LONDON BOROUGH OF WALTHAM FOREST (LBWF)

CHANGES TO PARKING PLACES AND PROVISION OF WAITING RESTRICTIONS IN CONNECTION WITH THE PROVISION OF SECURE BICYCLE PARKING STRUCTURES – BATCH 18 (previously proposed as Batch 17)

(Note: This notice is about the provision of secure bicycle parking structures and reducing the length of certain parking places in controlled parking zones to accommodate those structures (T18(25))

NOTICE IS HEREBY GIVEN that the Council of the LBWF on 31st July 2025 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act (RTRA) 1984, as amended.

The general effect of the Orders will be to convert 3 metres(m) of permit parking space to allow for the installation of secure bicycle parking structures ("units") on the highway in the following roads under section 63 of the RTRA1984. Some Cycle Hangars will replace where waiting restrictions exist (i.e. single yellow lines); some spaces to be displaced will default to “at any time” waiting restrictions (d/yls) where necessary. One unit will be provided in each road below unless indicated otherwise:

E4 Streets

a. Beech Hall Road (Rd) outside (o/s) No. 155 (extending (extd) north-westwards from the cb of No. 157)

b. Silverdale Rd adjacent (adj) No. 382 Hale End Rd (immediately (imm) south-west of the single yellow line (syl))

E10 Streets

a. Amberley Rd opposite (opp) No. 2 (extd north-eastwards from the projected north-east boundary of No. 2)

b. Coopers Lane (La) adj No. 134 Farmer Rd (imm north-east of the syl)

c. Farmer Rd opp No. 126 (from a point 1 metre south-east from the end of the bay)

d. Grosvenor Rd opp No. 57 (extd south-westwards from the projected north-east building line of No. 57)

The proposals for cycle hangars in the following locations have been deferred and, in the future, will either be made as proposed, amended or abandoned:

E4 Street: Beech Hall Rd;

E11 Streets: Wadley Rd;

E17 Streets: Garner Rd, Kenilworth Ave and Lancaster Rd.

Copies of the orders, which will come into operation from 4th August 2025, and all other relevant documents can be inspected until the expiration period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (“by appointment”) the Highways and Traffic Management office, Low Hall, Argall Avenue, E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at:

Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the RTRA 1984, or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
