What is happening?

Essex County Council

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.56) (Part 2) Order 202*

Notice is hereby given that the Essex County Council proposes to make the above Order under sections 1(1), 2(1) to (3), 32(1), 40, 45, 46, 47, 49, 53, 63 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended)

Effect of the Order:

1. To Implement: ‘No Stopping at Any Time’ Restrictions.

Road - Post Office Road

Description - Both Sides: For its entire length, from its junction with North Gate to its junction with Terminus Street.

Road - Terminus Street

Description - Both Sides: From a point approximately 9 metres west of its junction with A1019 Velizy Avenue, westwards for approximately 30 metres to its junction with Post Office Road.

Road - Crown Gate

Description - Both Sides: For its entire length, from its junction with the A1019 Velizy Avenue to its junction with South Gate (excluding the Taxi Bay to the west as previously advertised).

Road - South Gate

Description - Both Sides: For its entire length, from its junction with the A1025 Third Avenue (South East Roundabout), to its junction with Crown Gate (excluding the Taxi Bay, Access Roads, and Limited Waiting).

2. To Implement: ‘No Stopping at Any Time Except Taxis’ Restrictions.

Road - South Gate

Description - Eastern kerb line: From a point approximately 140 metres north of its junction with A1025 Third Avenue, north towards Crown Gate for approximately 5 metres.

3. To Revoke: ‘No Stopping at Any Time Except Taxis’ Restrictions.

Road - Crown Gate

Description -

Western kerb line

(i) From the southern boundary of "the High" northwards for approximately 12 metres.

(ii) From a point approximately 22 metres north of the southern boundary of its junction with Crown Gate ("the High") northwards for approximately 28 metres.

Eastern kerb line

From its junction with Terminus Street southwards for approximately 18 metres.

4. To Revoke: ‘No Stopping at Any Time on Verge or Footway ‘and ‘No Stopping on Main Carriageway ‘24hr Clearway’ Restrictions.

Road - Crown Gate (north to south section joining Terminus Street)

Description- Both Sides: From its junction with Crown Gate, south towards Crown Gate for its entire length.

Road - Crown Gate (east to west section)

Both Sides: From its junction with A1019 Velizy Avenue, west towards South Gate for its entire length.

Road - South Gate

Both Sides: From its junction with A1025 Second Avenue roundabout north towards Crown Gate for its entire length.

5. To Revoke: ‘Restricted Parking Zone - No Waiting at Any Time & No Loading at Any Time (Except in Signed Bays)’ Restrictions.

Road - Post Office Road

Description - From its junction with Terminus Street north-westwards and south-westwards for approximately 278 metres to its junction with North Gate.

6. To Revoke: ‘Disabled Badge Holders Only 3hrs, no return within 3hrs’ Restrictions.

Road - Post Office Road

Description - Southern kerb line From a point approximately 132 metres east of its junction with North Gate roundabout, eastwards for approximately 20 metres.

7. To Revoke: ‘Disabled Badge Holders Only 5am-11pm/No Waiting 11pm-Midnight and Midnight-5am Except Taxis’ Restrictions.

Road - Post Office Road

Description - Southern kerb line From a point approximately 62 metres east of its junction with North Gate roundabout, eastwards for approximately 20 metres.

8. To Revoke: ‘Limited Waiting 15mins, No Return within 2 hours’ Restrictions.

Road - Post Office Road

Description - Southern kerb line From a point approximately 152 metres east of its junction with North Gate roundabout, eastwards for approximately 21 metres.

This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting map tiles:

(Birds Green, Willingale) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order: To temporarily close that length of Birds Green, Willingale in the District of Epping Forest, from its junction with School Lane for a distance of approximately 120m in a south easterly direction. The closure is scheduled to commence on 3rd September 2025 for 1 day, or where stated on a valid permit (EC30093437160 – UK Power Networks).

The closure is required for the safety of the public and workforce while overhead cable works are undertaken by UK Power Networks.

An alternative route is available via Dunmow Road, Berwick Lane, Stortford Road, Leaden Roding Old Bridge Close, Chelmsford Road, Ongar Road, Marks Hall Lane, Waples Mill Farm Road, Waples Mill Road, Birds Green and vice versa.

The Order will come into effect on 7th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(High Road, North Weald Bassett) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of road in the District of Epping Forest as specified in the schedule.

2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above length of road to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction is in force.

"The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 7th August 2025; exact dates will be specified on one.network. The road will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency vehicles. Advance signing will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

Road: High Road, North Weald Bassett

Description: From a point approximately 60m north east of its junction with Dukes Close for a distance of approximately 130m in a north easterly direction.

Alternative Route: B181, A414, B1393, B181 and vice versa.

(Latton Green, Harlow) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Latton Green, Harlow in the District of Harlow, from its junction with Commonside Road for a distance of approximately 50m in a south easterly direction. The closure is scheduled to commence on 1st September 2025 for 12 days, or where stated on a valid permit (AZ5011001434733 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while one gas mains replacement works are undertaken by Cadent.

An alternative route is available via Latton Green, Commonside Road and vice versa.

The Order will come into effect on 7th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Park Lane, Harlow) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Park Lane, Harlow in the District of Harlow from a point approximately 200m north east of its junction with Netteswell Orchard for a distance of approximately 95m in a north easterly direction. The closure is scheduled to commence on 1st September 2025 for 5 days, or where stated on a valid permit (AZ1041001434161 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while gas connection works are undertaken by Cadent.

An alternative route is available via School Lane, First Avenue, Park Lane and vice versa.

The Order will come into effect on 7th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Workers Road, High Laver) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order: To temporarily close that length of Workers Road, High Laver in the District of Epping Forest, from its junction with Faggoters Lane for a distance of approximately 185m in a south easterly direction. The closure is scheduled to commence on 1st September 2025 for 3 days, or where stated on a valid permit (MX04410255889CC – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while stop tap and boundary box repair works are undertaken by Affinity Water.

An alternative route is available via High Laver Road, Matching Road, Matching Tye Road, Harlow Road, Matching Green Road, Moor Hall Road, Sheering Road, Churchgate Street, Hobbs Cross Road and vice versa.

The Order will come into effect on 7th August 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Betts Lane, Nazeing) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order: To temporarily close that length of Betts Lane, Nazeing in the District of Epping Forest, from a point approximately 290m north west of its junction with Nazeing Common for a distance of approximately 30m in a north westerly direction. The closure is scheduled to commence on 13th August 2025 for 3 days, or where stated on a valid permit (MX04410275921 – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while stop tap fitting/boundary box works are undertaken by Affinity Water.

An alternative route is available via Betts Lane, Nazeing Common, Back Lane, Betts Lane and vice versa.

The Order came into effect on the 24th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(High Road, Loughton Town (Loading Bay Only)) (Temporary Introduction of a Clearway) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order: To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ restriction in the High Road, Loughton Town (Loading Bay Only), in the District of Epping Forest from outside building number 249 to outside building number 245 a distance of approximately 5m.

"The Essex County Council (Epping District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The clearway is scheduled to commence on 11th August 2025 for 19 days, or where stated on a valid permit (EP201EH10003774 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The clearway is required for the safety of the public and workforce while stop tap cluster strengthening works are undertaken by Essex County Council.

The Order came into effect on 24th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Hobbs Cross Road, Harlow) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the Order: To temporarily close that length of Hobbs Cross Road, Harlow in the District of Harlow, from a point approximately 260m south east of its junction with Elmbridge for a distance of approximately 65m in a south easterly direction. The closure is scheduled to commence on 14th August 2025 for 1 day, or where stated on a valid permit (EP02217610173 – GTM). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while tree cutting works are undertaken by GTM.

An alternative route is available via Potter Street, A414, A1025, Gilden Way, Sheering Road (with access only into Churchgare Street, Cross Road, Foster Street, Harlow Common and vice versa.

The Order came into effect on 24th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Nine Ashes Road, High Ongar) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Nine Ashes Road, High Ongar, in the District of Epping, from a point approximately 470m south west of its junction with Rookery Road for a distance of approximately 55m in a south westerly direction. The closure is scheduled to commence on 11th August 2025 for 5 days, or where stated on a valid permit (AZ7031001426603 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new gas connection works are undertaken by Cadent.

An alternative route is available via Nine Ashes Road, Rookery Road, Blackmore Road, Ongar Road and vice versa.

The Order came into effect on 24th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Perry Road, Harlow) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Perry Road, Harlow in the District of Harlow, from its junction with Pegrams Road for a distance of approximately 25m in a north easterly direction. The closure is scheduled to commence on 18th August 2025 for 5 days, or where stated on a valid permit (MX06159352LS – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new water connection works are undertaken by Affinity Water.

An alternative route is available via Perry Road, Southern Way, Ployters Road and vice versa.

The Order came into effect on 24th July 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Tye Green Village, Harlow) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of road in the District of Harlow as specified in the schedule to this Order.

2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above length of road for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

Description: From its junction with Tawneys Road for a distance of approximately 510m in a south westerly, then westerly then south westerly direction.

Alternative Route: No Diversion Available.

(Various Roads, District of Epping Forest) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.10) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close those lengths of road in the District of Epping Forest as specified in the schedule to this Order.

2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of each carriageway on the above lengths of road for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.
