gardens and No. 1 Oakhurst Close; and

c) Oakhurst Gardens E17 – between its junctions with Woodford New Road and College Place.

The Order will come into operation on 6th August 2025 for a maximum period of 6 months or until the works are completed, whichever is the sooner.

NOTE: The works in Brooke Rd and OHC/OHG are expected to be completed within 13 days and 2 weeks respectively, however, the Order has been extended to allow for any contingencies. (ref: TT32(25))

THE WALTHAM FOREST (TWU WATER MAINS REPLACEMENT) (E11 ROADS),

(TEMPORARY MEASURES) (NO. 1) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that on 31st July 2025 it made an Order to enable water-mains replacement works by Thames Water, to be carried out in a safe and efficient manner in various roads within the E11 region.

Whilst works are being carried out and only at such times and to such extent as regulatory signs are displayed no person shall cause or permit any vehicle to wait or load for any purpose “at any time” within 15 metres of the junction of any road adjoining the roads mentioned in the Schedule to this Notice.

Whilst works are being carried out and only at such times and to such extent as regulatory signs are displayed any one-way working in any roads or parts of roads adjoining the roads or parts of roads mentioned in the Schedule to this Notice shall be temporarily suspended.

Vehicular access to properties located within the temporary restriction length of road will be permitted where this does not interfere with the execution of the works.

Vehicular diversion routes affected by these temporary measures will be maintained wherever possible, subject to the works progressing.

The Order will come into operation on 4th August 2025 for a maximum period of 18 months or until the works are completed, whichever is the sooner (this applies to all roads mentioned in the Scheuld and allows for unforeseen constraints which may abort works until a future time) (ref: TT33(25))

NOTE: Closures along Graneligh Road would occur in phases as indicated by regulatory signs.

Schedule:

E11 roads

Norman Road (Rd), Short Road, Graneligh Road, Woodlands Rd, Mayville Rd, Park Grove Rd, Owen Mews, Trinity Close, Station Approach, Marchant Rd, Melford Rd and Southwell Grove Rd.

Vehicles waiting or loading in disregard of these Orders would be removed.

Designated controlled parking spaces situated in any of the roads or parts of roads mentioned in these notices will be suspended.

The prohibitions mentioned above would not apply in relation to any vehicle being used or pedestrian involved:

(a) in connection with the said works; or

(b) for ambulance, fire brigade or police purposes in an emergency.

NOTE: Signage will be placed in advance of any works which would give more specific details on the exact dates of the prohibitions, effects of any temporary traffic management and diversion routes as necessary.
