Proposed Modifications To The Existing Experimental Traffic Regulation Orders Affecting The Bramley Moore Dock Area (Areas 1 to 7)

Notice is hereby given that on the 29 July 2025, the Council made the below-mentioned modifications to the existing the Experimental Traffic Regulation Orders (ETRO) affecting the above-mentioned area under Sections 9 & 10(2) of The Road Traffic Regulation Act 1984, which will become operative on the 8 August 2025 and remain in force for the remaining operational period of the ETROs up to the original maximum period of up to eighteen months expiring on the 17 August 2026.

The overall effect of which will be firstly to reinstate in full the provisions of the previously suspended The City Council of Liverpool (North - Part 1 Stationary Vehicle Offences) (Consolidation) (Order 2006) (Experimental Variation N°189) Order, 2025 and The City Council of Liverpool (Football Match Parking Places and Controlled Parking Zone) (Order, 2009) (Experimental Variation N°55) Order, 2025 that were originally published in the Liverpool Echo on the 6 February 2025, subject to the following modifications being made to those Orders, as set out below:-

In respect of both modified Orders, with regard to the references to “event days” & “non-event days”, an “event day” is a day in respect of which the Director for Sustainable Transport, Highways and Parking of the Council (or a person authorised by them) has certified that there is to be held either:- (1) at Everton Football Club (both the Hill Dickinson and Goodison Park stadia), or Liverpool Football Club (Anfield Stadium), any sporting or non-sporting event that has, or is expected to have, 10,000 attendees; or (2) any other sporting or non-sporting event at those stadia or elsewhere within the area of the Council, and which in the opinion of the Director for Sustainable Transport, Highways and Parking (or a person authorised by them), in consultation with the Chief Constable of Merseyside Police (or a person authorised by them) it is appropriate for the measures to be in operation, and “non-event day” shall be construed accordingly.

1. The City Council of Liverpool (North - Part 1 Stationary Vehicle Offences) (Consolidation) (Order 2006) (Experimental Variation N°189 Order 2025) (Modification) Order, 2025, (Ref:- LS/CL&G/RPT/NRB/ETRO 10430A/TM 3676/CCM Ref Nº 9954976) so as:-

(A) To revoke the existing:-
(1) Parking Places Without Charge (1 Aug - 30 June, 10am - midnight. Max. Duration of Stay 1 hour, no return 1 hour in:-

Area 3: Latimer Street, west side, from its junction with Boundary Street, in a southerly direction for a distance of 27.5m.

Area 5: Wilbraham Street, south side, from a point 5m east of its junction with Scotland Road, in an easterly direction for a distance of 30m which has a width throughout of 2m.

(2) Residents Parking Places/Permitted Parking Area (PPA) (10am - midnight, 1 Aug - 30 Jun) on the full lengths of:-

Area 6: Benton Close; Billings Close; Blackfield Street; Cubbin Crescent; Edmonton Close; Great Mersey Street; Heriot Street; Lancaster Close; Lapworth Street; Latham Street; Lemon Street; Lethbridge Close; St Alphonsus Street; Sterling Way; & Vesuvius Street; &

(5) Parking Places For Vehicles For Loading/Unloading (Mon - Sun, 1.30am - midnight, Max. Period for loading/unloading 30 mins) in:-

Area 1: Blackstock Street, north side, from a point 46m east of its junction with Vauxhall Road in an easterly direction for a distance of 28m. (At this particular loading and unloading parking place, Hackney Carriages were originally able to wait upon the duly authorised cab rank which is appropriately signed as such between the hours of midnight and 1.30am Mon - Sun incl. - see Article 1(B)(5) for details).

(6) Hackney Carriage Stands (Mon - Sun, midnight - 1.30am) (For Information Only) in:-
