Road from Mitchel Troy to Penrhos Road, Cwmcarvan - Temporary restrictions for MJ Quinn Poling works

HYSBYSIR DRWY HYN bod CYNGOR SIR FYNWY, Neuadd y Sir, y Rhadyr, Brynbuga, NP15 1GA ("y Cyngor") yn bwriadu gwneud Gorchymyn yn unol â'r pwerau a roddwyd gan Adran 14(1)(a) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984:  

1. Daeth y Gorchymyn i rym ar 6ed Awst 2025 a bydd yn parhau i fod mewn grym am gyfnod nad yw'n hwy na 18 mis neu nes bod y gwaith y cynigir ei wneud wedi'i gwblhau, pa un bynnag yw'r cynharaf. Rhagwelir y bydd y gwaith yn cael ei gwblhau ar 6ed Awst 2025, gan weithio rhwng 09:00 – 17:00. 

2.  Roedd angen y Gorchymyn  er mwyn i MJ Quinn wneud gwaith polio mewn modd diogel yn y lleoliad.   Cedwir mynediad rhesymol ar gyfer eiddo sydd ar hyd y ffyrdd a effeithir arnynt tra y bydd yr heol ar gau

3. Effaith y Gorchymyn oedd cau dros dro rhan o’r Heol R76 o Lanfihangel Troddi i Heol Penrhos, Cwmcarfan, Sir Fynwy, ~1km i'r de-ddwyrain o'r gyffordd â Heol Llanfihangel Troddi am ~460m.

4.  Roedd llwybr dargyfeirio fel a ganlyn: Heol R76 o Ffordd Llanfihangel Troddi i Heol Penrhos, Heol Llanfihangel Troddi, B4293, Heol R76 Penrhos i Dryleg ac i'r gwrthwyneb.  

5. Gellir enwi'r Gorchymyn hwn fel Gorchymyn Rheoleiddio Traffig Dros Dro Heol R76 o Lanfihangel Troddi i Heol Penrhos, Cwmcarfan, Sir Fynwy 2025.

6.  Yn sgil Adran 16(1) Deddf Rheoleiddio Traffig Ffordd 1984 bydd person sy'n torri cyfyngiad neu waharddiad a osodir dan Adran 14 y Ddeddf yn euog o drosedd.

(R76 ROAD FROM MITCHEL TROY ROAD TO PENRHOS ROAD, CWMCARVAN, MONMOUTHSHIRE)
TEMPORARY TRAFFIC REGULATION NOTICE 2025  

NOTICE IS HEREBY GIVEN that MONMOUTHSHIRE COUNTY COUNCIL of County Hall, The Rhadyr, Usk, NP15 1GA (“the Council”) Has made an order pursuant to the powers conferred by Section 14(1)(a) of the Road Traffic Regulation Act 1984  

1. The Order came into operation on the 6th August 2025 and will continue to be in force for a period not exceeding 18 months or until the works which it is proposed to carry out have been completed, whichever is the earlier. It is anticipated that the works will be completed on the 6th August 2025, operating between 09:00 – 17:00.  

2. The order was necessary for MJ Quinn Poling works to take place in a safe manner at the location. Reasonable access will be maintained for properties fronting the affected lengths of road during the period of the closure.

3.  The effect of the order was to temporarily close a section of R76 road from Mitchel Troy Road to Penrhos Road,Cwmcarvan, Monmouthshire, ~1km south-east from its junction with Mitchel Troy Road for ~460m.  

4. A signed diversionary route was in place as follows:- R76 road from Mitchel Troy Road to Penrhos Road, Mitchel Troy Road, B4293, R76 Penrhos Road to Trellech and vice versa.  

5.This order may be cited as the R76 road from Mitchel Troy Road to Penrhos Road, Cwmcarvan, Monmouthshire Temporary Traffic Regulation Order 2025  

6. By virtue of Section 16(1) of the Road Traffic Regulation Act 1984 a person who contravenes a restriction or prohibition imposed under Section 14 of the Act shall be guilty of an offence.
