Amendments to Waiting and Parking Restrictions In the Borough of Elmbridge
Surrey County Council (“the Council”) propose to make “The Surrey County Council (Various Roads in Elmbridge) (Waiting Loading and Unloading Restriction and On-Street Parking Places Orders) (Amendment No. 4) Order 202-” under Sections 1, 2, 4, 32, 35, 36, 45, 46, 49, 51, and 53 of and Part IV of Schedule 9 the Road Traffic and Regulation Act 1984 (“the Act”) the effect of which are as follows:- 1. Amend the following Orders:- (a) The Surrey County Council Various Roads in the Borough of Elmbridge (Consolidation and Revocation of Controlled Parking Zones) Order 2021; (b) The Surrey County Council Various Roads in the Borough of Elmbridge (Consolidation and Revocation of Residents’ On-Street Parking Places) Order 2021; (c) The Surrey County Council (Various Roads in Elmbridge) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2021; (d) The Surrey County Council (Various Roads in Elmbridge) (Consolidation and Revocation of Free Street Parking Places and Loading Bays) Order 2021; (e) The Surrey County Council (Various Roads in Elmbridge) (Consolidation and Revocation of Free Street Parking Places) (Disabled Persons) Order 2021; (f) The Surrey County Council (Various Roads in the Borough of Elmbridge) (Consolidation and Revocation of Prohibition of Stopping Outside Schools) Order 2021; (g) The Surrey County Council Various Roads in Elmbridge) (Consolidation and Revocation of Prohibition of Waiting of Heavy Commercial Vehicles) Order 2021; (h) The Surrey County Council (Borough of Elmbridge) (Consolidation and Revocation of Solo Motor Cycle Parking Places) Order 2021; (i) The Surrey County Council Various Roads in the Borough of Elmbridge (Consolidation and Revocation of On-Street Car Club Parking Places) Order 2021; and (j) The Surrey County Council (Various Roads in Elmbridge) Electric Vehicle Parking Places Order 2024; so as to make the following provisions: -
(a) Prohibit the waiting by vehicles in certain lengths of the roads specified in the Schedule 1 to this Notice, during the times and on the days specified in the said Schedule;
(i) Provide that the usual exemptions, for loading on and unloading from vehicles, boarding and alighting from vehicles, for works on or adjoining the said lengths of roads, the maintenance of those roads and the services in them and for disabled persons vehicles in accordance with the Blue Badge Scheme, would apply;
(ii) Revoke the no waiting at any time restriction in a length of Sandy Lane, Cobham;
(iii) Carry out technical corrections to the Traffic Regulation Order which will revoke the no waiting at any time restrictions (double yellow lines) in Church Street (access to St Mary’s Church Hall), Walton.
(b) Prohibit the loading on and unloading from vehicles in a certain length of Queens Street, Weybridge between Monday-Saturday 8am-9.30am and 4.30pm-6pm.
(c) Provide such free on-street parking places in Cleveland Close, Walton operating Monday to Friday 9am-6pm 2 hours no return within 2 hours;
(i) Specify that the vehicles which may be left in the free on-street parking places shall be passenger vehicles (8 seats or less), motor cycles, invalid carriages and goods vehicles under 5 tonnes;
(ii) Revoke the free on-street parking places specified in Schedule 4 without replacement.
(d) Provide a residents’ only on-street parking place, Monday to Friday 10am-4pm, in Winters Road, Thames Ditton for use by Permit Holders ‘E’;
(e) Include 24 Bridge Street in the list of addresses eligible to apply for parking permits in area ‘H’ (Thames Street, Dale Road and Harvey Road);
(f) Remove 15, 15A and 19 Bridge Road from being eligible to apply for parking permits in area ‘EM’ (formerly East Molesey controlled parking zone); such addresses will be included in the list of addresses to apply for parking permits in area ‘G’ (Feltham Avenue and Riverbank).
(g) Convert the current shared used bays (Monday to Friday 8am-9.30am Permit Holders (Walton CPZ) Only and 9.30am-noon Permit Holders (Walton CPZ) or 2 hours no return within 1 hour permit holders only bays) to Monday to Friday 8am-noon Permit Holders (Walton CPZ) Only in Ashley Park Road, Priory Close, Wynton Grove, Walton.
(h) Convert the Cleveland Close (Halfway) controlled parking zone to a permit holders only on-street parking place. The current bays in Cleveland Close, Walton operating Monday to Friday 9am-6pm Permit Holders (Halfway) Only will be amended to Monday to Friday 8am-6pm Permit Holders (R) Only, with a new permit identifier “R”.
(i) Vehicles left by disabled persons may wait in the on-street parking places specified above, without time limit at any time and other vehicles may wait in such parking places in certain circumstances, e.g., to allow persons to load or unload (maximum 20 minutes), emergency vehicles, etc. and outside of the hours of operation indicated any vehicle may be left for any period without time limit.
(j) Provide disabled persons’ free on-street parking places operational on the times and for the period specified in Schedule 2.
(k) Prohibit the stopping by vehicles in the lengths of roads and at the times specified in Schedule 3 as indicated by zig-zag markings on site. Exemptions shall apply for any person causing a vehicle to stop in order to avoid an accident, or if required to do so by law, anything done with the permission of a police constable in uniform or in accordance with any sign placed by Surrey Police, or for any vehicle displaying a valid waiver certificate issued by the Council.
(l) Prohibit the waiting by heavy commercial vehicles (over 5 tonnes) in Staniland Drive, Dixon Drive, Mays Close, Davis Road, Eyston Drive Weybridge, subject to certain exemptions such as for loading and unloading, emergency service vehicles etc.
(m) Introduce car club parking places operating at any time for holders of a car club permit in High Street (CC-305), Weybridge subject to certain exemptions such as emergency service vehicles, but no exemption shall apply to blue badge holders.
2. Drafting amendments will be made to the Orders in relation to childcare permits. The cost of the childcare permit will be the same as a second resident permit (currently at a fixed rate of £104 per annum). The cost will rise by £4 on the 1st of January on each year of 2026 and 2028.
3. Where a new restriction is imposed in this Notice, any existing restriction on the same length of road will be revoked, except for the prohibition of stopping (school keep clear) in Holtwood Road and Ashley Road.
A copy of the proposed Orders, together with plans showing the lengths of roads to which the Orders relate and a Statement of the Council’s reasons for proposing to make the Orders may be inspected at (a) Surrey Highways, Hazel House, Merrow Lane, Guildford, Surrey, GU4 7BQ (by appointment) (b) Elmbridge Borough Council, Civic Centre, High Street, Esher, KT10 9SD, (by appointment), (c) Walton Library, 54 The Heart (off Hepworth Way), Walton on Thames, Surrey KT12 1GH, (d) Hersham Library, Molesey Road, Hersham, Surrey KT12 4RF (e) Molesey Library, The Forum, Walton Road, West Molesey, Surrey KT8 2HZ, (f) Cobham Library, The Cedar Centre, Cedar Road, Cobham, Surrey KT11 2AE, and (g) Dittons Library, Mercer Close, Thames Ditton, Surrey, KT7 0BS, during normal opening hours. The said plans and Statement of Reasons may also be viewed on our website, at www.surreycc.gov.uk/ elmbridgeparking.
